AGREEMENT TO HOSTEL ADMISSION POLICY

This is an agreement between Hoërskool Middelburg (hereinafter * School) represented by

1. that the Parent and Learner will submit to the hostel rules and code of conduct as compiled and contained in Annexure F and/or any other arrangement made by the Hostel Father/ Mother to ensure order and discipline; 2. that the Parent will see to it that the Learner obeys and honours the hostel rules; 3. to accept that any serious transgression of the rules or any disorderly conduct of the Learner, could result in forfeiture or refusal of accommodation; 4. to pay the accommodation fees in advance on the first school day of every new term, to the amount as decided upon annually and required by the Governing Body; TARIFFS FOR THE YEAR: 1st TERM: R______2nd TERM: R______3rd TERM: R______4th TERM: R______5. that the Parent accepts that if the accommodation fees are not paid as agreed to above, the Learner may be refused further accommodation in the hostel; 6. to notify the Hostel Father/ Mother one term in advance if the Parent intends to cancel the hostel accommodation of the Learner. This is also compulsory if the Parent wants to qualify for any refund as per Annexure E; 7. that the Parent remains responsible for paying the full amount of the accommodation fees for the entire term upon failing to give prior notice to the Hostel Father/ Mother; 8. upon non-payment, to also be responsible for paying the moratorium interest on the outstanding amount due from the date of signing this document, if so requested; 9. that the Governing Body is authorised to institute legal action in order to recover the outstanding debts and that the Parent will also be responsible for paying the attorney- client fees, as well as the recovery commission of the legal procedure; 10. that the Parent chooses the residential address, as stipulated in Annexure B as the domicilium citandi et executandi, thereby agreeing to delivery of all legal notices and lawsuit documents at this address; 11. to repair/ reimburse the hostel and/ or hostel residents for any damages caused by the Learner to any property belonging to the hostel/ residents; 12. to pay the amount of R500.00 at the beginning of the school year for any breakage which might occur; (This amount can be transferred every term, and will be refunded at the end of the school year, provided that no damage occurred. The amount is also transferable to the following school year.) 13. that the Parent takes cognisance of the fact that the hostel is closed during school holidays and over weekends and that he/ she is responsible for transporting the Learner to and from the hostel at his/her own expense; 14. that no unauthorised persons may take the Learner from the hostel without the written consent of the Parent; 15. that, although precautionary measures are instituted by the Hostel Authority pertaining to the safety of the Learner, the Parent will not hold the Hostel Authority liable for any injury sustained by the Learner if he/she left the hostel without the necessary permission or authority; 16. that the Parent does not object to the Learner participating in some extra-mural activities of the school; 17. that the Parent gives his/ her consent to the teacher on duty that, in the event of illness or injury ,to take one of the following actions: i) To contact the Parent immediately, or ii) If the Parent is unavailable, to notify the contact person, or iii) If the contact person is unavailable, to make the necessary arrangements for medical care which will include written consent to administer anaesthesia; 18. to indemnify the School – and Hostel Authority against any medical or compensation claims; 19. to be liable for all medical bills pertaining to the treatment of, and/or medicine for the Learner; 20. that the Parent consents to the Receiver of Revenue furnishing his/her address to the School when he/ she cannot be traced; 21. that the information implied in Annexure B is correct, and that the Parent is obliged to notify the School and hostel of any change of address and to furnish his/ her new residential- and postal addresses within seven days.

HOUSE RULES AND CODE OF CONDUCT FOR MHS HOSTEL RESIDENTS:

1. GENERAL:

1.1 The hostels, Denne and Excelda respectively offer accommodation to 110 girls and boys. The hostels have been established specifically for learners who cannot attend school on a daily basis from the comfort of their parental homes. 1.2 The code of conduct has been compiled and must be implemented because it is a necessary aid in reaching the educational aims of this hostel community. 1.3 Order, discipline and respect for and by each individual, is the foundation for a successful and happy hostel community with an amicable and homely atmosphere. 1.4 The same rules which should exist and be upheld in all parental homes are also applicable in the hostel. That is the main reason for compiling this disciplinary code and it is expected of every hostel boarder to adhere to it. 1.5 General Christian principles are what constitute the foundation for the code of conduct. * Every individual is assured of complete religious freedom. 1.6 This code of conduct acknowledges the following: The Constitution of SA, the Schools Act and White Papers as well as the Code of Conduct of the personnel of the school.

