WASHINGTON TOWNSHIP SUPERVISORS Regular Monthly Meeting November 09, 2010

The Washington Township Board of Supervisors held their regular monthly meeting on Tuesday, November 09, 2010. Supervisors present: Vice-Chairman Robert Hrin, Steven McClelland, Mike McClintick and Harold Wilson. Absent: Chairman Ronald Sunderland and Roadmaster Dan Whaling. Also present: Greg Kruk, Solicitor, Colleen Pifer, Secretary/Treasurer. Visitors: Cathy Moore, Courier Reporter and State Trooper Tangren.

Vice-Chairman Robert Hrin opened the meeting at 7:00 PM with a salute to the flag.

OPEN TO THE FLOOR

State Trooper Tangren asked the board if there were any issue he could assist them on and not to hesitate to call. Mike McClintick told Cpl. Tangren that the board requested a speed limit reduction on Beechtree Road through Penndot and the study did not warranty a reduction. Mr. McClintick said they need to redo the study because the traffic is traveling at a high rate. The Penndot official whom conducted the study felt 55 mph was adequate.

APPROVAL OF MINUTES

On a MOTION by Harold Wilson, a SECOND by Steve McClintick, all the board voting in favor, the minutes of the October 12, 2010, meeting were approved.

APPROVAL OF BILLS DUE AND PAYROLL

On a MOTION, Steve McClelland, a SECOND by Harold Wilson, all the board voting in favor, the vouchers due for payment and the payroll for the employees and Supervisors pay from October 12, 2010 thru November 09, 2010 were approved.

TREASURER’S REPORT

On a MOTION by Harold Wilson, a SECOND by Steve McClelland, all the board voting in favor, the monthly Treasurer’s report was approved as presented.

CORRESPONDENCE

Correspondence was received from the following: Exco Resources is applying for a Erosion and Sediment Control General permit; EQT have filed with DEP for two groundwater withdrawal locations within the Township; Wetland investigation results from Damariscotta for the Allen Munro property; Fema info; and complaint Scott & Beth McClelland on Zito Media’s reception.

SOLICITOR’S REPORT

The Solicitor reported that Fema did put an ad in the newspaper concerning the new proposed changes in the floodplain zone. However, he recommended placing an ad in layman’s terms. Solicitor’s report continued…

There is a pending hearing on the Davis case. The board needs to decide if they want to charge Zito Media a franchise fee or not. The past supervisors did not because the fee would be passed on to the residents. Greg will wait and see if Zito offers any.

On a MOTION by Steve McClelland, a SECOND by Mike McClintick all the board voting in favor, a notice will be placed in the newspaper concerning the FEMA changes.

The Wetland results for Allen Munro conducted by Damariscotta out of Clarion was reviewed by the board and Solicitor. Greg Kruk will call Damariscotta and see what the final synopsis is.

NEW BUSINESS

Emergency Management Coordinator…

On a MOTION by Harold Wilson, a SECOND by Mike McClintick, all the board voting in favor, Edward Caine’s resignation as EMC for the Township was accepted.

On a MOTION by Steven McClelland, a SECOND by Harold Wilson, all the board voting in favor, Dave Henry was appointed as the EMC for the Township.

2011 Proposed Budget…

On a MOTION by Harold Wilson, a SECOND by Steve McClelland, all the board voting in favor, the 2011 proposed budget is available for inspection and there is no anticipated tax increase. Boundaries for the Fire Departments…

Tabled at this time due the absence of the Chairman.

OLD BUSINESS

TCC update – Voting Delegate for the Township - Steve McClelland

The 2011 budget for the TCC was adopted. Mike Minenetti voted for the Township by proxy vote in the absence of our delegates. The contract with Berkheimer’s was not received in time for review before the meeting for the Solicitor to review. Jason Barnett encouraged Jim Kennedy to contact all the municipalities who will be changing over from Central Tax. The next meeting will be November 23, 2010 at 7 PM.

Rails to Trails – Township Representative - Robert Hrin

Neon Signs was suppose to erect the “special thanks” sign for Bryce Zimmerman.

The secretary attended the Penndot meeting on November 4, 2010, at the Punxsutawney Maintenance building. She reported it was very informative and there was a great turn out from the road departments. She suggested the road department attend it next time.

ROAD REPORT – Mike McClintick, Road Supervisor…

Mike McClintick reported that the Rails to Trails was brush hogged. A cost estimate was received from Jefferson Paving in the amount of $41,825 for oil/chips for Woods and Harvey Run Roads. The Supervisors requested the quote because EQT is drilling on these roads.

A bond for THIS, Incorporated on Sterret and Boxer Roads was presented for release.

On a MOTION by Harold Wilson, a SECOND by Steve McClelland, all the board voting in favor, the road bond for THSI, Inc. was released contingent upon Dan Whaling’s recommendation.
