NORTH UNIT IRRIGATION DISTRICT JOB DESCRIPTION

WICKIUP DAMTENDER

Definition

Under general supervision, positions in the Damtender classification regulates the flow and distribution of water from Wickiup Reservoir, responds to inquiries from the District and state and federal agencies, and the public; inspects dam and reservoir facilities; and repair or assist with the repair of facilities.

 Report reservoir, river gage readings and weather readings at the beginning of each workday.  Understand and follow the U.S. Bureau of Reclamation (USBR) Standard Operating Procedures (SOP), Emergency Action Plan (EAP) and Site Security Plan for the Wickiup Dam & Reservoir.  Attend training programs or seminars as required (e.g. Damtender Training). Maintain all applicable certifications and licenses required for the position.  Understand and be able to operate all computers and mechanical equipment at the dam.  In coordination with District management and appropriate government agencies, control reservoir outflow, and changes in reservoir storage during all seasons of the year.  Attend and participate in all inspections by state and federal agencies  Check the valve house, check drain pumps and/or inspect valves.  Patrol assigned area for leaks, breaks, obstructions or damage in the reservoir system.  Keep the control tower and valve house clean. Keep the outside areas weed free (manual/chemical control).  Perform general maintenance, including painting and keeping the valves rust free.  Use the snowplow to plow the dam crest and the road from the dam to the county road.  Keep trees cut away from the slopes of the dam.  Work with District maintenance crews. Provide assistance to the USBR for inspections and special projects.  Maintain accurate, legible records, including Piezometer readings twice a month, daily weather records and a log of readings. Including any data required by the USBR and/or by local, state and federal agencies.  Notify District management when you will be away from the dam for more than three hours, including non- work days such as Sundays and holidays.  Perform and document quarterly safety inspections.  Performs related duties as assigned.  Maintain accurate and legible records and data required by the USBR or by law.  Perform maintenance, repairs and cleaning of district housing, cabin and out buildings. Maintain facility grounds and surrounding areas. Manual/Chemical control of weeds/scrubs/etc. Coordinate all cabin reservations with the district office.

Typical Physical Activities

• Operates District vehicles in operating and monitoring reservoir facilities. • Must be able to carry, push, pull, reach, and lift equipment and parts weighing up to 50 lbs. • Stoops, kneels, crouches, crawls, ascend or descend ladders. Occasional entry into confined environments. • Works in an environment with exposure to dust, dirt, cold swift flowing water, and significant temperature changes between cold and heat. • Communicates orally with the public and District staff in face-to-face, one-to-one settings. • Regularly uses a telephone, cell phone, and mobile radio for communication. • Uses office equipment such as computer terminals, copiers, and FAX machines. • Stands and walks for extended time periods. • Hearing and vision within normal ranges.

Knowledge of:  Basic hydraulics and water flow.  Basic reading, writing and arithmetic.  Mechanical principles.  Methods used in balancing water flow.  Geography of the local area.  Tools and equipment used in repair and maintenance of reservoir facilities.  Proper work safety standards.  Basic computer software applications and use.

Ability to:  Ensure that water is delivered in a timely manner.  Make accurate arithmetical calculations.  Deal tactfully and courteously with the public.  Follow oral and written directions.  Establish and maintain cooperative working relationships with co-workers, outside agencies, and the public.  Legible penmanship  Read and interpret drawings and manuals  Safely operate power tools and equipment (Basic power tools, Backhoe, Snowplow, etc.)  Obtain Oregon Commercial Drivers License (CDL) Class A upon request of the district

Desirable Qualifications

 Any combination of education and experience that would likely provide the necessary knowledge and abilities is qualifying.

A typical way to obtain the knowledge and abilities would be:

 Education: Equivalent to graduation from high school.  Experience: Three years increasingly responsible positions in irrigation water delivery, and the operation, inspection, maintenance of dams, and related structures.  Demonstrated ability to interact comfortably and productively with the public, District employees, and related government officials.  Qualified and certified to operate a dam under Oregon state and federal laws and regulations.  Possess computer/network troubleshooting and maintenance skills.

License/Certificate/Registration Requirement

 Possession of a valid Oregon Driver License

Possession and proof of a good driving record as evidenced by freedom from multiple or serious traffic violations or accidents for at least two (2) years duration. The driving record will not contribute to an increase in the District's automobile rates.

Housing

Employee is required to live in company provided housing located near dam facilities.

Refer to Collective Bargaining Agreement.

Work Schedule Irrigation season: Monday – Saturday, 7:00 am to 3:30 pm, Sunday, 7:00 am to 7:30 am Non-irrigation season: Monday – Friday, 7:30 am to 4:00 pm, Saturday – Sunday, 7:30 am to 8:00 am