2. MISSION:

2.1 To grant every learner ample opportunity for optimal realisation of his/ her abilities and talents on all educational levels and in all avenues whereupon the hostel might find itself. 2.2 To give learners the opportunity to prepare them to the maximum for the adult world in order to eventually contribute meaningfully thereto. 2.3 To offer every learner the security and safety in the hostel community as a unique individual with his/ her own special needs and characteristics. 2.4 To teach the learner the basic principle of “caring for one another” and to keep the interests of others at heart in a spirit of co-operation and support. 2.5 To give every learner the opportunity to live in a safe and stable environment where every attempt will be made to limit physical injuries as far as humanly possible. 2.6 For the hostel and parents to communicate effectively and to form a “partnership” whereby the learner is offered the best opportunities in life to be the best he/ she can be.

3. GUARDIAN AND SUPPORT SYSTEM:

For us to reach the objectives above, it is essential to have a decentralised guardian and support system in place. This will be composed of the following:

4.2 STUDY:

4.2.1 Only learners who have permission from the Hostel father/ mother may study in their rooms. The guiding principle for this privilege is and remains academic achievement. If learners are not serious about their school work or do not make sufficient progress, they will be moved back to the study hall. These learners will therefore have to prove themselves once again in order to be granted the privilege of studying in their rooms. 4.2.2 When the first bell rings to announce study, all the learners must go to the study hall (or room) to study. When the second bell rings, all the learners must already be seated and study must commence. 4.2.3 No learner may walk around during study. 4.2.4 During study everybody must be busy with school work. Nobody will be allowed to send around any notes or message. Learners may not read any magazines during study. Any transgressions during study will be regarded in a very serious light. 4.2.5 No cell phones are allowed in the study hall 4.2.6 During study no phone call may be made or received. 4.2.7 Learners must be properly dressed. 4.2.8 After study, all the tables must be cleared and tidied up. 4.2.9 Nobody is allowed to watch TV during study or benediction times.

4.3 DINING HALL:

4.3.1 After the bell has rung to announce mealtimes, all learners must go to the dining hall and line up at their tables. 4.3.2 In the dining hall there must be order and discipline at all times and learners must refrain from talking loudly until grace has been said. 4.3.3 The Head of the table must: 4.3.3.1 see to it that good behaviour, order and quiescence exist during mealtimes; 4.3.3.2 immediately report if a learner is absent at the table; 4.3.3.3 report bad table manners to the teacher on duty. 4.3.4 Learners may communicate with fellow learners at the table in a civil and gregarious manner. 4.3.5 No cutlery may be removed from the dining hall. 4.3.6 NOBODY MAY SKIP MEALS OR STAY AWAY UNANNOUNCED. 4.3.7 Nobody must be late for meals without permission or a valid reason. 4.3.8 Learners must clear the tables and tidy up after every meal. 4.3.9 Learners may only leave the dining hall after grace has been said after the meal and permission has been granted from the teacher on duty. 4.3.10No learner is allowed in the kitchen area, unless accompanied by a teacher or matron.

