Duties of the Site Director

1. Meet the traveling team(s) upon arrival, requesting the Tournament Affidavit and directing them to the appropriate area for their team(s) to loosen up, as well as their dugouts or bench areas.

2. Once both Managers have arrived, administer the coin-toss to determine the home team.

3. Advise the teams of the starting times for pre-game warm-ups on the field as well as the length of time they will have for these warm-ups.

4. Secure the names, uniform numbers and positions of the starting line-ups and remaining members of the team from both teams. Provide this information to the game’s official scorer and announcer.

5. Designate an individual to maintain official Pitch Count. The pitch count must be communicated to both teams after each half inning.

6. The Tournament Affidavit must be held by the Site Director or Official Scorer throughout the game. Information regarding each pitcher appearing in the game must be recorded as the game progresses.

7. Review both teams’ pitching eligibility with the managers at the pre-game meeting at home plate. Ensure that the ground rules are also reviewed.

8. Questions regarding the interpretation or application of tournament rules will be handled as described in the Conditions of Play, pages 124-126 of the Little League Rule Book, i.e., resolutions will come from the game’s Umpires in conference. The Tournament Director/District Administrator may also be consulted. If no resolution is made, the umpire-in-chief, the Tournament Director or the District Administrator will contact Little League Regional Headquarters in Bristol @ (860)585-4730 for final clarification of any rules. The Site Director must ensure access to a telephone should this be necessary. NOTE: The Site Director or any League President or League official at the site shall NOT participate in the resolution of any questions.

9. At the end of the game, the Site Director must sign the pitching eligibility portion of both team’s Tournament Affidavit and immediately return these to the team’s Manager or Coach. Duties of the Official Scorer

1. The Official Scorer will receive the names, positions and uniform numbers of those players starting the game for both teams. He/she will also receive the names and uniform numbers of all other members of both teams. All player information must be recorded in the official scorebook.

2. The official scorer must record all line-up changes and substitutions to ensure that each player on both teams satisfies the minimum play requirements mandated by Little League for Tournament play. He/she should be readily accessible to the teams in order to receive all changes before play continues.

3. The Official Scorer must record the names of each pitcher appearing in the game for both teams and the number of pitches each pitcher throws during the game. This information must be recorded on the individual team’s Tournament Affidavit. At the end of the game, the Official Scorer must ensure that the Site Director has signed the Affidavit.

4. The Official Scorer receives and records the official pitch count only from the person so designated to perform that task by the Site Director, Tournament Director or District Administrator. No other source for pitch count can be accepted.

5. The Official Scorer shall not be charged with keeping track of the official pitch count. That is the responsibility of another individual so designated by the Site Director, Tournament Director or District Administrator. This person must be available to communicate the pitch count to the game’s managers and the Official Scorer at the end of each half-inning.
