CONSTITUTION AND BY-LAWS Playbook, Tournaments & Awards

ARTICLE 1: ESTABLISHMENT AND OBJECTIVES

SECTION I: This Association of Filipino-American Golfers shall be known as the Parshooters Golf Club of San Diego and the official sponsor of the Mabuhay Fil-Am Tour of Southern California. The official website is www.parshootersgolfclub.com and Facebook account is facebook.com/parshootersgolfclub.

SECTION II: The Parshooters Golf Club is a Non-Profit Organization, member of the Southern California Golf Association, established in 1993, composed of members from the City of Temecula, Murrieta, Encinitas, Delmar, Escondido, Poway, Rancho Bernardo, Rancho Penasquitos, Scripps Ranch, Mira Mesa, Ramona, City of El Cajon, City of San Diego, City of Chula Vista and National City.

SECTION III: The club shall be organized for members to enjoy the sport of golf, develop and foster honesty, integrity, harmony, parity, good sportsmanship and camaraderie. On the other hand, the club is under the umbrella of the USGA Handicap System with the purpose of making the game of golf more enjoyable by enabling members of different abilities to compete on an equitable basis. Two basic premises underlie the USGA Handicap System , namely that each member will try to make the best score at every hole in every round, regardless of where the round is played and that the members will post every acceptable round for the Scoreboard Committee to verify . The members and the Scoreboard Committee have a joint responsibility for adhering to these premises.

SECTION IV: The club shall support, donate and contribute to the following Charitable Organizations; such as the Filipino Senior Citizen Clubs of San Diego, Junior Golf, Fisher House of San Diego, Paralyzed Veterans Association, disasters and calamities in the Philippines, Robert Aragon Water Filtration Ministry, unforeseeable events occurring to a member‘s families and any Organizations,

SECTION V: The Club must be a registered member of the Southern California Golf Association (SCGA). The club shall play all official tournaments under the rules of golf and local rules designated by the Scoreboard Committee, Rules Committee and Tournament Director.

SECTION VI: The club bank account shall be registered under the name Parshooters Golf Club of San Diego and co-registered with the President and Secretary/Treasurer. This account will be monitored and maintained by the Treasurer. The Audit Committee will be responsible for auditing the financial records and other financial activities of the club. Financial statement will be reported and posted in the Parshooters website www.parshootersgolfclub.com every Quarter by the Treasurer. SECTION VII: All activities of the club must be reported in the Parshooters website and any major events must be publicized on the local paper. The club must be transparent, clean and organized. The channel of communication must be open at all times so ideas, suggestions, comments, proposals, and recommendations will be heard and entertained.

SECTION VIII : All officers and members elected or appointed to various committee shall serve without compensation. All positions are voluntary. Nepotism and favoritism must be avoided at all times when making a decision. ARTICLE 2: OFFICER’S DUTIES AND RESPONSIBILITIES.

SECTION I: The club officers is composed of the President, Vice President, Treasurer, Four (4) District Governor, Handicap Chairman, Tournament Director, Handicap Index Director, Website Coordinator and Facebook Coordinator. The officers shall be elected annually in December for a tenure of one (1) year . No term timits is applied . The Handicap Chairman, Tournament Director, Website Coordinator and Facebook Coordinator is appointed by the President. Officers who cannot perform their duties and responsibilities, due to medical reasons, old age, and personal reasons, must turn in a letter of resignation to the President so the President can appoint a member to fill in the vacancy.

SECTION II: THE PRESIDENT. The President shall execute the duties and responsibilities of the office of the President. The President must be informed on all club activities, changes, modifications, plans, proposals, and recommendations, before they are implemented. He/She shall assist and support all activities and tournaments, and provide moral support to the club. During award ceremonies, will present trophies, award certificates, and other prizes to the members. Will act as the Liaison Officer to other Golf Clubs , civic and business organization. In his/her absence, the Vice President will take over the duties and responsibilities or the Secretary/Treasurer in that order. The President must be a sole member of the club for three consecutive years.

SECTION III: THE VICE-PRESIDENT. The Vice-President will assume the chairmanship of the Rules Committee composed of the District Governors. They will investigate complains, abuses, cheating, manipulating and other problems that is affecting the club. Must get an approval from the Handicap Committee and coordinate his investigation with the President and Handicap Chairman. The Vice President will take over the office of the president in the event the President is injured, sick, or resign due to illness, health, or personal reasons. The Vice-President must be a sole member of the club for three consecutive years.

