14. General Summary of Function/Purpose of Position The function of this position is to participate in the daily operation of Milliken State Park and Harbor facilities. Providing a wide assortment of outdoor recreational opportunities and containing 52 boating slips, The position requires a DNR Law Enforcement Commission. The employee shall assist the unit manager in various administrative tasks as delegated. The employee shall provide oversight and direction to operational and maintenance duties. The employee shall regard safety as a personal responsibility and respect the safety of other employees and the public; expeditiously report any hazards, unsafe conditions of procedures to his/her supervisor; expeditiously report all job-related accidents and injuries to his/her supervisor, even if he/she does not seek medical attention. Employee will wear proper personal protective equipment and always perform job duties in a safe manner, and coordinate with his/her supervisor before starting or continuing a job which he/she is uncertain how to complete safely. Applicants/employees must obtain passing physical fitness test certificate. *The fitness test is administered by the Michigan Commission on Law Enforcement (MCOLES).

Duty 1 General Summary of Duty 1 % of Time 40 VISITORS SERVICES / PUBLIC CONTACT

Individual tasks related to the duty.  Provide information to visitors concerning facilities, local attractions, other DNR programs (hunting, fishing, recreation, etc.), and Park & Recreation rules and regulations.  Direct and control traffic in parking lots, developed day use areas, and harbor.  Report public incidents to supervisor, handle complaints, and fill out incident reports.  Respond to accidents and medical emergencies.  Enforce Park & Recreation rules and regulations, gain voluntary compliance, issue appearance tickets, and appropriately handle and document evidence.  Maintain good working relationships with local municipalities, state agencies, vendors, recreation clubs/associations and the law enforcement community.  Conduct foot patrols of grounds and facilities.  Plan, organize, and carry out special events designed to increase attendance/revenue and further the Mission of the DNR.  Operation of the Central Reservation System for registering recreational boaters.

Duty 2 General Summary of Duty 2 % of Time 30 FACILITY MAINTENANCE

Individual tasks related to the duty.  Tree and plant identification- trimming and removal, lawn care, planting of trees, wildflower species and shrubs.  Maintain informational and directional signs and bulletin boards.  Complete minor building, electrical, plumbing, concrete, and carpentry repairs.  Operation of a wide variety of hand tools, shop equipment and equipment.  Perform preventative maintenance and repairs on state-owned vehicles, tractors, and other motorized equipment.  Complete opening and closing procedures for the facility.  Participates in and instructs lower level park staff in cleaning of park buildings, public restrooms/showers, grounds, sidewalks, and trash.  Conduct daily safety inspections and repair public and employee hazards.  Participates in, and works with lower level park staff in the maintenance and cleanliness of park buildings and grounds.  Directs, coordinates, and participates in construction and maintenance projects, securing bids, estimates and orders from vendors in an assigned geographic area.  Monitor and maintain various water and wastewater infrastucture.  Development of employee training and reference materials based on the facility Due Care Plan.

Individual tasks related to the duty.  Responsible for issuing boating and vehicle parking cards.  Collecting and reconciling park revenue.  Reporting of overage and shortages.  Completion of required department reports, forms, and correspondence with park users requesting information by mail.  Monitor vehicle and equipment logs and maintain inventory on materials and equipment.  Requisition supplies and materials for various maintenance and repair assignments.  Attend meetings and represent the DNR at functions outside of the park boundaries.  Prepare individual activity reports.  Answer telephone, handle public inquiries and complaints.  Attend training classes as requested by employer or as directed.  Assist in setting up a safety program and perform safety training.  Oversee service contracts and serve as a liaison with vendors and contractors.

Duty 4 General Summary of Duty 4 % of Time 10 PERSONNEL MANAGEMENT

Individual tasks related to the duty.  Assist Unit Manager with training and follow-up of lower level staff.  Train lower level staff in visitor services, crowd, and traffic control.  Train lower level staff in proper use of the Central Reservation System, registering boaters, and collection of fees.  Train lower level staff on DNR Rules and Regulations and educating the public on the DNR Mission.  Train lower level staff in the maintenance and operation of buildings and equipment.  Attend local job fairs, schools, and similar venues to recruit qualified and diverse employees.  Participate in the interview process for selecting lower level staff members.

Individual tasks related to the duty.  Knowledge of natural, historic and cultural resource preservation.  Inform and educate the public on DNR’s mission, invasive species, and conservation practices.  Familiarize self with native plants, trees, shrubs, grasses, and wildlife. Be able to identify these items and how to properly manage the property for their benefit.  Work with local schools and community groups conducting interpretive tours of wetland areas.  Participate in and oversee lower level staff conducting interpretive nature projects or programs.  Apply green practices and ideas in every day tasks.  Work to become Clean Marina certified.  Attend stewardship training as required by Unit Manager.

Employee will perform maintenance on buildings, grounds, equipment, and infrastructure; complete sales of boating slips; develop and schedule special events; serve as a liaison to various outside agencies; direct daily work activities of lower level staff; enforce Park rules, regulations, and policies.

24. Indicate specifically how the position’s duties and responsibilities have changed since the position was last reviewed. The park has expanded to a full 31 acres. The wetlands/stormwater management area has been added. A playground has been added.

25. What is the function of the work area and how does this position fit into that function? The park and harbor is a gateway to the entire Michigan State Park system. It introduces city dwellers to our state’s natural resources. This position provides guidance and leadership to the staff in both day to day operations and work projects.

26. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position.

Page 6 EDUCATION: Knowledge and skills typically acquired through the completion of high school.

EXPERIENCE: Park and Recreation Ranger 9 Three years of park and recreation experience, including one year equivalent to a Park and Recreation Ranger E8.

Alternate Education and Experience Completion of at least 8 semester (12 term) college credits in natural resources, park management or outdoor recreation may be substituted for one year of experience as a Park and Recreation Ranger-E.

Completion of at least 15 semester (22 term) college credits in natural resources, park management or outdoor recreation may be substituted for two years of experience as a Park and Recreation Ranger-E. KNOWLEDGE, SKILLS, AND ABILITIES: Ability to effectively communicate with people, both verbally and in writing. Ability to persuade visitors’ compliance with rules in a friendly, diplomatic fashion. Ability to comprehend and implement extensive and/or complex procedures. Knowledge of lead worker techniques. Ability to collect, consolidate and maintain work records and concise reports. Ability to assist in the management of a State Recreation Area and Harbor. Ability to provide direction and train subordinate employees.
