The Common Council for the City of Faith, South Dakota met in regular session on April 7, 2015 at 7:00 P.M. in the Finance Office at the Community Center. Mayor Haines called the meeting to order, Brown called roll call, and Mayor Haines led the Pledge of Allegiance.

Council members present: Chapman, Inghram, Berndt and Hellekson.

Council members absent: Collins and Lightfield.

Others in attendance were: Loretta Passolt, Eric Bogue and Debbie Brown.

Inghram made a motion, seconded by Berndt to approve the agenda removing items #8, #9 and #11. Motion carried.

Inghram made a motion, seconded by Hellekson to approve the minutes of the March 24, 2015 meeting. Motion carried.

Approve Fireworks: Hellekson made a motion, seconded by Inghram to approve $2700 for fireworks coming out of community development. All yes votes. Motion carried.

Executive Session – Possible Litigation: Berndt made a motion, seconded by Chapman to retire into executive session at 7:14 P.M. to discuss possible litigation. Motion carried.

Mayor Haines declared the Council out of executive session at 8:00 P.M.

May – Clean Up: Berndt made a motion, seconded by Hellekson to do May1st through May 16th as clean up instead of the whole month and designate one day for pickup at the curb for everyone. All white goods will be free at the landfill and items with Freon need to be tagged first, but there will still be a charge for tires for City of Faith residents. All yes votes. Motion carried. Bill inserts will go out and advertisements in the paper. It will be looked into to have the landfill open more than Wednesday evenings and Saturday’s during that time.

Park: Berndt made a motion, seconded by Hellekson to approve the chain link fence from the lumberyard at an estimate of $1,857.17, boards stacked to go behind horseshoe pits, 2 or 3 trees that would be six to eight foot tall and a cement pad put in by Bob Linn for under the dumpster which should all be under $3,000 for materials. All yes votes. Motion carried.

Job Description-Full Time EMT, EMT-I, EMT-SS or Paramedic: The following changes need to be made under the Full Time EMT, EMT-I, EMT-SS or Paramedic Attendant: Change under – Job Demands: Take out: “5 scheduled days a week” and change to: “Four day or five day work week at the discretion of the Council”. Add : “Computer experience necessary”. Change under – Job Description & Responsibilities: Take out: “Do repairs on ambulances and hall, lights, paint, etc.” Take out: “Keep ambulances(tires, oil, fuel, ECT) and all emergency equipment checked and ready for service.” Take out: “Maintain” and add “Insure ambulance units (include maintenance schedules on all units)”. Take out: under “Do Paperwork…”, Replace with: “Within one business day after an ambulance run have all run sheets and paperwork turned in to the Finance Office and have the State Run reports completed.”. Take out: under “Will work under”, Take out: “at all times”. The following changes need to be made under the Ambulance Director: Change under – Job Demands: Take out: “Six days, a month leave” and change to: “Four day or five day work week at the discretion of the Council.” Change under – Job Description & Responsibilities: Take out: “under Present vouchers”. Take out: “no later than the first business day of the month. Exception: December vouchers and time cards must be turned in by December 30th or before if the 30th is on a weekend.” In place of it Add: “as scheduled”.

Chapman made a motion, seconded by Berndt to do the changes as mentioned and bring back to the next meeting. Motion carried.

Accept Resignation: Jonathan Deuter is resigning as of April 30, 2015 as full time police officer. Berndt made a motion, seconded by Hellekson to accept the resignation. Motion carried.

Full or Part Time Police Officer: One ad has been sent to the paper announcing a job opening for a full or part time Police Officer. Hellekson made a motion, seconded by Chapman to add to it to be back by April 29th and do with state wide once. Motion carried.

Finance Officer’s School: Finance Officer’s School will be held in Pierre on June 10-12. Hellekson made a motion, seconded by Berndt to allow Debbie Brown to attend Finance Officer’s School. All yes votes. Motion carried.

Hellekson made a motion, seconded by Berndt to adjourn. Motion carried.
