The Council of the City of West Concord met on Thursday 15, 2015, at the West Concord City Hall, West Call to Order Concord, Minnesota. The meeting was called to order by Mayor Jeffrey McCool at 7:00 PM.

Present were Mayor Jeffrey McCool; Council Members, Ryan Fay, and Karen Peterson. Absent Council Attendance Members – Al Gilbert. Also present Assistant City Clerk Kathy Courson; Street Maintenance Supervisor Keith Clammer; Police Chief Shannon Boerner; Police Officer Mike Erdman; Fire Chief Chad Finne; Karen Jorgenson, News Enterprise; Tara Lindquist, Star Herold; Herb Krueger, PeopleService; Mary Burt, Carl Martin, Carl Schollmeier, Tiffany Schollmeier, Jeremy Chilson and Kimberly Dahl

There were no additions to the agenda. Addition to the Agenda

Motion by Council Member Fay seconded by Council Member Peterson to approve the Consent Consent Calendar Calendar as follows: - Approval of September 17, 2015 City Council Meeting Minutes. - Payment of the incidental bills which were issued during the month by the City Administrator in the following funds: General Fund - $13,722.82; Fire/Ambulance Fund - $281.55; Water Fund - $1,240.28; Sewer Fund - $879.36; Storm Sewer Fund - $46.66; Liquor Store Fund - $24,517.64; Grand Total - $40,688.31. - Approval of the bills submitted in the following amounts for the appropriate funds: General Fund - $9,291.63;EDA Fund - $2,864.50; Fire/Ambulance Fund - $4,543.51; Water Fund - $3,340.59; Sewer Fund - $1,241.72; Storm Sewer Fund - $318.14; Liquor Store Fund - $12,124.38; Grand Total - $33,724.47. - Review of City Financial Reports. Yes – Fay, McCool and Peterson. No - None. Abstained - None. Motion passed.

Joe Palen, Stantec, addressed the Front Street sanitary sewer point repair. There were three proposals Front Street Sanitary provided by Ellingson Drainage for this repair. Proposal No. 1 is for Ellingson to perform a Cast-In-Place Sewer Point Repair Pipe (CIPP) repair that would encompass approximately 25-30 lineal feet of pipe liner starting at the manhole in the intersection of Front/Arnold Street, and extending north to a point ~ 5-8 lineal feet past the defect. The estimated cost for Proposal No. 1 would be $6,325.00, which included the cleaning and televising of the line once completed. Proposal No. 2 is for the open cut excavation of the sewer defect, repair of the line, backfilling and patching the roadway. The estimated cost for Proposal No. 2 would be $15,325. Proposal No. 3 is to perform the repair as detailed in Proposal No. 1 and once the CIPP repair has cured they could utilize a vac-truck to pothole the repair location and associated void, and fill the void with a flowable fill (concrete or bentonite) to mitigate the possibility of settlement and having to make future roadway repairs. The estimated cost for Proposal No. 3 would be the proposed $6,325 of (Proposal No. 1) with an additional $1000-$1500 to cover the cost for potholing and filling of the void . After review of the proposals Palen advised that Proposal No. 3 was best solution. Ellingson agreed that the work could be done yet this year. Motion by Council Member Peterson seconded by Council Member Fay to approve Proposal No. 3 as presented by Ellingson Drainage in the amount of $6325.00 with a possible additional $1000-$1500 for potholing and filling the void. Yes – McCool, Fay and Peterson. No - None. Abstained - None. Motion passed.

Carl Martin has expressed concern regarding the City versus PeopleService doing the meter reading. He Meter Reading rescinded his concern and feels comfortable with PeopleService providing this service. Concerns

Carl Martin requested a portion of his water/sewer bill be forgiven as he had a toilet that was leaking Water/Sewer Bill which has since been repaired. As this was not on the agenda it was decided the late fee would be waived Reduction Request on the bill and he could request to be on November’s agenda. Carl Martin
