JOB DESCRIPTION AND PERSON SPECIFICATION

Job Title Bilingual Case Manager (Welsh) (HEO) - National Infrastructure Casework Business Unit National Infrastructure Job Purpose To manage and support the processing of applications for development consent for Nationally Significant Infrastructure Projects, from pre- application stage to the issue of a decision, with particular responsibility for cases in Wales and supporting the team with working in the Welsh language.

MAIN ACTIVITIES  Provide accurate, legally compliant and timely information and advice on the process for NSIPs to potential applicants and other interested parties, applying and interpreting relevant policies and legislation using influencing skills to persuade and encourage promoters to effectively engage with the requirements of the 2008 act and with relevant consultees.

 Liaise and collaborate with the Welsh Government and the Planning Inspectorate Wales on matters relating to National Infrastructure, including monitoring and implementation of the PINS Welsh Language Scheme.

 Represent the Planning Inspectorate (National Infrastructure Directorate) in Welsh language media interviews, stakeholder meetings and other meetings relating to Wales.

 Deliver presentations on the NSIP process to audiences in Wales in the Welsh language and to answer questions put orally or in writing in Welsh.

 Support and assist outreach and stakeholder engagement programmes, facilitating engagement between promoters and other parties and working to ensure that local authorities, local Non Governmental Organisations and the public understand the development consent process and their role in it.

 As project lead on applications, develop the case project plan, including key activities, resource needs, performance standards, milestones and deadlines. Brief the sector lead overseeing the case and to review progress regularly, taking action as needed to ensure that all requirements are met .  Support Principal and Senior Case Managers in delivering key activities on assigned cases.

 Act as the main point of contact for Welsh speaking members of the public, promoters and other stakeholders with regard to information and advice.

 Record all advice and information given and carry out other activities associated with the processing and consideration of applications and with the issue of Development Consent decisions as per statutory requirements and in accordance with established office procedures.

Page 1 of 3  Assist in the analysis of written representations and other information, identify issues raised in submissions and prepare appropriate reports for Inspectors as directed.

 Develop consenting expertise and technical sector knowledge, particularly in the assigned infrastructure sector.

 Support the Examining Authority, working with colleagues in the National Infrastructure directorate, in all aspects of the examination, including planning and attending meetings and public hearings, and assisting with the preparation of examination correspondence and reports.

KNOWLEDGE, SKILLS & EXPERIENCE

Essential:  Demonstrable knowledge and experience of a planning or infrastructure environment, preferably case work related.  5 GCSE’s minimum (must be Welsh, English and Maths) or equivalent  Fluent in English and Welsh with ability to deal with enquiries from both English and Welsh speaking members of the public, promoters or other stakeholders via the telephone, in writing and at public hearings including delivering key presentations for own and others projects in the Welsh Language.  Proven influencing /negotiating skills  Good analytical skills particularly with large volumes of written information  Ability and willingness to visit sites across the country as required including occasional overnight stays.

Desirable:  Sound knowledge of consent regimes similar to that under the Planning Act 2008 (for example, processing of planning applications and appeals).  Graduate in a built environment discipline (eg planning, civil engineering)  Experience of project management and applied knowledge of related tools.  Ability to communicate and present complex issues to large audiences.
