Red Talon STD/HIV Coalition Meeting - Meeting Notes April 17, 2008

Attendees: Anita Davis (Warm Springs); Cynthia Morrison (WA DOH); Irene Kipp (Nez Perce); Rebecca Washakie (Shoshone-Bannock); Laurie Conratt (NW AETC); Jutta Riediger (SPIPA); Jean Anne Moose (Nez Perce); Mikey Fink-Custer (Sauk-Suiattle); Paula Brown (Klamath); Larry Hill (OR DHS HST Program); Emily Rugel (PRT Intern); Stephanie Craig Rushing (PRT NPAIHB). In total we had 12 attendees representing 5 tribes and 5 partnering agencies.

Meeting opened with Blessing, Introductions, and Activity Updates The group also reflected on things that they learned at the Adolescent Health Conference, particularly relating to the development of the adolescent brain and the need for greater inclusively in our vision for the Coalition (What would healthy sexuality look like for women, men, the tribe, and the World? This includes elements of: STI, HIV, Pregnancy, Healthy Relationships, Sexual Violence, and Orientation and Identity).

Tribal Action Plan - 2008

1. Goal #1 for April-June: Tribal health advocates will meet with Tribal Council and propose a resolution - Project Red Talon will update the kit and make new copies available to tribes (probably in late June).

2. Goal #2 for April-June: Tribal health advocates will organize at least one STD/HIV Screening Event - Project Red Talon has funding and materials available to tribes interested in hosting an event (see following notes for a complete description).

3. Goal #3 for April-June: Provide a Medical Update Conference for Tribal clinicians. Travel and registration scholarships are available to clinicians for the following trainings: Coming up: SPIPA’s HIV/HEP C Medical Update Conference - May 8-9th at Squaxin Island, WA. Ongoing: Seattle STD/HIV Prevention Training Center: http://depts.washington.edu/seaptc/courses.php Coming up: AETC Dental HIV Training - June HIV Clinical Update Training - Great Falls, MT - May Done : Region X Reproductive Health Conference - March 19th-21st in Bellevue, WA.

National Native HIV Awareness Day - Success Sharing Notes: Attendees shared information about their Awareness Day events. SPIPA hosted a luncheon where four people received testing. Shoshone-Bannock had a very effective Maori speaker who gave a Men’s workshop on the Role of men in community. Nez Perce hosted a health fair and a workshop on healthy relationships. 1 Chlamydia Screening - Funds Available A comprehensive Planning Guide was developed by the IHS to help health advocates who are interested in hosting a school-based chlamydia screening event at a tribal high school or college. Available outreach materials include: Fliers, posters, t-shirts, Teen-Zines and postcards.

Through Project Red Talon, funding and man-power are available to support:  Professional Staffing  Specimen collection and processing  Test kits  Lab fees  Student incentives

Project Red Talon is available to provide technical assistance and planning support throughout the process. Notes: Several NW tribes have successfully hosted screening events - examples and potential formats were discussed. Participants also expressed interest in screening in Jail or Juvenile Justice settings.

SAMHSA Rapid HIV Testing - Training & free HIV Test Kits

 CDC Rapid HIV Testing Training - May 13–15, 2008, in Washington, DC

 CDC Rapid HIV Testing Training - July 22-24 in Denver, CO

 CDC Rapid HIV Testing Train-the-Trainer – August 5-7 in Albuquerque, NM

The size limit for each training is 24 participants. Registration will be on a first come first served basis. The trainings will be provided at no cost and logistical support will be provided to participants. If you are interested in attending the training, please send an email to Stephanie and Deepa ([email protected] and [email protected]).

Notes: Several participants expressed interest in SPIPA’s HIV/HEP C Medical Update Conference or the Train-the-Trainer workshop.

School-Based Prevention  The StoptheSilence TeenZine Issue 3, and its accompanying Teacher’s Guide, are now available and will be mailed out next week.  STAND Curricula Adaptation Workgroup - There will be an in-person meeting the week of May 26th, possibly in Washington, DC. Project Red Talon will keep the group informed about the development of this school-based curricula.  The group discussed the idea of planning school field trips to the health clinic to help students better understand the services that are available at the clinic, and to improve the student’s health- seeking self-efficacy. Coalition attendees liked the idea.

2 Women’s Reproductive Health Parties The Women’s “Safer Snaggin” Peer Education Training is designed to equip women and teens to host “safer sex parties” for their friends and family. It is a fun, interactive training brought to us by the Indigenous Peoples Task Force. Participants will learn new skills and take home ready-to-use materials and ideas. All trained Peer Educators will receive a $100 stipend for their efforts, and party attendees will receive a small gift for their time.

If you have a group of young women who would like to be trained to host “Safer Snaggin” parties for their family and friends, please contact us. We can come out and provide on-site training! Optimally we'd like to see at least 4-6 women and teens participate. One full day training - weekends are fine. Email or call us to schedule your training.

Risky Business 2008   March 25, 2008 - Quinault, WA  May 1, 2008 - NPAIHB - Portland, OR  May 22, 2008 - Lapwai, ID

Committee Meetings: Due to the small size of the group, Committee meetings were not held. Together group discussed what resources would be useful for them to have at the upcoming strategic planning session. Ideas included:  The Capacity Assessment data and our project evaluation data from 2006 and 2007.  A discussion about the future goals and long-range vision for the Coalition. Should the Coalition become more inclusive of related topics: STI, HIV, Pregnancy, Healthy Relationships, Sexual Violence, and Orientation and Identity?

Funding Announcements: Project Red Talon received a $10,000 grant from Nordstrom for STD/HIV activities. The group discussed possible ways to spend the money: Host a Youth Institute focusing on healthy sexuality; send out more Snag Bags; Other ideas?

Upcoming Meeting - July 17th 2008 - Quinault Nation - Ocean Shores, WA. Three-Year Strategic Planning! Our first three-year plan will soon be complete - Come select activities for our next three years! Tentatively scheduled to take place from 9:30 - 4:00, including a working lunch. As before, this meeting will be facilitated by Barbara Plested and colleagues from the Center for Applied Studies in American Ethnicity.
