CENTRAL DISTRICT

Delhi Police had granted permission to Bharat Swabhiman Trust to hold yoga training camp, to be conducted by Baba Ramdev, at Ramlila Ground. But the same was withdrawn, as the events unfolded, when all efforts failed to convince Baba Ramdev and organizers to restrict the activities what was originally permitted, keeping in view of the heightened security scenario of the capital city and public safety.

On 04.06.2011, the first day of the training camp, no yoga training as such was organized. Instead, leaders from political and religious organizations including Baba Ramdev chose to incite his followers through provocative speeches from the dais and exhorted people to join in large numbers.

When policemen moved to detain Baba Ramdev, his followers came in the way and started pelting stones, flower pots and whatever they could get their hands on. This ensued some pushing & pulling between the policemen and the supporters resulting in injuries to supporters as well as policemen. 39 supporters including 4 women and 23 policemen sustained injuries, who were discharged after first aid. The police exercised great restraint in dealing with supporters and situation.

In order to contain the situation from deteriorating, the police lobbed eight (8) tear gas shells. This forced the supporters to vacate the venue although after much resistance. Subsequently, police detained Baba Ramdev. He was later allowed to leave after he requested to return to his Ashram in Haridwar.

A case of rioting, prevention of damage to public property and obstruction to public servant in discharge of public duties, has been registered at PS Kamla Market.

PUBLIC RELATIONS OFFICER DELHI POLICE, DELHI. DELHI POLIGE GANG OF THIVES BUSTED The staff of Police station Mundka, west District has arrested a gang of thieves who had administered sedatives to the factory workers and decamped with the stolen property worth Rs.5 lacs. The receiver of the stolen property was also arrested.

No.89, Engineer Enclave, Pritam Pura, reported theft of Haxamine chemical powder and blocks of Zinc by administering some sedative substance in cold drinks to the factory workers by security guard namely Mohd' Tabrej Akam @ Raju @ Rajesh deputed at their godwon situated at Plot Dy. Commissioner of Police : West District, Rajouri Garden, I'Jew Delhi-110027 Tel. On this a case vide FIR No.87/11, u/s 328/38L IPC was registered and investigation wts taken up. A special team comprising ASI Harpal, HC Dayanand, Ct. Anand, Ct. Devender, Ct. Suresh and Ct. Khemender under the close supervision of lnspr. Devender ATO Mundka was formed. Sources were deployed and lot of stake holders under eyes and ears scheme were motivated to collect intelligence about the criminals involved. On of such informers came forward with the information that one person involved in the theft namely Ramesh Shah S/o Gori Shankar shah runs a 'Panvadi' shop in Sultan Puri and can be nabbed from his shop. Ramesh (Panwadi) was traced and put to sustained interrogation who finally divulged that he alongwith Gurcharan, was enticed by Rajesh @ Raju the security guard to steal goods from godwn and further dispose off to a kabari, Pradeep, having his shop at Najafgarh. He confessed to have committed the crime along with Gurcharan, Rajesh @ Raju and also disclosed the place of Kabari shop at Najafgarh. On his pointing out 97 Zinc blocks, 5 bags of Haxamine chemical power, one mattress and one mobile phone have recovered and the receiver of stolen property namely Pradeep (Kabari) S/o Ram Saran R/o village Salahpur Malhi Tola, PS Bishmber Pur, Distt. Gopal Ganj, Bihar was also arrested. On confrontation, security guard Rajesh @ Raju @ Mohd. Tabrej Alam confessed that as per pre plan he administered sedatives to the factory workers and facilitated the theft of the goods from the godwn. TWO PERSONS DEALING IN NARCOTIC SUBSTANCE ARRESTED : 3 KGs OPIUM WORTH RS. 30 LAKHS RECOVERED

With the arrest of Mohd. Shehzad (23 years) s/o Abdul Razak r/o Village Cerandag, PS Haranji, District Latehear, Jharkhand and Mohd. Irfan (19 years) s/o Mohd. Haroon r/o Village Itke, PO Barikhaf, Tehsil Balumath, District Latehar, Jharkhand, the staff of AATS, South District recovered 3 Kgs. opium worth Rs. 30 Lakhs.