4.4 DORMITORIES/ BEDROOMS:

4.4.1 Rooms must be kept neat and tidy at all times. 4.4.2 In order to establish a “homely and amiable” atmosphere, learners are encouraged to bring their own curtains and bedding. 4.4.3 Cupboards and drawers must be neat and tidy at all times. Cupboard inspection will be done at regular intervals. 4.4.4 Every room must be equipped with a broom and dustbin. Rooms must be swept and dusted every morning. All rubbish and dirt must be placed in the dustbin. 4.4.5 Hostel residents must see to it themselves that the floors and walls of the rooms/ dormitories are cleaned and washed. 4.4.6 The beds must be properly made up every morning. 4.4.7 Beds may not be pushed together and learners may not share a bed. 4.4.8 A learner may have his/ her radio, TV, kettle, and computer or laptop in his/ her room, but may only use it AFTER study sessions. Any radio, TV or computer which is used inappropriately and which disturbs the general peace will be confiscated. 4.4.9 NO heaters, electric blankets or electric extensions may be used in the bedroom or dormitories. 4.4.10 All unused blankets must be handed in to the matron without delay. 4.4.11 Learners may only change rooms once permission has been obtained from the Hostel father/ mother. 4.4.12 The names of all the learners sharing a dormitory/ room must be listed and attached to the door. 4.4.13 Curtains must be drawn at night and the bedroom doors closed when learners get dressed. 4.4.14 Curtains may not be knotted or tied around the pelmet. 4.4.15 No person of the opposite sex will be allowed in the bedrooms or passages. Nobody is allowed to talk to persons outside the hostel from his/ her bedroom window. 4.4.16 No candles are allowed to be used in bedrooms. 4.4.17 When you leave your room the lights must be switched off. 4.4.18 Walls must be clean. NO posters, pictures or other ornaments may be hung on the walls 4.4.19 Posters may be put up on the inside of cupboard doors. The pictures or posters must not be indecent or inappropriate, but must be in good taste. Only prestik may be used to attach these pictures and not any selotape or glue. NO picture or poster may be attached to the outside of the cupboard doors. 4.4.20 Only single large pictures will be allowed and not a selection of smaller ones. 4.4.21 Hostel residents must have their own locks and keys to lock cupboards. Number locks are advised or a duplicate key must be handed in to the Hostel father/ mother.

4.5. BATHROOMS: 4.5.1 Basins and bathtubs must be cleaned thoroughly after being used. It must be clean for the next person to use. 4.5.2 Bathrooms and toilets must always be in immaculate condition. Leave the bathroom and toilet in the same condition as you would like to find it. 4.5.3 Graffiti on doors and walls will not be tolerated. 4.5.4 Do not waste water, especially not hot water. Ensure that taps are properly closed before you leave the bathroom. 4.5.5 Bathroom lights must be switched off after each bath session. 4.5.6 No” horseplay” will be allowed in the bathrooms. No radios will be allowed in bathrooms or passages.

4.6. SICKBAY:

4.6.1 The matron or Hostel father/ mother will decide when it will be necessary to move a learner to the sickbay. 4.6.2 The matron will see sick learners only after meals in the sickbay. Serious cases or injuries will be reported to the Hostel father/ mother or the teacher on duty. 4.6.3 The parents of sick learners will be notified so that they can be collected and treated at home. 4.6.4 The only person allowed to contact the parents of sick learners will be the Hostel father/ mother. Learners are not permitted to phone their parents themselves or to ask any other person to phone on his/ her behalf. 4.6.5 No learner may leave the school grounds during school hours to go to the hostel due to illness without the permission of the Hostel father/ mother. 4.6.6 The Hostel father/ mother or the teacher on duty will transport serious cases to the family doctor. 4.6.7 Medical costs will be recovered from the parents of the learner as it remains their responsibility to pay the bills for medical treatment and medicine. 4.6.8 Visiting hours for patients in the sickbay are between 16:00 – 17:00 and again after dinner until study hour. Only 2 visitors per patient are allowed at one time. The duration of the visit should be limited and no boisterous behaviour will be tolerated. 4.6.9 If the sickbay is vacant, no learner will be allowed there.

4.7. SPORT AND RECREATION:

4.7.1 Hostel residents MUST participate in at least one organised sporting- or cultural activity which is offered by the school. 4.7.2 Hostel residents must leave the hostel in the afternoons after study to take part in extra-mural activities or to relax in the garden. They may only enter the hostel again at 17:00. 4.7.3 When there are sport meetings it may be required of the learners to stay in the hostel for the weekend until after the meeting, when they will be permitted to go home. Learners will be timeously informed.

