CALL TO ORDER The chairperson called the meeting to order at 6:30 PM. Those assembled saluted the flag and the chairperson read the open public meeting statement in accordance with the law.

APPROVAL OF MINUTES Motion by Carpenter, second Pavlini to approve the Regular Meeting Minutes of March 15, 2016 and the Closed Session Meeting Minutes, for content only, March 15, 2016. All in favor; motion carried.

Schroeder-Nisivoccia LLP Mr. Schroeder noted the addition of the required document supplementary information which relates to Authority contributions to PERS (GASB Statement No. 67).
There were no comments, no recommendations, and duly noted the Authority’s financial administration is very well run! f. Resolution #1634 – FYE 2015 Audit – Group Certification Motion by Carpenter, second Pavlini to approve Resolution #1634.

ROLL CALL Aye: Bianchi, Carpenter, Gaziano, Malay, Pavlini Nay: Abstain: Motion Carried h. Discussion – Plant Flows At the February meeting the members requested a more detailed wastewater flow chart.
They reviewed a color coded chart, from 2011 thru 2015, showing blue for monthly averages, orange for actual quarterly flow and purple for actual plant capacity.

BTSA ENGINEER’S REPORT April 12, 2016 Meeting
AUTHORITY PROJECTS:
Harrison Brook STP Oxidation Ditch Aerators The Contractor has provided an over schedule for completion of the project expected in the summer months.
Monarch Circle (Crown Court) Pump Station A preconstruction meeting was held. Shop Drawing review has been performed throughout March and will continue in April.
Stonehouse Road Pump Station The punchlist items are nearly completed. Closeout is expected in May.
Harrison Brook STP Old Press Building Refurbishment The electrical design is being finalized. Once this is completed, a draft set of bid documents will be reviewed with the Authority..
Harrison Brook STP Flow Metering Improvements Bids were received March 16, 2016. A bid canvas letter has been issued to the Authority.
North Maple Avenue Sewer Replacement Bids were received March 16, 2016. A bid canvas letter has been issued to the Authority.
Sewer Rehabilitation 2016 Bids were received March 16, 2016. A bid canvas letter has been issued to the Authority.
Harrison Brook STP Chlorine Contact Tank Mixer (Hydraulic Improvements) A proposal for design and bid phase engineering services has been provided to the BTSA for its consideration. This project is the first of three improvements to address the plant overflow issue in wet weather.

Comments Jetted 6 roads (Brookside Avenue, Canterbury Way, Cottage Street, Franklin Drive, Parkview Avenue and Tysley Street). TV’d 13 roads (Annin Road, Ash Street, Birch Drive, Coppergate Drive, Fieldstone Drive, Harcourt Lane, Lindbergh Lane, Paddock Court, Pine Street, Prospect Avenue, Spruce Street, Walnut Circle, and Wolf Lane). Checked manholes on roads to be paved list. Montauk services pigged Fieldstone Drive force main. Used Stik Cam to TV storm sewers on roads to be paved list for Engineering. Inspected manholes on county roads, Lyons Road, Stonehouse Road, and South Maple Avenue for county paving job. Responded to blockage at 25 Sherwood Drive. Plumber cleared blockage. We TV’d street lateral and found no problems. T.R. Weniger replaced FST building door. Attended NJWEA seminars in Eatontown. Change volute on RAS 1. Replace hydraulic pump motor on press. Replaced generator batteries at Monarch Circle. Tested RPZs. Checked syphons.
4 Exercised plant and station generators. Exercised sluice gates. We continue to meet permit parameters without any problems.
SAFETY Monthly fire extinguisher, lighting, safety shower, and storm drain checks completed. Attended JIF Executive Safety Meeting in Toms River. Operators attended Blood Borne Pathogen training. Lost time accident free for 109 days.
PROJECTS I&I: Low bidder was Tri State Grouting. Flood Prone Manholes: Pricing 20 composite manholes Lagoon Valves: Waiting for the painting of the pipes. Monarch Circle: Reviewing shop drawings Plant Flow Meters: Low bidder was Fred Devens. Oxidation Ditches: Waiting for contractor to start. Stonehouse Road: Working on final details North Maple Avenue Rehab: Low bidder was Lucas Contracting.