BRIEF FACTS / INCIDENT :

On 04.06.11, a secret information was received from a reliable source that two persons would come near Sangam Cinema, Sector-9, R.K. Puram in the afternoon for delivery of narcotic substance. Immediately, a team comprising SI Balihar Singh, D-297, ASI Ramesh Kaushik, 2595/SD, HC Arvind Kumar, 577/SD, Ct. Jogender, 2117/SD, Ct. Umesh Kumar, 1726/SD, Ct. (Dvr.) Naresh Kumar, 1011/SD was constituted under the supervision of Sh. Kulwant Singh, ACP/Ops. and a trap was laid near Sangam Cinema. At about 1.20 PM, two boys get down from a TSR and started waiting near Sangam Cinema. Since the informer had accompanied the raiding party, he identified both the accused persons. Accordingly, both the boys were overpowered promptly by the alert team members without giving them chance to escape. They revealed their identity as Mohd. Shehzad and Mohd. Irfan r/o Jharkhand. On search, 1.6 kgs. opium was recovered from Mohd. Shehzad and 1.4 kgs. opium was recovered from Mohd. Irfan. Both accused were arrested and a case vide FIR No. 139/11 u/s 18/61/85 NDPS Act PS R.K. Puram was registered and investigation taken up.

INTERROGATION :

On sustained interrogation, both accused disclosed the name of their gang leader as Shahid r/o District Latehar, Jharkhand. They further disclosed that Shahid operates from Jharkhand and used to finalize the deals over telephone. On the direction of Shahid, they used to visit Delhi and Rohtak (Haryana) to supply the opium.

PROFILE OF ACCUSED PERSONS :

1. Mohd. Shehzad (23 years) s/o Abdul Razak r/o Village Cerandag, PS Haranji, District Latehear, Jharkhand is a school dropout. He is unmarried and has father, mother, 5 brothers and 2 sisters in his family. His father is agriculturist in his native village. He works as carrier of opium under the direction of main accused Shahid.

2. Mohd. Irfan (19 years) s/o Mohd. Haroon r/o Village Itke, PO Barikhaf, Tehsil Balumath, District Latehar, Jharkhand is a school dropout. He is unmarried and has father, mother, 3 brothers and 2 sisters in his family. His father works in a grocery shop in Ranchi. He works as carrier of opium under the direction of main accused Shahid.

RECOVERY MADE :

3 Kgs. opium worth Rs. 30 lakhs.

ALERT BEAT STAFF INTERCEPTED WELL SETTLED EX-ARMYMAN AND RECOVERED 7 KGs NARCOTIC SUBSTANCE (GANJA)

With the arrest of accused Birender @ Fauzi (47 years) s/o Karan Singh R/o F-28, Saidulajab, New Delhi, the alert beat staff of PS Mehrauli, South District recovered 7 kgs. ganja.

BRIEF FACTS / INCIDENT :

On 04.06.11 at about 3:00 PM, the beat staff comprising HC Abhay Raj No. 1696/SD, Ct. Manoj Kumar No. 1913/SD and Ct. Jaiprakash No. 792/SD were conducting patrolling in the area and when reached near DDA Park, Saidulajab, they noticed that a person who was coming from Western Marg side on a Scooty, bearing Regn. No. DL 3SBZ 4096 tried to take ‘U’ turn to see the police party on his way. On suspicion, the alert beat staff overpowered him after a minor chase. On enquiry, he revealed his identity as Birender @ Fauzi r/o Saidulajab. On search, 7 kgs. ganja containing in a polythene was recovered from his Scooty. In this regard, a case vide FIR No. 251/11 dated 04.06.11 u/s 20/61/85 NDPS Act PS Mehrauli was registered and investigation taken up.

INTERROGATION:

On sustained interrogation, accused disclosed that earlier he was engaged in the business of manufacturing / supply of card board but he had to bear huge loss in the business. In order to compensate the loss, he indulged in supply of ganja. He further disclosed that he used to procure ganja from an unknown person who used to meet him at designated place. Being resident of the village, he is well aware about the topography of the area and generally supplies in the nearby secluded places. He used to tell his customers in advance that on a particular day of week, he would be available at particular place with the stuff to sell it in retail.

PROFILE OF ARRESTED PERSON:

Birender @ Fauzi (47 years) s/o Karan Singh R/o F-28, Saidulajab, New Delhi is a school dropout. He had joined Army in 1983 and took retirement on medical ground after serving for 16 years. He has several ancestral properties in village and gets good rental income. His family comprises wife, two sons and one daughter. His eldest son is studying in boarding school in Dehradun and his daughter is graduating from Bhagat Singh College, Delhi. His younger son is studying in Hauz Khas Enclave.