4.8. TIDINESS AND CLOTHING:

4.8.1 For breakfast and lunch the learners must be dressed in school uniform. 4.8.2 For dinner the learners may dress in civilian clothing provided that it is decent. Everybody must wear shoes or slip-on shoes Learners will not be allowed in the dining hall if they are barefoot. 4.8.3 When learners have permission to go to town they must be dressed in school uniform unless they have earned the privilege of wearing civilian clothing. This luxury is granted at the discretion of the Hostel father/ mother. 4.8.4 Unless otherwise indicated, learners must wear school uniform to all school functions and sport meetings. 4.8.5 On Sundays and during church visits the learners must be dressed neatly. 4.8.6 It is strongly discouraged to borrow clothing from other. 4.8.7 Clothing must be clearly marked with a laundry pen. 4.8.8 No laundry may be hung on windows or windowsills. 4.8.9 Clothing that are lying around will be taken to the lost property office. 4.8.10 Learners must do their own laundry. There are washing machines and ironing facilities available in each hostel.

4.9 CHURCH ATTENDANCE:

4.9.1 It is expected of learners who are in the hostel over weekends, to attend church on Sundays. Learners must see to it that they have the appropriate clothing to wear to church. 4.9.2 On Sunday evenings learners may only attend church if they are accompanied by their parents and if they have the necessary permission. 4.9.3 Learners who are not confirmed members of the church yet, must attend the catechesis lectures of his/ her church.

4.10 WEEKEND LEAVE:

4.10.1 A parental home and family ties remain the most important place and anchor for any child and because our hostels are merely “weekly homes”, ALL learners MUST go home EVERY Friday unless he/ she has sport- or cultural commitments. In such cases the learner may go home after the commitment has been honoured. 4.10.2 Learners who intend to stay in the hostel after the sport meeting must already indicate on Thursdays which meals he / she will enjoy in the hostel. 4.10.3 The hostels and kitchens will be closed on “closed weekends” and the parents must make alternative arrangements with family or friends to fetch learners who are not going home. (Also see 4.10.7 and 4.10.9 below). In exceptional circumstances and after the merits of the cases has been considered, special permission may be granted by the Senior Hostel father/ mother, BUT a levy amount has to be paid in advance at the school’s office. The levy amount is as per daily tariff and subject to change. This levy amount has to be paid on or before the Thursday morning prior to the weekend. 4.10.4 During the compulsory “open weekends” and during examination times the hostel kitchens will operate as normal and no levy amount will be imposed. 4.10.5 Every hostel resident must be signed out by their parents/ guardian or duly authorised persons IN PERSON. This must be done in the presence of the teacher on duty. 4.10.6 After the weekend the hostel resident must signed back on by the parents/ guardian or duly authorised persons. Except for bus scholars, all hostel residents, who will not be back by the Sunday at 19:00, must be back on Monday mornings before the school day commences. 4.10.7 Parents /guardians who are unable to sign the learners out personally must indicate to the Hostel father/ mother, in WRITING, who has been authorised to do so. 4.10.8 Hostel residents who travel by bus or taxi between the hostel and their parental homes must obtain the necessary consent/ authorisation in WRITING and hand it to the Hostel father/ mother, who will then have the necessary permission to sign the learners out or on.

4.10.9 If a learner is going to stay with family or friends for the weekend, the Hostel father/ mother or teacher on duty must be informed of this arrangement by the parents/ guardian in writing or via telephone call or SMS. The telephone numbers of BOTH parties must be furnished, please. This arrangement must already be made on the Thursday prior to the weekend. 4.10.10 Hostel residents must be signed off or on at the following times: Fridays: Directly after school Saturdays: Any time Signed back on: Sundays before 19:00 or Mondays before school. 4.10.11The Hostel father/ mother must immediately be informed if a hostel resident is not going to return after the weekend.

4.11 HOLIDAYS:

4.11.1 All hostel residents must pack their bags and suitcases on the day before the school closes. 4.11.2 All rooms must be vacated for the school holidays, unless otherwise arranged by the Hostel father/ mother. 4.11.3 The normal rules for signing out are applicable at the end of school terms. 4.11.4 After the holidays the learners must first report to the Hostel father/ mother or teacher on duty and bring a receipt or proof that his/ her accommodation fees for the new term has been paid before he/ she will be allowed back into the hostel. 4.11.5After the holidays the learners must be back at the hostel as from 14:00 on the day before the schools open or alternatively the next day before school starts.

