AUGUST 16, 2016 PUBLIC HEARING MINUTES 2016-2017 BUDGET

State of Texas County of Montgomery City of Stagecoach

1. Mayor Mansee called the Public Hearing to order at 6:00 p.m.

2. The roll call was taken with the following persons present (P), absent (A), or late arrival (LA):

Mayor: Galen Mansee (P) Aldermen: Sharon McClure (P) Jim Cooley (LA) James Osteen (P) Mark McGill (A) Bill McGahen (P) Secretary: Brenda Rutt (P) Chief of Police: Mike Wethington (LA) City Attorney: Janice Baldwin (P)

3. The Pledges of Allegiance to the United States flag and the Texas flag were said.

4. Conduct a Public Hearing on the proposed budget for the 2016-2017 fiscal year. This public hearing is to provide an opportunity for taxpayers to express their view on the proposed 2016-2017 budget to City Council. Mayor Mansee explained the various points of the proposed budget. He pointed out that sales taxes have increased; the third officer position was replaced with a contract part time position, and we increased the maintenance costs for the City Center. Mayor Mansee has proposed $35,000 for road repairs. We will finance the 2016 Tahoe once we receive a Buyer’s Order. The Mayor anticipates that we will put down approximately $10,000 on the new vehicle and finance it for three years. Alderman McGahen believes we should have a third officer position. He said that he has received several comments from residents that they hardly ever see the police anymore and that there is a lot of speeding during morning rush hour. Alderman McGahen said the roads are in really bad condition. Bill Berger asked if a separate account will be set up for road repairs. Alderman Osteen questioned the need for a separate account for road repairs. Mayor Mansee said the money could be transferred back into the general fund at any time. Bill Berger said that he believes that a separate account would more accurately reflect the funds that are available for operating expenses and it clearly shows have much is in reserve for road repairs.

5. Executive Session - Texas Government Code, Section 551.074: Personnel Matters. It was the consensus of Council that they recess into Executive Session to discuss and deliberate

Page 1 of 2 the City employees' salaries for the 2016-2017 fiscal year and the council convened into executive session at 6:32 p.m.

6. Council reconvened into regular session at 7:58 p.m.

7. Council discussed the proposed 2016-2017 Maintenance and Operations Budget. No further matters were discussed.

There being no further business, Alderman Osteen motioned to adjourn the meeting at 7:00 p.m. Alderman Cooley 2nd. The vote was all in favor.
