The following were present:

Item No: 1 Confirmation of the Minutes of the 92nd meeting of Heritage Conservation Committee held on 14.8.2008. The Minutes were confirmed

Item No.2 Action taken on the minutes of 92nd meeting. Noted.

Item no 3. Bhongir Fort notification. Members noted that a letter would be addressed to Tourism Department.

Item no 4. List of Additional Heritage Buildings. Details of buildings inspected by the Members of the Heritage Conservation Committee are given below.

Recommendation of Date of Sl No Building/site visited. Members Inspection Members recommended Ananthagiri Padmanabha Swamy 1 21.8.08 to notify this building as Temple Complex, Attapur a Heritage Building. This may not be Considered for 2 Ram Mandir, Attapur 21.8.08 notification as a Heritage Building. Members recommended 3 Qutubshahi Badi Masjid , Attapur 21.8.08 to notify this building as a Heritage Building. Members recommended 4 Waliud Dowla Devdi, Begumpet 4.9.08 to notify this building as a Heritage Building. This may not be Considered for 5 Tope Khana Masjid, Puranapuu 4.9.08 notification as a Heritage Building. Merde Mohammad Khan ki Devdi, Members recommended 6 Mahboob Chowk (For the Main 4.9.08 to notify this building as Gate & Left Side Complex) a Heritage Building. Deorhi Raja Rai Rayan,Shalibanda 4.9.08 This may not be Considered for 7 notification as a Heritage Building. Item no 5. A Letter dated 17-06-2008 received from Chief Accounts Officer HUDA about of the Heritage Fund of Rs.50-Lakhs sanctioned to HUDA. Members noted that a letter was addressed to C.A.O,HMDA, Tarnaka. Item no 6. It was resolved to initiate action to have Photo documentation of Monuments as proposed by Sri B. Narsing Rao, Member. Sri.Mr.Narsing Rao said he will give the list of Photographers and HMDA will be requested to appoint a photographer.

Item no 7. A Letter No. 10022 and 10764 dated: 10-07-2008 and 11-07-2008 received from Bhaskar Reddy Bommineni 810, Prityhvi, My Home Navadweepa, Madhapur, Hyderabad regarding destruction of Bear’s Nose a notified Heritage Precinct located in Sy.No.64 of Madhapur Village. Members noted that a copy of the letter was addressed to GHMC, Tank Bund, Hyderabad and desired that a report on the subject may be obtained from GHMC.

Item no 8. A Letter dated: 20-06-2008, received from Sri. Sushil Kumar IPS (Retd) Convener, INTACH about HUDA deciding to monitor projects online. It will be a notable step (Press clipping enclosed). Noted.

Item no 9. A Letter dated: 8-07-2008, received from Sri. Sushil Kumar IPS (Retd) Convener, INTACH regarding the various contentious matters relating to the (APIIC) land at Durgum Cheruvu. (Press clipping enclosed). Members desired that the response of APIIC on the press clipping may be obtained.

Item no 10. A Letter dated: 1-07-2008, received from Sri. Sushil Kumar IPS (Retd) Convener, INTACH that portions of Mahaboobia Girls School have been demolished even though these were part of the Heritage structure. (Press clipping enclosed). HUDA Officials inspected the building on 16.9.08 and stated that they are following the directions of the Heritage Conservation Committee. They have not disturbed the Existing Heritage Building. It is also observed that a new Construction is coming within the 30 meters distance from the Heritage Building towards south side and they have not approached the HCC/HMDA for clearance. The Committee suggested to GHMC Officials inspect and submit a report in the next Meeting.

Item no 11. A Letter dated: 5-07-2008, received from Sri. Sushil Kumar IPS (Retd) Convener, INTACH regarding the condition of the State Library and additions being made. (Press clipping enclosed). HUDA Officials inspected the building on 16.09.08. On inspection it is observed that the Restoration work was not yet started because as stated by the librarian that they don’t have a conservation Architect in their Department and they informed on their request the Archeology Department officials visited the building in the last week.

Item no 12. A Letter dated: 25-06-2008, received from Sri. Shravan Kumar IAS (Retd) regarding a press report that the Nizamia Observatory in Ameerpet is in the process of disintegration. HMDA officials will inspect and submit a report in the next meeting.