SECTION IV: THE TREASURER. The Treasurer shall be accountable for the club’s financial records and all financial activities. Must provide records, receipts, disbursement and other financial report when audited by the Audit Committee. Must provide a quarterly report or financial statement to the club. Collect tournament entry fees, membership fees and SCGA membership fee. Coordinate with the Tournament Director and the President on all expenses and cash prizes for all tournaments. Must inform all members of annual dues collection and renewal dates. Responsible for paying SCGA dues. Must be sole member for three consecutive years.

SECTION V: THE HANDICAP INDEX DIRECTOR. Responsible for maintaining the Parshooters Handicap Index and posting weekly game scores and major tournament scores as well as posting and maintaining the SCGA handicap index. Prepare scorecards and monitor the Mabuhay Cup points, Fil-Am Tour Ranking, Tournament of the Elite Seventy, Master of Par 3s and Long Drive Competetion. Must be a sole member of the Club for three consecutive years and must be certified by SCGA.

SECTION VI: THE BOARD OF GOVERNORS. Composed of the following Districts: The Banaue District, Mabuhay District, Sampaguita District and San Miguel District. Automatic members of the Handicap Committee, Investigatory Committee, and Rules Committee. As members of the Rules & Investigatory Committee, along with the Vice President, they will investigate complain, abuses, manipulation, cheating and any other problems that is affecting the club and make suggestions and recommendations to the Handicap Committee for action. Must be a sole member for two consecutive years.

SECTION VII: THE HANDICAP CHAIRMAN. Appointed by the President. He/she assumes the job of Handicap Committee Chairman. Responsible for registering new members and securing Ghin# from SCGA. He will work with the Treasurer in the registration and deletion of members with SCGA. Responsible for creating the Rules Committee, Scoreboard Committee, Finance Committee, Awards Committee and Membership Committee. Must be SCGA certified and sole member for three years.

SECTION VIII: THE TOURNAMENT DIRECTOR . Appointed by the President. Member of the Handicap Committee. Secure golf courses for the club and act as the event coordinator with all the golf courses. Will work with the Handicap Index Director to establish the Parshooter Handicap Index. Shall submit list of players and pairing (4) days before the Tournament to all golf courses. Shall coordinate all tournaments, prizes, awards and expenses with the Treasurer. Will assist the President and Treasurer in the day to day operation of the club and updates members via the Parshooters website . Must be a SCGA certified and a Sole Member of the club for three years.

SECTION VIIII: HANDICAP COMMITTEE. The Committee will be composed of the Handicap Chairman, Tournament Director, President, Vice President, Handicap Index Director, four District Governors and appointed members. Divide themselves into sub- committees such as Rules & Investigatory Committee, Scoreboard Committee, Finance Committee, Awards Committee, Audit Committee and Membership Committee. Impose rules established by the SCGA and USGA. Established local rules and policies. Audit the Treasurer. Check, review, and verify all financial records. This Committee will enforce, assist, regulate, penalize, and marshal the activity of the club to insure fairness, parity and equitability. The Handicap Committee will be the club's main council. All suggestion, ideas, proposals, and recommendations must be discussed, analyzed, debated and approved by this Committee before it is presented to the members.

SECTION IX: FACEBOOK COORDINATOR. The Facebook Coordinator will be responsible for taking pictures and videos during tournament games and club awarding ceremonies. Will post these pictures to the club website and Facebook for members to see. Will coordinate facebook activity with the Website Coordinator.

SECTION X: WEBSITE COORDINATOR. The Website Coordinator will be responsible for maintaining the Club Website. Will work with the President and Handicap Chairman to make sure all information are appropriate. Work with the Facebook Coordinator to make sure all tournament photos and videos are posted in the website and facebook.

SECTION XI: SCOREBOARD COMMITTEE. Responsible for tallying and maintaining all tournament scores. Declare the champion, winners and placers, Closest to the Pin and Long Drive Winners.

SECTION XII: RULES & INVESTIGATORY COMMITTEE. Responsible for interpreting the Rules of Golf, including Local Rules. Investigate and settle any reviews, protest and inquiries from a foursome or a member after the tournament. Penalized, Suspend or Disqualify any foursome or players that violate or abused the Rules of Golf.

SECTION XIII: FINANCE COMMITTEE. Responsible for collecting fees and the distribution of prizes to the winners and placers. Manage and monitor the club financial activities.

