1. CALL TO ORDER, ROLL CALL, WELCOME & PLEDGE OF ALLEGIANCE

Mayor Jackson called the meeting to order at 7:00 p.m. and welcomed everyone. The roll call noted the following: Present: Council Member Bloomer, Council Member Trenery, Council Member Fuller Absent: Council Member Justice, Council member Jensen Mayor Trent Jackson led the Pledge of Allegiance.

CONSENT AGENDA

2. APPROVAL OF MINUTES DATED JUNE 11, 2015

3. BOARD OF EQUALIZATION REQUESTS

There was no board of equalization requests.

Council Member Trenery motioned to approve the consent agenda. The motion was seconded by Council Member Bloomer. The motion carried with Council Member Bloomer, Trenery, and Fuller voting aye in a roll call vote and Council Members Justice and Jensen absent from the vote.

GENERAL BUSINESS / DISCUSSION ITEMS

4. ITEMS PULLED FROM THE CONSENT AGENDA

There were no items pulled from the consent agenda.

5. PUBLIC COMMENT PERIOD

There were no public comments.

6. BLAKE BEHLING TO DISCUSS THE KILLING OF GRASS LOCATED AT 85 E 400 N

Blake Behling addressed the council reporting that the grass he had planted last year along the side of the road has been sprayed and killed. Sid Swasey reported he did spray in the area but tried not to spray the grass, if he did it was accidental. Blake Behling would like the city to help repair it. Mayor Jackson stated that the city would get him the grass seed and Council Member Trenery will get him some manure to help get the area repaired. Sid Swasey sincerely apologized to Blake Behling. City council agreed to help him repair the grass. Mayor Jackson apologized and noted that it wasn’t done intentional and thanked Blake for trying to keep his property looking good.

Council Member Trenery noted that we need to make sure the church is reserved for the field of flags.

The Recorder Jaime Anderson made a tentative schedule of events copied from last year and asked the council to review it to make any changes needed.

Council Member Fuller stated that we need to advertize more then we did last year. She noted the County will make and print large posters for us at a cheaper rate than anyone else could.

Mayor Jackson asked the council to review the check list for the activities they are over for peach days and to check on any arrangements needed. The Miss Peach Days Queen pageant is being arranged by Becky Allred and Angelina Cook. It will be held on August 8, 2015. The Miss Peach Blossom pageant is being held on August 7, 2015. It is being put on by Brittnee and Laycee Murdoch. Both pageants will be at the Emery High School auditorium in Castle Dale.

Mayor Jackson noted that this year there will be a charge of $1.00 per plate for the dinner held on Friday September 11th to help with cost and to help with crowd control.

Mayor Jackson noted the new sound system for the Fairground will be a portable system and that we will be able to keep the speakers that are on the other side of track working it just needed a new amplifier.

Council Member Fuller asked if the wires that got pulled out by the grandstands last year were fixed and covered so it doesn’t happen again. Council Member Bloomer stated that it will be fixed. Sid Swasey asked if the lighting system was fixed. Council Member Bloomer reported he has talked to several people about putting breakers on them to fix the problem we had last year with the lights going out.

RESOLUTIONS

8. AMENDING RESOLUTION 2015-2 B A RESOLUTION ADOPTING THE 2015-16 FISCAL YEAR BUDGET

Mayor Jackson noted that there was a math error on the pervious resolution.

Council Member Bloomer moved to approve resolution 2015-2 B, adopting the budget for the fiscal year 2015-16. The motion was seconded by Council Member Trenery. The motion carried with Council Member Bloomer, Trenery, and Fuller voting aye in a roll call vote and Council Members Justice and Jensen absent from the vote.

REPORTS

9. MAYOR AND COUNCIL REPORTS

Mayor Jackson stated Council Member Justice contacted him and reported the county has changed the branding plan of each town to an overall branding for the county. The volunteers will combine with the beautification committee for Ferron City.

Council Member Bloomer asked if the roof on city hall is leaking. It was reported that the windows leak with no gutters on the building. Royce Stilson is trying to get new gutters put on because he thinks the garbage truck ran over the old ones. Council Member Bloomer reported there is tree trimming going on at the fairgrounds. They have had to postpone it and have to wait until after stock show is over to get it finished and cleaned up.