Item no 13. A Letter dated: 12-07-2008, received from Sri. Sushil Kumar IPS (Retd) Convener, INTACH regarding the Zenana Hospital at Nayapul is to be shifted to the new building under construction at Petla Burj (Press clipping enclosed). A letter may be addressed to the A.P Medical Department & the Registrar of A.P High Court of Andhra Pradesh intimating that the Zenana Hospital is a Heritage building and any repairs or modifications require the permission of HCC/HMDA.

Item no 14. A Letter dated: 28-07-2008, received from Sri. Sushil Kumar IPS (Retd) Convener, INTACH that the following temples which are centuries old deserve to be included in the Heritage list.  Bontapalli Shiva Temple  Kodakanch Vishnu Temple  Chilkur Temple  Mahankali Temple at Lal Darwaza

Members noted that a letter may be addressed to The A.P Endowments departments with a request to notify above temples as a Protected Monuments.

Item no 15. A Letter dated: 25-07-2008, received from Sri. Shravan Kumar IAS (Retd) regarding the Municipal Authorities permitting construction of a G+ 2 Storied structure abutting the historic Raja Rai Devdi Clock Tower at Shali Banda (Press clipping enclosed). The GHMC Officials explained that at present they have stopped all the new constructions around Raja Rai Rayan Devdi. The house owners applied under Building Penalization Scheme and they approached Court and the Court had given Stay Order in this matter. The Committee suggested GHMC to get the stay vacated and then take action against the Un-authorized constructions. Item no 16. A Letter dated: 13-8-2008 received from Sri. M. Vedakumar, Forum for a Better Hyderabad -Regarding Demolition of old Building in Hyderabad City. HUDA Officials inspected this building (Gate Portion of Dargah Nooruddin Shah) on 4.9.08.This is a Grade–I, Heritage Building situated at Darusalam. The top portion of the gate is collapsed during recent heavy rains and other observation is that new constructions are coming adjacent to this gate. These new constructions have not taken any permission from HCC/HMDA. The Committee suggested to GHMC officials to inspect and submit present status in next meeting.

1. A Letter dated.4-9-2008 received from Sri Sushil Kumar IPS (Retd) Convenor INTACH about the Heritage sites Notification in HADA area is Pending. Noted

2. A Letter dated.4-9-2008 received from Sri Sushil Kumar IPS (Retd) Convenor INTACH regarding the following sites to be considered for notification.  Chatta Bazar Archway  Setwin Office near Chatta Bazar  Former Office of the Commissioner of Police near Chatta Bazar  Pathergatti as a Heritage Precinct

The Committee suggested to Sri. Sushil Kumar, IPS (Retd.) that while sending a proposal to notify a building as Heritage Building or Heritage Precinct the following may be furnished.

a. Photographs b. Brief note on Historical or Architectural Significance c. Location with Landmarks and d. Status of the building

3. A Letter dated.4-9-2008 received from Sri Sushil Kumar IPS (Retd) Convenor INTACH about the Tipu’s look out at Khairtabad (A structure is enclosed along with the Xerox copy). The Committee suggested to Sri. Sushil Kumar, IPS (Retd.) that while sending a proposal to notify a building as Heritage Building or Heritage Precinct the following may be furnished.

a. Photographs b. Brief note on Historical or Architectural Significance c. Location with Landmarks and d. Status of the building 4. A Letter dated.4-9-2008 received from K.Prabhakar, Member for Forum for a Better Hyderabad regarding the erection of a structure in the premises of Vilayath Manzil,Begumpet Railway Station Heritage Building Sl.No.76, Code No. 3.32, Grade –II-B No construction is going on in the premises of Vilayat Manzil and earlier a letter was addressed to GHMC for removal of ugly structures in the premises i.e. Kitchen,..etc. The Committee suggested to GHMC officials to submit a report in the next meeting.

5. A Lr.No.EOS/6/IH/Renovation/2008-09 dated.1-9-2008 received from Sr. Manager Andhra Pradesh Handicrafts Development Corporation, Ltd regarding the renovation of Jubilee Hall Interiors . Sri A. Siva Prasad, Member was requested to inspect the area and give a report in the next meeting.

6. A Lr. No. 26/3/2004/0377,dated: 16-08-2008recieved from The Commissioner of Industries, Andhra Pradesh Hyderabad regarding the Commissionerate of Industries – Heritage Building- Repairs to the building. Members noted that a letter enclosed with list of Conservation Architects was addressed to Commissionerate of Industries. The committee suggested to send also the earlier suggestions made by the Committee to Commissionerate of Industries.