SECTION XIIII: AUDIT COMMITTEE: Responsible for auditing the Treasury every quarterly to make sure the club finances are in order.

ARTICLE 3: MEMBERS AND THEIR DUTIES

SECTION I: Each member must be an avid golfer. Must read, understand and support the Constitution, By- Laws and the Playbook of the Club. Must learn and play within the USGA and SCGA Rules and Local Rules established by the Handicap Committee, must protect the integrity of the game at all times. Members will be assigned as official referees or scorers to monitor the game, enforce the Rules of Golf and the integrity of the game. Each member must play (20) twenty games within a year to maintain his/her membership.

SECTION II: PARSHOOTERS HANDICAP INDEX will come from our official tournament scores only. Will be maintained and monitored by the Club Handicap Index Director. The Scoreboard Committee will verify and validate all scores before it becomes official and handed over to the Handicap Index Director for posting.

SECTION III: Members that are caught cheating, manipulating and abusing the USGA rules will be reported to the Rules & Investigatory Committee for Review. Good sportsmanship, honesty, integrity and professionalism must be above everything. The coin phrase, " It’s a gentlemen’s game," must be practice in the golf course. Posting your true and honest scores will get more respect and admiration from your peers. Don’t conspire with other members for the sake of winning a tournament. SECTION IV: MEMBERSHIP FEE. All members must pay the SCGA membership fee and club membership fee of $60.00 to be officially a member of the Parshooters Cub. Renewal of membership with SCGA is process every year from October to November. Every November and December, the Secretary- Treasurer, Tournament Director and the President will review the Club Roster and delete all in-active and non- supportive members.

ARTICLE 4: MEETINGS AND ELECTION.

SECTION I: The Handicap Committee will meet on the 1st or 2nd week of January and set up and approve the playbook of the Mabuhay Fil-Am Tour. They will meet again on July and discuss the playbook for the 2nd half. The Handicap Chairman can always call an emergency meeting if need be.

SECTION II: Election of officers is held on the first Tuesday of December. Handicap Chairman will appoint members of the Handicap Committee. All officers and committee members will take their oath of office in December during an award ceremony.

SECTION III: ELECTION RECALL. The Members can recall the President or the Vice President if they are unfit for Duty. Special election will be scheduled by the Handicap Chairman.

ARTICLE 5: EXPULSION, RESIGNATION & DISSOLUTION.

SECTION I: Members who cannot comply with the club’s By-Laws or maintain proper decorum during tournaments and other club activities, will be expelled or voluntarily resign and will have no rights to the assets of the club.

SECTION II: Members have the right to expel a member by a majority vote, if that member is disruptive, disrespectful, nuisance, abusive, defiant, arrogant, manipulator, non-supportive, in-active or cannot get along with other members. The Handicap Chairman can suspend a member if found guilty of the all negative attitude mention above until the process of expulsion is done. The President must start the process and expel the member by initiating a secret balloting .

SECTION III: The club shall be dissolved when approved by (2/3) of the members . Only then shall all assets be equally divided amongst those who are members on the date of dissolution.

ARTICLE 6: FIL-AM TOUR TOURNAMENTS.

SECTION I: WEEKLY TOURNAMENTS. All club tournaments will be played every Tuesday. The Tournament Director will secure a golf course and designate time and date. He will assign the pairings, supervise, and designate official referees and scorers to insure the tournament is played in accordance with SCGA/USGA Rules. The “A” , “B”, “C” & “D” Flight competition shall be applied in these tournaments. There will be 1st , 2nd , 3rd , 4th or 5th place finish on each flight depending on the total prize collected. The Handicap Index Director will assign a handicap index for each of our Tournaments. All weekly tournaments will get assigned a title sponsor from the membership rosters. (example: Doming Abella Classic, Nick Abrenica Heritage, Invitational, Legend, National or Tradition.)

SECTION II: LOCAL RULES. All local rules will get established by the Handicap Committee, Rules Committee, Scoreboard Committee and Tournament Director. Local rules established by the club: Maximum Scores: par-3….(9) strokes, par-4 ….(10) strokes, par-5….(12) strokes, sand or bunker... (4) strokes. No gimmies. Lift, clean & place will get activated by the Rules Committee depending on the condition of the course on tournament day. No protest, inquiry or review once we leave the golf course after the tournament. SECTION III: MAJOR TOURNAMENTS. The club will have seven major tournaments: The Banaue Open, Mabuhay Open, Sampaguita Open, The San Miguel Open, Tournament of Champions, Mabuhay Fil-Am Masters & Las Vegas Open. Every Major Tournaments will be composed of two Tournaments.

