Minutes of August 19, 2008 meeting

The meeting was called to order at 8:10 PM .

Present Commissioners: R. Britt (Presiding Officer), W. Gerken, P. Lobo, H. Black, J. Rohrer, Liaison M. Plager

Absent Commissioners: G. Pasternak, J. Henschel, P. Villani

The minutes of July 15, 2008 meeting were approved.

STATEMENT by Presiding Officer: Adequate notice of this meeting was given by posting a copy on the Township Bulletin Board and sending a copy to the Township Clerk, Echoes Sentinel and Courier News as required by the Open Public Meetings Act. All Commissioners are duly appointed volunteers working for the Township of Warren. We plan to adjourn by 10 p.m.

Next meeting will be September 16, 2008 at the Warren Township library meeting room at 8:00 PM

I. From: United States Environmental Protection Agency To: Warren Township Sewerage Authority - This letter is in response to the request for a waiver from the special grant condition placed on the Warren Township Sewerage Authority’s construction grant. The Commissioners received notices from Anne Lane about a Technical Coordinating Committee (TCC) meeting on Wednesday, August 6, 2008 at 9:30 am and 10:30 am to dicuss Planning Board cases PB08-06 and PB08-07. Page 3 August 19, 2008 minutes continued

Discussion:

Malcolm Plager asked the Commissioners for input on open space. They also discussed the Merry Berry Farm, which may become a tree farm. They discussed a property on Red Hill Road which may be purchased for open space in Warren.

The Commissioners discussed COAH and cross acceptance data. The Township is hoping to buy development rights to certain projects and minimize further development. The Commissioner also discussed Sleepy Hollow and other new developments. There is a group called Community Hope which helps veterans with housing. They are trying to find out if the town would donate land to them. The Commissioners also discussed a proposed commuter line in Warren.

Old Business:

There was discussion about a letter from Agovino Associates, LLC, noted at the July 15, 2008 meeting, regarding the property owned by Bruce and Mindy Harris (Block 24.12, Lot 1 &7th Right-of-Way – Paper Street). The Commissioners asked Katrina De la Cruz to find additional correspondence regarding this property.

New Business:

The Commissioners discussed a quarry project with the county, which has moved ahead.

Case08-07 WARREN FACILITY, INC. Block 78, Lot 19.01 121 Mount Bethel Road Site Plan/ Preliminary/Final TCC Meeting date: August 6, 2008 Public – August 25-26, 3008 (tentative) Due date: July 31, 2008

The Warren Environmental Commission discussed this at their August 19, 2008 meeting. They requested that they be able to see a comprehensive landscaping plan so that landscaping can be added (including mixed evergreens).

The Warren Environmental Commission discussed this at their August 19, 2008 meeting. They would like to fix the landscaping on this property.

Case08-08 ANADIGICS, INC. Block 78, Lot 18.01, 18.02 141 Mount Bethel Road Site Plan/ Minor Site Plan Public Meeting date: TBA Due date: September 15, 2008

The Warren Environmental Commission discussed this at their August 19, 2008 meeting. They have comments on four items. Firstly, they requested that, regarding landscaping, the winged euonymus be taken out and junipers be added. There should be a good variety of trees with ground cover. Next, there should be protection for battery leakage. Third, a grounding pole should be added. Lastly, the traffic flow is unclear.
