Dear Student and Parents,
Welcome to Rainier High School.
We are excited about the successes and challenges that lie ahead, and look forward to working with you and your student. Please take time to review with your student any pertinent information from the handbook. Students will be part of a school that focuses on school district goals which will develop them for their futures. In addition to this, students have the opportunity to participate in numerous sports, clubs, musical activities, and social events that enrich their learning experience. This school community will need your help to maximize its potential. A partnership among parents, staff and students is vitally important. Help foster this partnership by attending school functions and monitoring your student’s education progress. If you have the time, volunteer to work with us in some capacity. Together we CAN make a difference.
The information in this handbook has been prepared to give parents and students the guidelines and procedures we follow at Rainier High School. It is essential that all students know the contents and use the handbook throughout the year.
Make it a great year at Rainier High School.

Per Teacher Section I General Information Academics Homework Policy: The main purposes of homework are: (1) to help students practice new skills; (2) to prepare for the next class and (3) to expand what they already know. Students are expected to write all homework assignments in their planners and complete the assigned work each day. Policy No. 2422 The board believes that homework is a constructive tool in the teaching/ learning process when geared to the needs and abilities of students. Purposeful assignments not only enhance student achievement but also develop self-discipline and associated good working habits. As an extension of the classroom, homework must be planned and organized; must be viewed as purposeful to the students; and must be evaluated and returned to students in a timely manner. Homework may be assigned for one or more of the following purposes: A. Practice – to help students to master specific skills which have been presented in class; B. Preparation – to help students gain the maximum benefits from future lessons; 4 C. Extension – to provide students with opportunities to transfer specific skills or concepts to new situations; and D. Creativity – to require students to integrate many skills and concepts in order to produce original responses. The purposes of homework assignments, the basis for evaluating the work performed and the guidelines and/or rules should be made clear to the student at the time of the assignment. The school principal shall establish guidelines which clarify the nature and use of homework as assignments to improve school achievement. Late Work: Students are expected to turn in assignments and homework on time. The acceptance of late work will be at the discretion of the classroom teacher and communicated to students during the first week of class. Make-up Work The student shall be permitted to make up missed assignments due to excused absences outside of class under reasonable conditions and time limits established by the appropriate teacher. There may be in-class participation activities that student’s cannot make-up. In these situations, the student’s grade may be affected because of the inability to make up in-class activities.
A student is allowed two make-up days for each day of excused absence. It is the student’s responsibility to contact the teacher during an appropriate time to ask for make-up assignments. Parents may request homework for extended absences of three or more days. Homework is available online (www.rainier.wednet.edu) under each teacher’s calendar or Skyward Family Access.
Bus Behavior Students at Rainier High School are expected to follow all bus behavior expectations. Bus drivers will annually review those expectations. Failure to abide by the expectations will result in progressive discipline that may include removal from the bus. Bikes & Boards Bicycles may not be ridden on school grounds. Students must secure them in the bike rack during school hours. The school assumes no responsibility for loss or damage to bicycles. The law requires that bicycle helmets be worn at all times. Skateboards, longboards, rollerblades and roller-skates are not to be used on school grounds; if brought to school, they need to be stored. Students riding on campus will have them confiscated. Cheating/Plagiarism Rainier High School educates its students for various aspects of writing and publishing. Within this framework, students must be aware of the following rules while in school or on the job. Fabricating is, in the phrasing first used by the Columbia University Graduate School of Journalism, the cardinal mistake. Faking quotations, faking "facts," reporting things that did not happen is not only reprehensible; it could be actionable in court. All work must be your own original work. Understand that you must credit the source if you use the ideas, words or information. Plagiarism is never acceptable. Plagiarizing, as defined by Webster, is "to steal and pass off as one's own the ideas or words of another." It is unethical and - in cases involving creative work - usually illegal. One of the worst mistakes a student may commit is to
5 plagiarize from a creative professional - to steal his words, thoughts or story outline and print it as his own. Cheating is using resources prohibited by the teacher on assignments or tests. Providing answers to someone during a test or allowing someone to copy your work will also be considered cheating. Do not even give a reason to believe that cheating might have taken place. Any student caught cheating by giving or receiving prohibited information on an assignment or examination may be given no credit for the work and may face further discipline. Avoiding plagiarism: Indiana University Writing Lab