SUNNY YADAV @ MENTAL WANTED IN A SENSATIONAL MURDER OF UP BASED GANGSTER “BICHHOO PEHALWAN” ARRESTED AND WEAPON OF OFFENCE RECOVERED

Staff of PS Saket, South District nabbed an accused Sunny Yadav @ Mental (19 years) s/o Dinesh Yadav r/o Village Shahpur Bamheta, Ghaziabad, UP, wanted in a sensational murder case reported two days ago in Ghaziabad, UP wherein he had gunned down his uncle Bichhoo Pehalwan, an infamous gangster of the area and previously involved in many serious offences. The weapon of offence i.e. a country made pistol (.315 bore) used in commission of crime was recovered from his possession. BRIEF FACTS / INCIDENT:

On 3.6.2011 around 9.15 PM, a person namely Mahesh Yadav @ Bichhoo was shot at by some persons in Village Shahpur Bamheta, P.S. Kavi Nagar, Ghaziabad who later on succumbed to his injuries during treatment in the hospital. Since the deceased was previously involved in many heinous cases in Ghaziabad, it appeared that the incident might have result of some sort of rivalry between the assailants and victim. In this regard, a case vide FIR No. 524 dated 3.6.11 u/s 307/302 IPC PS Kavi Nagar was registered and investigation taken up.

TEAM AND ARREST:

On 04.06.11, a specific input was received from a reliable source that one of the assailants involved in sensational murder committed last night in Ghaziabad would go in Rangpuri area in Delhi via Lado Sarai for search of hideout. Immediately, a team consisting of ASI Shashi Kant, HCs Satender, Tara Chand, Vinod, Ajeet, Vijaypal and Const. Umesh under the supervision of Inspr. Rajender Singh, SHO/Saket and Ms. Anita Roy, ACP/Hauz Khas was constituted and laid a trap at Metro Station Saket near Lado Sarai and arrested him at around 3 PM. He disclosed his identity as Sunny Yadav @ Mental r/o Ghaziabad. On search, a country made pistol was recovered from his possession with one live cartridge. In this regard, a case vide FIR No. 185 dated 4.6.2011 u/s 25 Arms Act PS Saket was registered and investigation taken up.

INTERROGATION:

On sustained interrogation, accused confessed to have killed his arch rival Bichhoo Pehalwan (uncle in relation) just because of his ill intention against his mother and his future conspiracy to get him implicated in false criminal cases by using his high contacts. He further disclosed that he had given the victim 15 days time to mend his ways but killed him within two days by procuring a pistol and four cartridges from one of the associates of the victim. At the outset, he test fired the pistol and later shot at his uncle in the night when he found him alone in village Bamheta and escaped to Delhi with the intention to find a safe hideout and work again in a hotel in Rangpuri where earlier he had left his job.

Deceased Bichhoo Pehalwan is previously involved in around 17 cases of murder, attempt to murder, riot, Gangster Act including firing at police team wherein some UP police personnel were killed. He was allegedly known as Sales Tax Mafia in the area. Sunny Yadav @ Metal did not like the clouts of the victim in the area and he further aggravated due to his ill intention towards his family members. Hence, he conspired to eliminate him.

PROFILE OF ACCUSED :

Sunny Yadav @ Mental (19 years) s/o Dinesh Yadav r/o Village Shahpur Bamheta, Ghaziabad, UP is a school dropout. He is unmarried and has father, mother, 3 brothers and 2 sisters in his family. His further works as labourer in Ghaziabad. Accused is previously involved in many village brawls and police had also raided his house to nab him.

RECOVERY MADE : 1. .315 bore country made pistol with live cartridge.

And whereas reports have been received indicating that such conditions now exist that unrestricted holding of public meetings, processions/demonstrations etc. in the area are likely to cause obstruction to traffic, danger to human safety and disturbance of public tranquility. 3. And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life or safety and disturbance of public tranquility. 4. Now, therefore, in exercise of the powers conferred upon Commissioner of Police, Delhi by Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-110036/3/1978(I) – UTL, 1.7.1978 and further delegated to the under signed vide Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. F.No. 11036/1/2010-UTL dated 9.9.2010 I, Kirshan Kumar Sharma, Asstt. Commissioner of Police of Sub-Division Connaught Place of New Delhi District do hereby make this written order prohibiting: i) The holding of any public meeting.

ii) Assembly of five or more persons.

iii) Carrying of fire-arms, banners, placards, lathis, spears, swords, sticks, brickbats etc.

iv) Shouting of slogans.

v) Making of speeches etc.

vi) Processions and demonstrations.

vii) Picketing or dharnas in any public place within the area specified in the Schedule and site plan appended to this order without a written permission.

5. This order shall come into force with effect from 05/06/2011 and shall remain in force for a period of 7 days i.e. upto 11/06/2011 (both days inclusive) unless withdrawn earlier. It shall extend to the entire jurisdiction of Sub-Division Connaught Place area, in New Delhi District.

6. Any person contravening this order shall be punishable under section 188 of Indian Panel Code.

7. As the notice cannot be served individually on all concerned, the order is hereby passed ‘Ex-Parte’. It shall be published for the information of public through Press and by affixing copies on the notice boards of the offices of all District Addl. CsP/DCsP/Addl.
