Minutes of the Planning Advisory and Highways Committee meeting held on 1st October 2012 in the Skyrm Room, Public Hall, Beaminster at 7.00pm.
348 PRESENT: Cllr P Elliott (Chairman), Cllr Mrs V Baldwin, Cllr Mrs R Beeny, Cllr P Body, Cllr R Cheeseman, Cllr Mrs R Knox, Cllr Mrs J Page, Cllr Mrs S Samuel and Cllr C Turner also the Town Clerk and one member of the public.
349 APOLOGIES FOR ABSENCE:- Apologies for absence were received from Cllr G Berry also District Councillor Mrs C Payne.
350 MINUTES OF THE PLANNING MEETING HELD ON 3RD SEPTEMBER 2012 The minutes of the Planning Advisory and Highways Committee meeting held on 3rd September 2012 having previously been circulated were confirmed and signed by the Chairman as a correct record.
351 DECLARATIONS OF INTEREST Cllr R Cheeseman declared a pecuniary interest in agenda item 4 (a) (ii) – 1/D/12/001260 – 10 Whitcombe Road.
352 PLANNING MATTERS
a. APPLICATIONS The following were considered:
(i) No: 1/D/12/001131(FULL) 20 MONMOUTH GARDENS - Single storey rear extension RECOMMEND APPROVAL
Cllr Mr R Cheeseman left the meeting.
(ii) No: 1/D/12/001260 (FULL) 10 WHITCOMBE ROAD - Demolish garage, pergola and summerhouse. Erect single storey extension & replacement garage. Alterations to first floor windows. RECOMMEND APPROVAL
Cllr Mr R Cheeseman returned to the meeting. Page 68 (iii) No: 1/D/12/001274 (FULL) THE YARN BARTON CENTRE – Replace triple sash window As the applicant the Town Council made no comment
(iv) No: 1/D/12/001224 SHADY SIDE, AXNOLLER LANE – Variation to condition 5 of appeal approval1/W/06/001320 to allow continued use of site as gypsy site – to be extended by five years (variation of condition) RECOMMEND APPROVAL
(v) No: TP/12/00312 THE HOLLIES, 22 NEWTOWN 1 No. Willow – reduce tree back to previous cutting points NO OBJECTIONS
(vi) No: 1/D/12/001303 (FULL) 78 THE BEECHES Construct chimney against eastern gable of the house & extend garden wall RECOMMEND APPROVAL
b. APPROVALS Members NOTED the detail of four planning consents granted by West Dorset District Council since the last meeting.
c. AMENDED PLANS (a) 1/D/12/000817 – 3 Broadwindsor Road - members NOTED the detail of amended plan in relation to this application. Attention was drawn to the omission of the Town Council’s previous comment on this application on the Dorsetforyou website. The Town Clerk was asked to draw this to the attention of the appropriate planning officer at the District Council.
(b) 1/D/12/000808 – 22 Hogshill Street – members NOTED the amended description in relation to this application.
353 PLANNING CORRESPONDENCE
(a) WDDC – 1/D/12/000358 and 1/D/12/00359 – The Walnuts, 2 Prout Hill Members NOTED a copy of correspondence in which the District Council had commented on the applicatns submissions for compliance with a number of conditions in respect of the above applications.
(b) WDDC – 1/D/12/000766 – 9 The Square Members NOTED that approval had been given in accordance with condition 3 of the planning consent in respect of the detail of the steel plate and sign on the north west elevation, details of the method of fixing, material, and finish had been approved. 354 PUBLIC TRANSPORT LIAISON OFFICER Cllr Mrs V Baldwin advised that: she had recently attended a WATAG meeting at which assurances had been given, regarding problems experienced when contacting Damory via telephone, would be resolved. The lack of timetables at bus stops was due to the lack of staff resources No 47 service would be re-timed and Sunday services would continue X53 service – there would be no Sunday service from November to Easter No 31 service – this service would change from 4th November, it was likely there would be an additional 2-5 mins added to each journey and the last bus would be earlier. The changes would create a problem with connections to the train service at Axminster however assurances had been given that on production of a bus ticket it would be possible to purchase train tickets on board the train without penalty. Bothenhampton hooper bus – this service has been withdrawn due to the lack of passengers. WATAG have asked if there were resources available whether the service between West Bay and Burton Bradstock be re-instated
355 PUBLIC RIGHTS OF WAY OFFICER Cllr Mrs R Beeny advised that overgrowth on Footpath 70 had been cut and all litter had been cleared. The litter problem would be monitored however it was already becoming evident that a litter bin was required. The Town Clerk was asked to enquire whether it would be possible for the school to supply one.
356 HIGHWAY ISSUES
a. Parish Lengthsman Items identified were: Install new litter bins in Memorial Playing Field Cut back shrubs and clear earth from the side of the Public Hall
The condition of the railings at Prout Bridge were highlighted and the Town Clerk was asked to write to the County Council.
Under this heading the question of enforcement of the temporary 20 mph speed limit in North Street was raised, in response Cllr Mrs R Knox agreed to pursue written confirmation of the legal position.
357 MEETING There being no further business, the meeting which started at 7.00pm closed at 7.55pm.