Computer Lab Rules & Use Privileges As outlined in Rainier School District Board Policy No. 2022 regarding digital network usage, prohibited practices include, but are not limited to, the following: Sending or displaying offensive messages or pictures. Using obscene language, including hate mail, cyber-bullying, harassment or discriminatory remarks. Using network resources for illegal activity, including gaining unauthorized access to resources or entities. Attempting to damage equipment or harm data on any network, including creating, uploading or propagating viruses or other malware. Violating copyright and other intellectual property laws. When accessing the Rainier School District network, please remember: Access is provided for educational/professional purposes only. 10 No student or staff user should have any expectation of privacy when using the district's network. The district reserves the right to disclose any electronic message to law enforcement officials or third parties as appropriate. All documents are subject to the public records disclosure laws of the State of Washington. Student email accounts (commercial or district) may be used for educational purposes ONLY. Account IDs and passwords are to be used by the account owner only. The account holder may be held responsible for all account activity. Students shall not provide personal information such as addresses or telephone numbers over the system or utilize social networking tools without explicit teacher permission and oversight. Use resources efficiently: only print as much (or as little) as is absolutely necessary for educational purposes. Treat district equipment (and the privilege of its use) with respect. If you need help or run into something unexpected, please ask for assistance. Don’t forget to log off! Rainier High School student email accounts All student Electronic Mail (email) accounts are property of the Rainier School District. The user accepts all responsibility to understand these guidelines and the existing network use policy. Students are recommended to check their school email daily. Running Start & New Market students are required to check the on-line bulletin daily. The student will be removed from the system after graduation or leaving the school district. The primary purpose of the Google Apps for Education service is for students to communicate with school staff and classmates, utilize resources related to school assignments, and collaborate with fellow students on school activities. Account user names and passwords can be provided to parents so those parents can monitor the account and communicate with teachers. If a parent wishes to take advantage of this, please contact the Rainier High School office. Use of Google Apps for Education services will align with the school's code of conduct and the code will be used as needed for discipline purposes. Communication through this service will exhibit common sense and civility. Students are responsible for messages sent from their accounts. Students should not share their passwords. Messages via the district email cannot cause disruption to the school environment or normal and acceptable school operations. Occasional and reasonable personal use of the district's email is permitted, providing that this does not interfere with the performance of the electronic mail system or disrupt the operation of the schools. Students will report any unusual activities such as "spam" communications, obscene email, attempts by adults to lure them into dangerous behaviors, and the like to the school's technology contact for action. Students should not forward chain letters or jokes. Students will not identify their home telephone numbers or home addresses in any email correspondence. Electronic mail sent or received within the Rainier School District system is not confidential (see above). Administration reserves the right to retrieve the contents of user mailboxes for legitimate reasons, such as to find lost messages, to conduct internal 11 investigations, to comply with investigations of wrongful acts or to recover from system failure. When issues arise, the school administration will deal directly with the student and/or parents/guardians. Improper use of the system will result in discipline and possible revocation of the student email account. Illegal activities on the system will be referred to law enforcement authorities for appropriate legal action. The account may be revoked if used inappropriately. Again, it is very important that students keep his/her username and password private and do not share either with other students. The assigned user name is graduation year followed by last name followed by first [email protected] (Example: [email protected]). User names cannot be changed. Because Google Apps services are web based, students and parents can also access student e-mail accounts from home and public library computers. Any user who violates these guidelines may be denied network access, depending on the severity of the infraction. School, district and/or legal sanctions may be imposed over and above any revocation of network access. Section III Discipline Procedures

*Any person wishing to report harassment, intimidation or bullying may do so using the Rainier School District HIB reporting form available in all school offices and the counselors’ offices.
