Geddes City Council Meeting Monday, March 13, 2017

The monthly meeting of the Geddes City Council was held at the American Legion in Geddes, SD. The meeting was called to order by Mayor, Dan Schulte, at 1:00 p.m. with the following council members present: Carol Oberbroekling, Raymond Mushitz, Monica Vander Pol, Sharon Ackley, Mike Krietlow and Andy Kok. Also present were Dale Larson, Morris Elcock and Jerry Hemeyer with SD Rural Water, Ron Gillen with Brosz Engineering, Rich Strehlow, Platte Geddes 2nd grade class and teachers and Donna Paulson, Finance Officer. No established change in the agenda. Monica Vander Pol made a motion to approve the February, 2017 minutes. Carol Oberbroekling seconded the motion. Motion carried unanimously. February, 2017 financial reports were presented. A motion was made by Ray Mushitz and seconded by Andy Kok to approve these reports. Motion carried unanimously. March, 2017 disbursements were presented. Mike Krietlow made a motion to approve the March, 2017 disbursements and Carol Oberbroekling seconded the motion. Motion carried unanimously. Charles Mix County 5235 $67.37 Publishing News Total $ 14,872.35 Maintenance report: Dale Larson reported that he emptied garbage cans on main street, checked the lagoons, did snow removal, assisted Morris Elcock with SD Rural Water do camera work on the sewer lines and cleaned up the shop. Old Business: Donna informed the council that she contacted Randall Community Water District to obtain the meter pit reading on 01-25-17, so the loss could be figured in 01-17 and 02-17. Water loss for 01-17 is 119,493 and 127,961 in 02-17, which is still a 26% loss. Ron Gillen, Brosz Engineering, reported that he is doing the finishing touches on the infrastructure. Geddes will be put on the state water plan next year. Randall Community Water District will be applying through the state for funding on the water tower replacement. The council was reminded that the American Horse Society will meet at the Ft. Randall Casino on 03-25-17 from 11:00 a.m. until 5:00 p.m. The council is invited as they would like to show their appreciation for the hospitality that the City has shown them. Donna reminded the council that the Annual District 4 meeting is 03-16-17 at the VFW in Lake Andes, SD. Ray Mushitz indicated that he could not attend this year. New Business: The Platte Geddes 2nd grade PBL class met before the council to ask permission to add a mural to the west side exterior wall of the restroom in the City Park. They will also be cleaning off the stepping stones, pull weeds around the pond, clean the water in the pond and make sure the pumps are working properly, plant new vegetables in the raised garden beds and clean up the city park. Council members asked the class a few questions and then gave them approval to add the mural. Morris Elcock and Jerry Hemeyer with SD Rural Water informed the council that camera work on the sewer lines showed that there is a crack in the sewer line, telephone cable in the sewer line and tree roots east of town. The sewer line on the south end of main street needs to be cleaned. They had trouble locating manholes on Iowa and Wisconsin Avenues. Donna informed the council that the copy machine at the city office had a service code of 202 on it. Donna phoned Office Products Center and was informed that the lazar is going out on it. John offered a used copier for $795.00, which new price would be $1695.00. This machine uses no cartridges and will still be under warranty. Donna was given permission to purchase the machine. Letter was received from Commercial Asphalt with their prices for patch mix, hot mix and omega mix. The city is not in need of any of the mixes at this time. Donna informed the council that the local Board of Equalization will need to meet on 03-20-17 and asked the desired time. Council will meet at 7:00 at the City Finance Office. Hay bids were discussed. An ad will be placed in the Charles Mix County News and will be reviewed at the council meeting in April, 2017. Rich Strehlow informed the council that the garage door on the south side of the pump house is in need of replacement. Rich was asked to talk to Mark Meis about replacing the door. The 2016 Annual Report was presented to the council. Ray Mushitz made a motion to approve the 2016 Annual Report. Sharon Ackley seconded the motion. Motion carried unanimously. A building permit application was received from Matt Hidy. Mike Krietlow made a motion to approve the building permit. Sharon Ackley seconded the motion. Motion carried unanimously. Water testing is safe at this time. Monica Vander Pol made a motion to adjourn the meeting at 2:28 p.m. Andy Kok seconded the motion. Motion carried unanimously.
