  • Making Lifelines from Frontlines; 1
    The Rhine and European Security in the Long Nineteenth Century Throughout history rivers have always been a source of life and of conflict. This book investigates the Central Commission for the Navigation of the Rhine’s (CCNR) efforts to secure the principle of freedom of navigation on Europe’s prime river. The book explores how the most fundamental change in the history of international river governance arose from European security concerns. It examines how the CCNR functioned as an ongoing experiment in reconciling national and common interests that contributed to the emergence of Eur- opean prosperity in the course of the long nineteenth century. In so doing, it shows that modern conceptions and practices of security cannot be under- stood without accounting for prosperity considerations and prosperity poli- cies. Incorporating research from archives in Great Britain, Germany, and the Netherlands, as well as the recently opened CCNR archives in France, this study operationalises a truly transnational perspective that effectively opens the black box of the oldest and still existing international organisation in the world in its first centenary. In showing how security-prosperity considerations were a driving force in the unfolding of Europe’s prime river in the nineteenth century, it is of interest to scholars of politics and history, including the history of international rela- tions, European history, transnational history and the history of security, as well as those with an interest in current themes and debates about transboundary water governance. Joep Schenk is lecturer at the History of International Relations section at Utrecht University, Netherlands. He worked as a post-doctoral fellow within an ERC-funded project on the making of a security culture in Europe in the nineteenth century and is currently researching international environmental cooperation and competition in historical perspective.

Van de Gazelle bij de oplevering van het gerestaureerde praalgraf van Christiaan Brunings en Frederik Conrad in de ST. Bavokerk te Haarlem op vrijdagavond 22 augustus 2014. Dames en heren, Het is me een eer en een genoegen om vandaag met u de oplevering van dit prachtig gerestaureerde monument te mogen vieren. Dit is bovendien een goed moment om de bijzondere verdiensten van Christiaan Brunings en Frederik Conrad weer eens onder de aandacht te brengen. Zij waren de grondleggers van Rijkswaterstaat en van de waterbeheersing van dit land. We staan er niet vaak bij stil, maar zonder dijken, dammen en stormvloedkeringen zou tweederde van ons land onder water staan. Nederlanders hebben hun land veroverd op het water. Weg- en waterbouwkundigen als Christiaan Brunings en Frederik Conrad hebben daar een doorslaggevende rol in gehad. Om dat te illustreren neem u graag mee naar de situatie van ons land aan het einde van de 18e eeuw. Nederland is in die tijd in crisis door grote waterstaatkundige problemen. De economie van ons land, die drijft op onze scheepvaart, raakt in het slop. De rivieren en havenmonden verzanden. Binnenvaartschepen kunnen niet langer aanmeren in de Hanzesteden. Ook de veiligheid van ons land is in het geding. De kust van ons land wordt steeds kwetsbaarder. De houten golfbrekers aan de buitenkant van de zeedijken raken kapot. Ze worden namelijk aangevreten door de verwoestende ‘paalworm’. Bovendien raken de kronkelende rivieren in ons land ‘s winters verstopt. In de bochten van de rivieren hopen zich gigantische hopen kruiend ijs op.

This paper will introduce the interaction of urban development and water management in and around the Yangtze River Delta from a historical perspective. It will compare the Yangtze River Delta with a short overview of the historic water urban developments in the Euro Delta. This paper will explore the importance of the variations of both delta areas, especially regarding the similarities and differences in urban morphology and delta governance. In conclusion, we will outline new challenges of resilient urban water management in both delta areas. Introduction The emergence of cities in world ancient civilizations is connected to large waterways. Later on, urban settlements prospered, as waterways allowed for trade and transport of goods and people, further spurring urban development [1].

The analysis con- centrates on four densely populated and relatively prosperous regions, which were faced with comparable problems caused by unruly rivers: the coastal plains of the Yellow River, the basin of the middle Yangzi, the coastal area of Northern Italy, and the Rhine delta in the Netherlands. During the period under discussion, Northern Italy was the first region to witness a ‘cognitive leap’ in knowledge of river hydraulics. The author analyses why this particular transformation in the body of knowledge took place in Northern Italy, rather than in any of the regions in China. He also examines why the Netherlands, in contrast to regions in China, offered a receptive environment to this new approach in river hydraulics from c. 1770. He suggests that differences in the development of knowledge can be explained primarily in terms of underlying socio-political structures.     Water control and useful knowledge: river management and the evolution of knowledge in China, Northern Italy and the Netherlands Karel Davids Introduction ‘Since European rivers presented few serious control problems, European interest [ in hydraulic works ], when eventually it arose, centred mainly on transport canals’, Joseph Needham many years ago claimed in his magisterial Science and civilisation in China. 1 In contrast with China, European countries apparently developed no particular interest, or competence, in the management of water flows in rivers. Anyone who has kept up with the news of the last ten years or so knows that Needham’s remark was in fact rather optimistic, to say the least. European rivers nowadays do present serious control problems and, the historian may add, they did so in the past as well. Problems of water control, and their solutions, in Europe differed less from those in China than a casual glance might suggest. The history of water control offers a rich field for challenging comparisons between Europa and China. This paper will look from a Chinese perspective at river management in Europe. The importance in Chinese history of the problem of controlling the Yellow River is, thanks to the work by Needham, Flessel, Elvin. Dodgen and others2, quite well-known.