4.12 DAILY LEAVE:

4.12.1 Learners may go to town to do their shopping on Wednesday afternoons as from 14:00 until 17:25. 4.12.2 No learner may idly roam or loiter in the streets. IF THIS PRIVILEGE IS GOING TO BE ABUSED, IT WILL BE REVOKED. 4.12.3 Learners will only be allowed to visit family in the hospital during the afternoons. Written proof is required. 4.12.4 Special leave for medical appointments will be granted by the teacher on duty immediately after lunch, provided that a visitation card is presented as proof. 4.12.5 Preferably no doctor’s appointments should be made during study. 4.12.6 Hostel residents may be granted the opportunity to have afternoons off on other days for special occasions but it has to be arranged with the Hostel father/ mother in advance. 4.12.7 Hostel residents will not be allowed to “sleep over” at friends during the week.

4.13 HOSTEL GROUNDS AND BOUNDARIES:

4.13.2 Nobody is allowed to leave the hostel premises without permission. . 4.13.3 No hostel resident may be on the school premises after school, unless he/ she is accompanied by a teacher, or by order of a teacher, or for extra classes as arranged. 4.13.4 The pavilion is out of bounds for everybody except during sport practice. 4.13.5 No learner is allowed to be in or enter the hostel during school hours. 4.13.6 The flats and rooms of personnel and matrons are out of bounds. No learner may visit anyone in the flats or rooms. 4.13.7 The tidiness of the hostel grounds is important to everyone! Don’t: * destroy plants or pick flowers, * throw papers, rubbish or peels from your window, * destroy or remove garden furniture. 4.13.8 Take care of the hostel property as if it is your own. 4.13.9 If any property is broken or damaged, it must immediately be reported to the teacher on duty. 4.13.10 The property which is damaged or broken by the hostel resident must be replaced by that person. 4.13.11 The front doors of the hostel will be locked before evening study commences.

4.14 POCKETMONEY/ CELL PHONES AND JEWELERY:

4.14.1 The hostel personnel will not take responsibility for pocket money or any other valuables which are lost from the rooms of learners. 4.14.2 Pocket money may be handed in at the Hostel father/ mother for safe-keeping. 4.14.3 Cell phones will be allowed but remains the responsibility of the learner. The personnel will not be liable if any cell phones are lost. 4.14.4 No phone calls may be made during study or benediction times.

4.15 VISITORS:

4.15.1 Residents may receive visitors during the week in the evenings after dinner until study commences. 4.15.2 Visitors may use in the garden or lounge of the hostel. 4.15.3 No residents will be allowed to get into the vehicle of a visitor. 4.15.4 No “kissing and cuddling” will be tolerated.

4.16 SMOKING / DRINKING /DRUGS AND PORNOGRAPHY:

4.16.1 Smoking in the hostel or on the premises is STRICTLY PROHIBITED and severe action will be taken against perpetrators. 4.16.2 The use of alcohol on the premises or in the hostel is STRICTLY PROHIBITED. 4.16.3 NO pornographic material, drugs, stimulants or related substances will be allowed in the hostel or on the premises. 4.17 NEW LEARNERS:

4.17.1 NO form of initiation of ANY kind will be allowed or tolerated. 4.17.2 The orientation program to assist new learners regarding all the aspects of the school and hostel will be compiled and executed under the guidance of the Seniot Hostel father/ mother.

