ADULT EDUCATION AND LITERACY ADVISORY COMMITTEE DISCUSSION PAPER 1 2 Background 3 Senate Bill (SB) 307, 83rd Texas Legislature, Regular Session (2013), transferred the Adult 4 Education and Literacy (AEL) program from the Texas Education Agency to the Texas 5 Workforce Commission (TWC) and requires TWC to establish an AEL advisory committee. 6 The advisory committee must comprise no more than nine members, including at least one 7 representative of the business community and one representative of a Local Workforce 8 Development Board (Board). 9 10 At its September 10, 2013, meeting, TWC’s three-member Commission (Commission) appointed 11 initial members to the AEL advisory committee. 12 13 The AEL advisory committee is required to meet quarterly and report to the Commission at least 14 annually, and is charged with advising the Commission on: 15  the development of policies and program priorities supporting the development of an 16 educated and skilled workforce; 17  the development of statewide curriculum guidelines and standards for AEL services that 18 ensure a balance of education and workplace skills development; 19  the development of a strategy for improving student transition to postsecondary education 20 and career and technical education training; 21  the development of a centralized system for collecting and tracking comprehensive data on 22 adult basic education and literacy performance outcomes; 23  the exploration of potential partnerships with entities in the nonprofit business communities 24 and other entities to improve statewide literacy programs; and 25  other issues the Commission considers appropriate. 26 27 Issue 28 Recently, business community representative member David Russell retired and the terms of 29 three other members ended.