Section IV Attendance Procedures
Washington state law mandates that students attend school. Attendance records become a part of a student’s file. It is the philosophy of Rainier School District that regular attendance is essential for students to be successful. When a student is absent it is impossible to gain the same degree of learning that he/she would experience through group involvement in the regular class. Regular attendance also has value in the sense that it teaches personal responsibility and commitment to one’s work, which establishes habits and patterns that prepare the student to become a successful adult. Excused absences include: 1. Temporary illness or injury. 2. An absence resulting from participation in a work/study program, field trip or athletic competition under the supervision of the school. 3. An absence which is approved by an administrator of the school.
14 4. Extended absences due to physical, mental, or emotional disabilities. Documentation from the care provider is required. 5. An absence which occurs when the student is in the custody of court or law enforcement authorities. 6. Emergency, serious illness or death in the family. 7. Medical and dental appointments which cannot be scheduled outside the regular school day. Documentation from care provider is required. 8. Extremely inclement weather. 9. Participation in religious observances. 10. School suspensions. 11. Preapproved college visits and job shadows. Prearranged Absences Prearranged absences include such things as interviews with college admissions officials, interviews with career employer representatives, job shadows, special family activities, and extenuating circumstances determined by the principal [or designee]. Such absences that are not prearranged will not be excused. Students must complete a pre-arranged absence form (available from the Main Office). Failure to complete the form prior to the absence will result in an unexcused absence Forms are to be signed by all of student's teachers Forms are to be returned to and approved by a school administrator Prearranged absences will only be excused with teachers and administration signatures. To Excuse an Absence A parent or guardian must call the Attendance Office, 360-446-2205, on the day of the absence. Failure to do so will result in an unexcused absence. At this time, the parent must state the reason for the absence. Note: Although only absences falling under the above list will be deemed as excused, it is essential for parents to notify the attendance office. Any failure to contact the school within two days of the student returning will result in student absences being moved to truancies. Tardies Teachers are responsible for monitoring tardies as a classroom management issue. Excessive tardiness may be referred to the administration for consideration as a discipline problem. A tardy of 10 minutes or more will be considered an unexcused absence. School Notification Concerning Unexcused Absences The Attendance Office will attempt to make a telephone call concerning each class period missed, unless the absence has been excused. Makeup Work for Absenteeism 1. Students with excused absences must make arrangements with the teacher to make up the work. The amount of time for completing makeup work is at the teacher's discretion. Work assigned prior to the absence is due on the original date or immediately upon return as per the teacher's expectations. Work assigned while the student is absent will be due as per the arrangement between the teacher and student. 2. Students with prearranged absences will be held responsible for all class information they have missed. It is recommended homework or projects that occur during a prearranged absence be submitted to the teacher in advance, on the original due date, or immediately upon return. Please check with your teacher for his/her expectations.
15 3. Makeup work for students with unexcused absences will be at their teachers’ discretion. 4. Students who are truant will receive a grade of zero for all grades recorded during the period of the truancy. Nonetheless, students are responsible for the material covered during the absence. Truancy Truancy is an unexcused absence that is not sanctioned by a parent or guardian. Consequences for Truancy First truancy-Conference with administrator, verbal warning, and parent contact. Second truancy-One day suspension and parent contact. Third and fourth truancy -Conference with administrator, three day at home suspension and parent contact. Fifth Truancy-Conference with administrator, attendance contract, five day at home suspension and face-to-face conference with parent prior to student returning. Any subsequent unexcused absences may result in progressive at home suspensions or expulsions. Closed Campus and School Hours School hours are from 8:25 a.m. to 3:00 p.m. The building is open to students from 7:45 a.m. to 3:15 p.m. unless the student is involved in a supervised after school activity.
RHS is a closed campus.