4.18 DISCIPLINARY SYSTEM:

4.18.1 This system is an extension of the school’s disciplinary system, which has been compiled and approved by the personnel and governing body of MHS. 4.18.2 To concur with the disciplinary system of the school, the hostel also makes use of a debit – credit points system. 4.18.3 The hostel resident will receive a “behaviour report” at the end of every term. This report must be signed and returned by the parent/guardian. 4.18.4 Each case will be dealt with on merit. 4.18.5 Disciplinary measures will only be applied once guilt has been proven beyond all doubt. The postulated aim is to assist and help the learner. 4.18.6 Temporary and/or permanent expulsion or lock-out from the hostel will take immediate effect and relates to all aspects of hostel activities. 4.18.7 A learner as well as his/her parents/guardian must be warned of the disciplinary measure which will be meted out upon the next transgression. 4.18.8 Transgressions must be recorded in the “punishment book”. 4.18.9 The enforcing of the disciplinary system will be handled by the Hostel father/ mother. . 4.18.10 The application of severe disciplinary measures pertaining to serious transgressions will be dealt with by the Senior Hostel father/ mother, Principal and/or Governing Body. 4.18.11 Learners with Nett debit points will not qualify to be nominated for the Hostel Council elections. 4.18.12 The following transgressions are listed with the suggested punishment measure:

NB: For every 50 debit points up to and including 150 debit points a learner will have to perform certain duties in the interest of the hostel for 1 afternoon between 15:00 – 17:15.

With 200 Nett debit points the learner will be suspended from the hostel for 1 week except in cases where the disciplinary measure demands permanent expulsion. Re-admission will only be considered after an interview with the parents/ guardian.

Drug as meant in this document is:

(a) any unlawful/illegal/prohibited substance which has a psychological or physiological effect; or (b) any substance which has such an effect and which is in unlawful possession and; (c) any substance or plant from which a dependence adducing substance can be manufactured; or (d) any dependence adducing substance , any dangerous dependence substance and any undesirable dependence adducing substance which is prohibited, defined and classified as a “Drug” as in Part I, II and III of Annexure 2 of the Drug and Drug trafficking Act 140 of 1992, of which a copy is filed in the School’s Office for your perusal.

A dangerous object as meant in this document is:

(a) any explosive/blasting material or detonating device; (b) any fire-arm or gas weapon as defined in the Act on Dangerous Weapons, Act 71 of 1968; (c) any object, item or instrument which can be used to inflict physical harm on a person, or which can damage property, or which can temporarily leave a person paralysed or unconscious; or (d) any object which has been declared as a dangerous object by the Minister, in the Government Gazette for the aims in the Schools Act 84 of 1996; or (e) any weapon, device or object which is defined and declared as a “weapon” or “dangerous object” in the Firearms Control and Ammunition Act 60 of 2000.

Pornography as meant in this document is:

Any depiction, picture, sketch, reproduction or drawing, which has been created, manufactured or altered in any way , or any description of any person (or child), simulated or real, or of any explicit or sexual nature which is aimed at stimulating erotic ideas, emotions or acts, including any picture, drawing, sketch or description of such a person –

(a) busy with or taking part in any act which constitutes a sexual offence as defined in the Sexual Offences Act 23 of 1957 and the Amendment Act on Sexual Offences 32 0f 2007 ; or (b) busy with or taking part in any act which is sexually suggestive or inappropriate; or (c) which in any indecent or inappropriate manner reveals the genitals of any person or the naked breasts of any female person; or (d) which describes or depicts the body or parts of the body of such a person in a manner or in circumstances which, when seen in context, violates and affects his/ her sexual integrity or dignity, or which can possibly be used with the intention to violate or affect the sexual integrity or dignity of such a person or any other person.

The Hostel father/ mother has the prerogative to award 20 – 80 credit points to learners whose conduct and actions go way and beyond what is normally expected of him/ her, whereby the safety and interests of the personnel, learners, hostel and school will be placed first.

REPRESENTATIVE COUNCIL OF HOSTEL LEARNERS: (RCL):

4.19.1 The council is elected from the group of senior learners and they usually set the example in implementing and living up to the principles of the code of conduct. 4.19.2 A head boy and girl are elected from every hostel, which will then represent the rest of the hostel residents at hostel meetings. They do not, however, have the right to vote on any decisions which have to be made. 4.19.3 Other learners are elected from the hostel residents for the internal Hostel Committee to represent their fellow residents and bring the interests, problems, suggestions and requests to the attention of the Hostel father/ mother or guardian teacher(s). 4.19.4 NO disciplinary measures may be taken or executed by the RCL. They must merely identify and report problems. 4.19.5 The RCL must help and assist the teacher(s) on duty in performing their duties.
