Village of Dousman Board Proceedings April 13, 2015

PRESENT: Pres. Nissen, M. Schroeder, H. Dessart, C. Queen & R. Hawk ABSENT: None ALSO PRESENT: J. Kitelinger, Utilities Superintendent & G. Powell, Village Engineer

The meeting was called to order by Pres. Nissen and the confirmation of public meeting notice was affirmed by Clerk Nissen

APPEARANCES

HOWARD JEANSON; PROPOSED 2014 BUDGET AMENDMENT

H. Jeanson went over the Draft Financial Statements leading up to the Budget Amendment.

Pres. Nissen made a motion to approve the 2014 Budget Amendment as presented R. Hawk seconded. Carried.

DAVE ARNOTT; CUB SCOUT PACK 73

D. Arnott was present at the meeting on behalf of Club Pack 73. He stated that on Tuesday, April 21st at 6:00 the pack will be doing cleanup in Dousman. He has talked to Gary and Joe on areas in the Village that need work. There will be two groups of kids in Cory Park, another group along the bike trail and one group along Wilson, from Main Street to Johnston. The Board was all in favor of them doing this project. Pres. Nissen told him to make sure he talked to Joe and Gary about where the garbage bags will be left and to also let the police department know so they can have traffic control for safety along Wilson Avenue. DOUSMAN SNOW TROOPER’S; GLACIAL DRUMLIN TRAIL

This issue was discussed at last month’s meeting and brought back this month for any new ideas the club or the Board had. Pres. Nissen asked G. Powell if he thought the DNR would go for putting a culvert there that the snowmobiles can come across and go into the new municipal parking lot over across Main to the DNR and up to the trail.

Harold Butschke asked if they would be opposed to a bridge. G. Powell did not think so. Harold Butschke said that he would meet with Paul Sandgren and talk again next month.

BOB LEONARD; DOUSMAN FIRE DISTRICT UPDATE

B. Leonard went over the monthly report.

B. Leonard stated that the shared services was working very well. He mentioned that the Hwy 67 project will be ongoing for the next couple of years and that next summer they will be closing Dousman Road and Golden Lake Road at the same time which will cause some problems.

He reported that April 13th – 17th is Severe Weather Awareness Week. On Thursday the 16th they will be having a mock tornado drill at 1:00 p.m.

He informed the Board that April 22nd will be the Fire District Annual meeting beginning at 7:00 p.m.

He also informed the Board that he is retiring from Fire Department on June 9th. He will also be resigning as Director of Emergency Management effective June 1st. He spoke to Summit Policeman Jason Faulkner who stated he would be interested in taking over as Emergency Management Director.

REPORTS

POLICE DEPARTMENT

Lt. Steve Schroeder from Summit Police Department was present at the meeting in Chief Hartert’s absence and went over the monthly report.

DPW/SEWER/WATER DEPARTMENT

J. Kitelinger went over the DNR Drinking Water Report that had been done recently.

He updated the Board on the Main Street project. Advance Construction will be coming later this week/early next week to wrap things up. The schedule that they gave said they would be done by the end of May/early June. Village of Dousman Board Meeting Minutes April 13, 2015 Page 3.

J. Kitelinger stated that he received a quote for pulling out the stamped concrete and curb and paving it. The quote was for $1,526. The Board thought that was the cheapest way to go. J. Kitelinger will contact the snowmobile club and let them know that we are going to go this way.

The Dodge Durango is ready to be sold and is going to list it in The Municipality and other listings.

He stated that Jeff will be starting to work part-time for the summer this week 3 days a week.

Water Main flushing will start this week this and go until the middle of May on Tuesday, Wednesday and Thursday.

The Chemical Room is in preliminary plans now he will report next month on how much it will be dollar wise.

ALLOCATION OF $85,000 DISCUSSED AT BUDGET HEARING

J. Kitelinger came up with a list of possible projects. The Board went through the list and stated what they should have done including updates to the Municipal Building, street sign replacement and crack filling and seal coating of the Pines Subdivision. The Board decided that all of these things should be done.

NEW BUSINESS

CONSIDERATION/POSSIBLE ACTION ON POTENTIAL IMPROVEMENTS ON HWY 67 BY OTTAWA AVENUE

G. Powell had handed out information from the meeting on 3/10/15 with the meeting minutes and drawings of possible projects that they plan to do in the year 2021. Village of Dousman Board Meeting Minutes April 13, 2015 Page 4.

CONSIDERATION/POSSIBLE ACTION ON POSSIBLE IDEAS FOR PROPERTY OWNED BY THE VILLAGE OF DOUSMAN FORMERLY 207 N. MAIN STREET

This was discussed at last month’s meeting and the Engineer was instructed to get more costs as far as a parking lot would be. He stated that the parking lot would be approximately $27,000.

R. Hawk and H. Dessart are not in favor of a parking lot. C. Queen and M. Schroeder would like to see a parking lot there.

Pres. Nissen said they should gravel, grade and put up a sign stating Municipal Parking and see if people use if for parking.

CONSIDERATION/POSSIBLE ACTION ON DOWNTOWN RIBBON CUTTING EVENT; 6/20/15

C. Queen stated that the Chamber wants to know if there is any money available from the Village to put on this event. The Board stated that they would put a little money towards it. C. Queen said that are looking for advertising, roughly $1,000. They have another meeting on Thursday to discuss this and the Board will discuss this again at next month’s meeting after C. Queen gets some numbers as to what they are looking for from the Village to spend.