Minutes of Ferron City Council Meeting 7-9-15 2 Council Member Trenery stated that we have three places that the side walk needs to be taken out and replaced. He also reported the tree at 115 West 200 West has been removed and cleaned up. Council Member Trenery stated the camping by the fire station for the Stock show is working out good. He noted it would help if the power plugs were on the outside of the building instead of on the inside, but so far it is working out good.

Council Member Fuller reported the new screen for movie in the park made a big difference. The picture is clear and a lot better. She noted that the movie in the park will run until the first Monday of August.

10. MAINTENANCE AND GOLF COURSE REPORTS

Mayor Jackson introduced the new golf pro Kris Abegglen. Kris Abegglen reported he has been at Millsite golf course for three weeks. He has been busy getting things up and running. He reported there are several golf tournaments coming up. He plans on doing some research during the winter on other surrounding courses to compare fees and cost. Kris Abegglen reported there are a lot of little things he can do to improve the quality of the course. He will be working on marketing and also getting a Jr. Golf clinic started. He plans on making improvements over the next few years. Mayor Jackson asked if anyone had any questions for Kris. There were none. Mayor Jackson welcomed Kris Abegglen and thanked him for the work he has done so far.

Sid Swasey reported he has been getting things ready for the stock show. He has also been working on the cemetery trying to get the sprinklers adjusted correctly. It was noted that the trees are so big the rain water doesn’t reach the ground and the sprinklers need to run longer to make sure it is getting enough water. Sid reported that storm water is backing up in the parking lot at the cemetery and he thinks it is because the storm drains that were installed are not big enough to accommodate all the water. Mayor Jackson will mention this to Jacob Sharp. He also noted that the weeds in the new section of the cemetery need to be mowed down.

Mayor Jackson stated the old house on State Street is gone and thanked the maintenance crew for cleaning it up. Sid Swasey was asked to be the on call employee for dog calls at night.

Erick Stilson reported he has been working at the fairgrounds for the stock show. It was recommended by Mayor Jackson to raise the blade on the mower because it is cutting the grass to short at the cemetery. It was suggested to leave the grass longer in the summer so it doesn’t burn up. Sid Swasey noted that the blade is already on the highest setting.

Jaime Anderson reported that the Fire Chief Randy Nelson noted that there are no street numbers on city hall. Mayor Jackson agreed we should get some that will look nice. It was discussed that the money for the new expansion of the cemetery would come out of the PTIF cemetery account and into the Desertview checking account to be able to pay Nielson Construction for the expansion.

Tami Bennett reported that Peach Days sponsors are already coming in. The theme for this year Peach Days will be “Peaches ‘n Dreams”. The theme was submitted by the Hulse family.

11. CONSIDERATION TO ENTER CLOSED SESSION TO DISCUSS THE CHARACTER, PROFESSIONAL COMPETENCE, OR PHYSICAL OR MENTAL HEALTH OF AN INDIVIDUAL PURSUANT TO UTAH CODE SECTION 52-4-205

Council Member Bloomer motioned to enter closed session. The motion was seconded by Council Member Trenery. The motion carried with Council Member Bloomer, Trenery, and Fuller voting aye in a roll call vote and Council Members Justice and Jensen absent from the vote.

Council Member Trenery moved to reconvene the regular meeting at 8:22 p.m. Council Member Bloomer seconded the motion. The motion carried with Council Member Bloomer, Trenery, and Fuller voting aye in a roll call vote and Council Members Justice and Jensen absent from the vote.

12. BUDGET REPORT

There was no discussion.

13. APPROVAL AND PAYMENT OF WARRANTS

Council Member Trenery motioned to approve the payment of warrants. The motion was seconded by Council Member Fuller. The motion carried with Council Member Bloomer, Trenery, and Fuller voting aye in a roll call vote and Council Members Justice and Jensen absent from the vote

14. ADJOURNMENT

Council Member Bloomer moved to adjourn the meeting. The motion was seconded by Council Member Trenery. The motion carried with Council Member Bloomer, Trenery, and Fuller voting aye in a roll call vote and Council Members Justice and Jensen absent from the vote. The meeting adjourned at 8:23 p.m.