7. A Letter dated. 14-8-2008 received from Sri Sushil Kumar IPS (Retd) Convenor INTACH regarding the following sites to be considered for nominations as Heritage Builings.  Moosi Maternity HOspitatl,Malakpet  The Old Building within the Campus of the State Bank of India at Kothi.  ENT Hospital Kothi (Heritage Building)  The Old (but well maintained) House on the King Kothi Bashir Bagh Road. The Committee suggested to Sri. Sushil Kumar, IPS (Retd.) that while sending a proposal to notify a building as Heritage Building or Heritage Precinct the following may be furnished.

8. A Letter dated.4-9-2008 received from Sri Sushil Kumar IPS (Retd) Convenor INTACH regarding the Haking Memorial Building at Saifabad may be considered for inclusion in the Heritage List. The Committee suggested to Sri. Sushil Kumar, IPS (Retd.) that while sending a proposal to notify a building as Heritage Building or Heritage Precinct the following may be furnished.

9. a) A Letter dated.19-9-2008 & 29.9.08 received from Sri Srinivas Malathker Old Jail Tenants Association, Secunderabad regarding the construction of two godowns at old Jail near the Subash Road, Secunderabad.

b) A Letter dated.20-8-2008 received from Sri Sushil Kumar IPS (Retd) Convenor INTACH regarding the old Jail near the Subash Road, Secunderabad. HUDA Officials inspected the building on 21.8.08, and observed that a small portion of the Godown situated at Subhash Road got collapsed due to heavy rains and poor maintenance of Greater Hyderabad Municipal Corporation. This Godown was previously Unani Dispensary and from last 10 years it is vacant. This building is in poor condition it requires repairs immediately. The Committee suggested to GHMC officials inspect and submit a report in the next meeting.

10. a) A Letter No. SDO/RO/Punch Mohalla dated: 27-08-2008 received Chief Divisional Retail Sales Manager regarding the proposal for setting up of Retail Outlet at Pr. No. 20-4-62/1, situated at Puncha Mohalla, Hyderabad. The Committee suggested to the applicant to submit the proposal through Commissioner, GHMC.

11. A Letter No. SJM/Engg/Western Block/2008-644, dated: 21-8-2008 received from Sri Sr. A. Nagender Reddy Director I/c regarding the Heritage Permission for Construction of Second Floor on the western Block & Western Block of the Salar Jung Museum. The Committee informed the applicant to submit the proposal through Commissioner, GHMC.

12. A Letter dated: 28-8-2008 received from Sri Veda Kumar President Forum for a Better Hyderabad regarding ‘G’ Block in the Secretariat Premises (Saifabad Palace) The committee desired that a draft notification may be made to notify ‘G- Block’ as a Heritage Building. 13. A Letter dated. 7-8-2008 received from Sri Sushil Kumar IPS (Retd) Convenor INTACH regarding the following sites to be considered for nominations as Heritage Builings.  Bai Ratanbai Chinoy Parsi Dispencery,Secunderabad  Parsi Dharma sala Secunderabad.(Heritage Building)  Building of Erach Yar Jung at Tadbund  Astad Chonoys House at Bowenpally  Crigmore,Opp.Secretariat  Mosque in Public Garden .(Heritage Building)  Bal Bhavan Public Garden .(Heritage Building) The Committee suggested to Sri. Sushil Kumar, IPS (Retd.) that while sending a proposal to notify a building as Heritage Building or Heritage Precinct the following may be furnished.

14. a) A Letter dated. 5-8-2008 received from Sri Sushil Kumar IPS (Retd) Convenor INTACH regarding the role of HCC in HMDA b) A Letter dated. 27-8-2008 received from Sri Sushil Kumar IPS (Retd) Convenor INTACH regarding the role of HCC in HMDA Members expressed this may be checked up with HMDA.

15. A Letter dated. 4-8-2008 received from Sri Sushil Kumar IPS (Retd) Convenor INTACH regarding inviting the attention of the Director, Department of Tourism to Heritage Regulations. Noted.

16. Member Sri A. Siva Prasad Requested to inclusion of Narkoda Mud House in Heritage List. The Committee suggested that all sites in HADA will be inspected and a decision will be taken later.

Next Meeting. The next meeting of the Heritage Conservation Committee will take place on 30th October 2008 at 3 PM in the office of HMDA.
