MINUTES BOARD OF DIRECTORS MEETING November 21, 2014

I. Introductions/Call to Order The Workforce Investment Board (WIB) of Solano County met on Friday, November 21, 2014 at the WIB Administrative Offices located at 320 Campus Lane, in Fairfield. It was the consensus of the Board of Directors that since a quorum was not yet present, that Item VII. Presentation: Occupational Outlook: North Bay Counties, 2014, be moved up on the agenda.

VII. Presentation: Occupational Outlook: North Bay Counties, 2014 Jim Casio of Jim Cassio & Associates presented an overview of the Occupational Outlook : North Bay Counties 2014. This report for the Greater North Bay Region was developed and produced on behalf of the North Bay Employment Connection (NBEC) and its member Workforce Investment Boards, which included Marin, Napa/Lake, Solano and Sonoma. The report profiles the top 50 middle skill occupations in the region and it intended to be used as a job search, career exploration, and labor market research tool. A supplemental report is also available, entitled Industry and Occupational Employment Projections. Both reports may be downloaded from the WIB’s website: www.solanowib.org, click on “News and Events”: Press Releases.

At 8:55 a.m. the Presentation was completed, and a quorum was present.

II. Additions to or Deletions from the Agenda Mr. Halabi called for any additions or deletions to the agenda. There were none.

1 III. Approval of the Agenda MOTION #1 A motion was made and seconded to approve the Agenda. (Chikowski/Brewer) MOTION PASSED UNANIMOUSLY.

IV. Public Comment There were no public comments.

V. Adjourn to Closed Session A. Pursuant to §54957 2013-2014 Annual Evaluation of the WIB’s President-Executive Director At 8:57 a.m., Mr. Halabi closed the public meeting and adjourned into Closed Session.

VII. Reconvene Open Session A. Pursuant to §54957 Vote on any Action Resulting from Closed Session At 9:25 a.m. the public meeting was reconvened. The Board announced that there was no action discussed during closed session. Board Member Brian Chikowski reported on behalf of the Human Resources Committee that the WIB Board of Directors had presented the Executive Director, Robert Bloom, with an Annual Evaluation. Board Chair, Fadi Halabi, thanked Robert for his service.

VIII. Informational Updates A. Board Chair Report No reports were presented by Mr. Halabi.

B. Executive Director/President Report The following informational updates were presented by Mr. Bloom: . Mr. Bloom reported that implementation is underway of the Expanded Subsidized Employment Program (ESEP) for Solano County Health and Social Services (H&SS). This is $1.8 million grant to provide services to H&SS customers, including job search assistance, job development, and marketing/outreach to employers to establish subsidized employment worksites. There will be 8 staff assigned to this project, with staff in both the Fairfield and Vallejo Job Centers. Customers will begin attending activities in the second week of December.

IX. Consent Calendar A. Approval of the September 19, 2014 Meeting Minutes

MOTION #2 A motion was made and seconded to approve the Consent Calendar. (Castro/Chikowski) MOTION PASSED UNANIMOUSLY.

X. Scheduled Calendar A. Items Pulled from the Consent Calendar No Items were pulled from the Consent Calendar.

B. Review and Approval of the 2014-15 Budget Modification Ms. Kitt Lee, Fiscal/Information Manager reviewed item X.B, Review and Approval of the 2014-15 Budget Modification, which was included as part of the agenda package and incorporated herewith. The Board was asked to approve the budget for the 2014-15 year. MOTION #3 A motion was made and seconded to approve the proposed modification to the Program Year 2014- 2015 Agency Budget Modification. (Chikowski/Borba) MOTION PASSED UNANIMOUSLY. 2 C. Approval of Lease Agreement with State General Services/EDD for 1440 Marin St., Vallejo and Delegation of Authority to Finalize Lease Mr. Bloom reviewed Item X.C, Approval of Lease Agreement with State General Services/EDD for 1440 Marin St., Vallejo and Delegation of Authority to Finalize Lease, , which was included as part of the agenda package and incorporated herewith.

MOTION #4 A motion was made and seconded to approve entering into a month-to-month lease arrangement with the State of California, and to delegate authority to negotiate, finalize, and sign the lease document to the WIB President. (Chikowski/Castro)

D. Workforce Innovation & Opportunity Act (WIOA) Mr. Bloom reviewed Item X.D, Workforce Innovation & Opportunity Act (WIOA). This was an information item and Mr. Bloom gave an update on the implementation calendar and steps that are being taken to prepare for the WIOA transition. Mr. Bloom reported that as part of the implementation the WIB Board will form a “WIOA Transition Committee”. Board Chair, Mr. Fadi Halabi, made the following appointments to this Ad-Hoc Committee: Carlos Borba Brett Johnson Brian Chikowski Kent Lamb Paul Castro Rosa Phillips George Dudikoff Jon Riley Mario Giuliani Scotty Reynolds Fadi Halabi Sue Vaccaro

Mark DeWeerdt was appointed to the Planning & Oversight Committee.

IX. Reports No Action Mr. Halabi asked if there were any questions or comments about the remaining reports A and B. These items were informational and did not require any action or discussion by the Board.

X. Other Business None . XI. Adjournment With no other business, the meeting adjourned at 10:15 a.m.

The next regular meeting of the Workforce Investment Board (WIB) of Solano County is scheduled for Friday, January 16, 2015 from 8:00 a.m. – 10:00 a.m., at the WIB Administrative Offices, 320 Campus Lane, Fairfield, CA 94534.
