CITY OF ST. JOHNS PLANNING & ZONING COMMISSION REGULAR MEETING MINUTES May 10, 2016

The regular meeting was duly posted. Chairman Carol Lawrence called the meeting to order at approximately 6:30 p.m. in the City of St. Johns Council Chambers.

ROLL CALL: Chairwoman Carol Lawrence, Carl Wilkins, Ken Flygare, and Karson Crosby.

STAFF PRESENT: Financial Director/City Clerk Timothy Hinton.

OTHERS PRESENT: None

PLEDGE: Chairwoman Carol Lawrence

CALL TO THE PUBLIC

No public present.

REGULAR AGENDA

1. Consider approval of October 13, 2015 and January 12, 2016 Planning & Zoning minutes.

MOTION

Motion was made by Carl Wilkins to approve the minutes as stated. Motion was seconded by Ken Flygare.

Motion passed 3-0

2. Consider recommendation of rezoning of 220 N 4th W from residential to commercial.

The house at 220 N 4th W belongs to Felisha Ramsey’s father, Kirby Mineer. He owns the 2 neighboring lots. Felisha would like to put a boutique in the house. Mr. Mineer has not objected to the rezoning of the property to a C-2. A C-2 does

Mr. Wilkins asked about the parking, will that be an issue for the neighbors?

Mr. Hinton commented that there should be no issues with the parking. He also commented that notices went out to neighbors within 300 feet of the property.

Mr. Wilkins asked about the signage that would be uses for the business.

Mr. Hinton commented that he doesn’t think the signs are specific to a zone. They would have to apply for a permit, pay a fee, and make sure the sign is in accordance with the sign section of the zoning code.

MOTION

Motion was made by Carl Wilkins to recommend the City Council approve the application for rezoning of 220 N 4th W to C-2 (Commercial). Motion was seconded by Ken Flygare.

Motion passed 3-0

3. Possible nomination of open seat on the Planning & Zoning Commission.

The Commission discussed the names of who they might ask to appoint to the Planning and Zoning Commission. Chairwoman Carol Lawrence agreed to go talk with Dana Overson to see if she would serve on the Planning and Zoning Commission.

4. Discussion on changing City Code to have flag lots.

Ken Flygare commented that Karson Crosby and he were to get together to go over verbiage for the City Code on flag lots to bring before the committee. This would benefit the community. They will work on this item.

Ken Flygare seconded the motion to adjourn. Motion passed 4-0 Meeting adjourned at 7:07 p.m.
