COMMISSIONERS MEETING REGULAR SESSION MARCH 20, 2017 9:00 AM

ATTENDANCE: COMMISSIONERS: David Berry, President Rick Woodall, Vice President Donald Walton ATTORNEY: James Ensley, Attorney AUDITOR: Lorie Hallett AUDIENCE: 16 individuals

The Putnam County Board of Commissioners met in regular session on March 20, 2017 at 9:00 AM at the Putnam County Courthouse. David Berry opened the meeting and the pledge to the flag was given.

INTEGRITY 1 Brian Jansen presented the Commissioners with information on the company and explained that 70% percent of the time they can save companies money on their copiers and printers.

ANIMAL CARE AND CONTROL Randy Patrick, Director Animal Care and Control, told the Commissioners that the proposal that was brought up at the last meeting concerning the part-time medical assistant at the shelter making the position a full-time position.

David Berry said he would like to discuss this further with Phil Parker before any decision is made.

COLLIER CONSERVATION SUBDIVISION Collier Conservation Subdivision replat was brought to the Commissioners for approval. The property is located off U.S. Highway 40. The Planning Commission recommended that the replat be approved.

Donald Walton made a motion to approve the Collier Conservation Subdivision Plat and Rick Woodall seconded the motion. The motion carried.

HIGHWAY Mike Ricketts, Highway Supervisor gave the Commissioners updates on the bids for Bridge 150. CLR-$302,557.80-10.5% over engineer estimate. HIS-$465,849.70-70% over engineer estimate.

Both bids exceeded the engineer estimate by more than 5%.

Mike told the Commissioners he would like to have the project rebid with some clarifications.

Rick Woodall made a motion not to accept the 2 current bids and rebid the project with clarifications and David Berry seconded the motion. The motion carried.

Mike told the Commissioners that they are still trying to get 1 parcel for the right of way for this bridge. Jim Ensley recommended that the County get a Partial Mortgage Release Waiver.

Donald Walton made a motion to proceed with the Partial Mortgage release Waiver and Rick Woodall seconded the motion. The motion carried.

Bridge 137-change order #8 adding 121 days due to weather, no additional funds.

Rick Woodall made a motion to approve change order #8 for bridge 137 and Donald Walton seconded the motion. The motion carried.

Mike presented the Commissioners with an amended service agreement for Bridge 215 with Clarke Dietz in the amount of $2,800.00 and inspection fees not to exceed $22,000.00

David Berry made a motion to approve the amendment and Rick Woodall seconded the motion. The motion carried.

David Berry announced that bridge 187 was closed on 3-17-17, due to structural issues. The bridge was originally built in 1890.00.

Mike Ricketts said that they have engineers out looking at the bridge.

Mike presented the Commissioners with bids on equipment. 4 Dump Trucks: 1. Rahns-Peterbilt $692,902.88 2. Rahns-Kenworthy $657,698.88 3. Clarke-International $587,524.00 4. Palmer-Kenworthy-$689,236.00

Mike recommends that we purchase 4 dump trucks from Palmer Kenworthy.

Rick Woodall made a motion to approve the bid from Palmer for 4 Kenworthy dump trucks and Donald Walton seconded the motion. The motion carried.

Chassis for the Distributor Truck we only received one bid in the amount of $96,081.00 from Palmer.

Donald Walton made a motion to accept the bid of $96,081.00 from Palmer and Rick Woodall seconded the motion. The motion carried.

The tank for the distributor truck only had one bid submitted. Southeastern was the one bid in the amount of $108,614.00.

Donald Walton made a motion to accept the bid from Southeastern and Rick Woodall seconded the motion. The motion carried.

One bid was received for the Chip Spreader from Southeastern in the amount of $252,413.00.

Rick Woodall made a motion to accept the bid from Southeastern and Donald Walton seconded the motion. The motion carried.

One bid was submitted from Brandies for the dirt loader in the amount of $202,250.00. There is only 1 manufacturer for this piece of equipment.

The current dirt loader the Highway Department has is over 30 years old.

Discussion was held as to where the funds can come from for this piece of equipment. Mike Ricketts said he has spoken with Charlie Pride, Mr. Pride said we could pay 100% of the cost of the dirt loader could be paid from Cumulative Bridge fund. The basis of this being paid from Cumulative Bridge Fund is that we could count culverts as a bridge.

Rick Woodall made a motion to accept Brandies bid of $202,250.00 to be paid from the Cumulative Bridge Fund and Donald Walton seconded the motion. The motion carried.

The remainder of the equipment will be financed and the county received 3 bids for a 5-year term and the amount to be financed to be $1,146,344.00.

First National Bank 2.09% Tri-County Bank 2.4% NSSB 2.4%

The Motor Vehicle Highway Fund will pay the payments for this debt.

Rick Woodall made a motion to accept the bid from First National Bank and Donald Walton seconded the motion. The motion carried.

UNFINISHED BUSINESS Jim Ensley told the Commissioners that Hanson Aggregates will be using County Road 900 S and has sent us an agreement for compensation for their usage.

Donald Walton made a motion to approve the agreement and Rick Woodall seconded the motion. The motion carried.

Ken Rozelle, Heritage Lake requested that the Commissioners reduce the speed limit on Heritage to 30 m.p.h.

The Commissioners asked Jim Ensley to research the issue

Greencastle Putnam County Development Center contract with the County in the amount of $40,000.00.

Donald Walton made a motion to approve the contract and Rick Woodall seconded the motion. The motion carried.

Rick Woodall made a motion to appoint Donald Hatfield as the Planning and Zoning Director. Donald Walton seconded the motion. The motion carried.

David Berry would like to form a small committee to look into options for the current Annex Building. Dave told the Commissioners that the Committee will be comprised of David Berry, Commissioner, Darrel Thomas, Council, Dave Fuhrman, Council, Jill Bridgewater, Council, Lorie Hallett, Auditor, and Jim Ensley, Attorney.

Donald Walton made a motion to form the committee and Rick Woodall seconded the motion. The motion carried.

Rick Woodall is looking into finding a contractor who will re-write the County Employee Handbook.

CLAIMS Claims paid on 3-8-2017 were approved on a motion made by Donald Walton and seconded by Rick Woodall. The motion carried.

Claims paid on3-9-2017 were approved on a motion made by Rick Woodall and seconded by Donald Walton. The motion carried.

Claims paid on 3-14-2017 were approved on a motion made by Donald Walton and seconded by David Berry. The motion carried.

Claims paid on 3-16-2017 & 3-20-2017 were approved on a motion made by Rick Woodall and seconded by Donald Walton. The motion carried.

PAYROLL Payroll for 3-17-2017 was approved on a motion made by Rick Woodall and seconded by Donald Walton. The motion carried.

MINUTES Minutes from the regular meeting held on 3-6-2017 were approved on a motion made by Donald Walton and seconded by Rick Woodall. The motion carried.

PUBLIC COMMENT Butch Hacker said he would like to see the County use the stop signs that light up.