SECTION IV: TOURNAMENT OF CHAMPIONS. Qualifiers for the Tournament of Champions are weekly tournament champions and flight winners , Tournament of Champions champion, Major Open champions, #1 ranked player , Mabuhay/Fedex Cup champion, champion of the Tour of the 70’s, Player of the Year, Rookie of the Year, Fil-Am Masters, Long Drive champion, Closest to the Pin champion and Club champion.

SECTION V: MABUHAY FIL-AM MASTERS. This is another major tournament to determine the Masters Champion of the club.

SECTION VI: GOVERNORS CUP . To honor the four Governors of each district, the club will play quarterly Governor’s Cup Tournament. 1st quarter sponsored by the Banaue Governor, 2nd quarter by the Mabuhay Governor , 3rd quarter by the Sampaguita Governor and 4th quarter by the San Miguel Governor.

SECTION VII: MABUHAY/FEDEX CUP. This tournament starts on January to December every year. This is how Mabuhay Points are scored. 1st place - 51 points, 2nd place - 41 points, 3rd place - 31 points, 4th place - 21 points, 5th place - 11 points, 6 points - rest of the field. The tournament will be monitored by the Handicap Chair-person. A member will accumulate points every time he/she play. The Top Qualifiers will play in the Elimination Rounds to determine the top (10).

SECTION VIII: FIL-AM MATCH PLAY. The club will play (4) match play tournaments; single match play composed of the Banaue bracket, Mabuhay bracket, Sampaguita bracket & San Miguel bracket. Olympic tournament composed of; Team Chula Vista, Team Escondido, Team Mira Mesa, Team Penasquitos, Team San Diego, Team Temecula. Malacanang Cup composed of; Banaue District, Mabuhay District, Sampaguita District and San Miguel District. Mabuhay Fil-Am Ryder Cup; North (Red Team) versus South (Blue Team)

SECTION VIIII: PRESIDENT'S CUP. The President's Cup will be played on the first Tournament of the year. It will be the beginning of the FIL-Am Tour. The Qualified Players to play in the Presidents Cup are composed of past Major Open Tournament Champions, Tournament of Champions Champions , Club Champions, Mabuhay Fedex Cup Champion, #1 Rank Player, Elite seventy Champion, Closest to the Pin, Long Drive Champion, Chula Vista Cup Champion, Escondido Cup Champion, Mira Mesa Cup Champion, Penasquitos Cup Champion, San Diego Cup Champion, Temecula Cup Champion and Rookie of the Year and Player of the Year.

SECTION X: ANNUAL MEMORIAL TOURNAMENT. The Club will play every year a Memorial Tournament to remember and honor the departed members of the Parshooters.

ARTICLE 7: MAJOR SPECIAL AWARDS.

SECTION I: PLAYER OF THE YEAR . The Player of the Year Award will be nominated by the Tournament Director base on his winning records. Must be a Flight Winner (5) times to or more to qualify and selected by the members on election day.

SECTION II: ELITE PLAYERS OF THE SEVENTIES. You have to be (70) years young to play in the Tour of the Elite Seventies. The player who has the most Mabuhay Points wins the Tournament of the Seventies.

SECTION III: ROOKIE OF THE YEAR. A rookie is a player who earn his Handicap Index with the Club for the first time. In other words, he is fresh from the farm. Must be a flight winner to be Nominated for Rookie of the Year Award. The members will vote on election day and select the Rookie of the Year. SECTION IV: HOLE IN ONE CONTEST. Any player who makes a Hole in One on any Par-3 wins the established jackpot on that tournament. Two or more will split the pot if there is needed.

SECTION V: CLOSEST TO THE PIN CONTEST. Closest to the Pin contest will be played in all Par (3) in all Tournaments.

SECTION VI: FIL-AM RANKING. The club will award the Number-1 Rank Player of the Fil-Am Tour at the end of the year.

SECTION VII: LONG DRIVE CONTEST . The Club will Award the Longest Drive Champion at the end of the Year. Long Drive contest will be played each tournament according to flights.

SECTION VIII: CLUB CHAMPIONSHIP . The Club Championship Tournament will be played on last four tournaments of the year to determine the Club Champion. No Qualifying.

ARTICLE 8: EXPENDITURES AND DONATION OF FUNDS:

SECTION I: Club funds shall be expended only for the benefit of the club members. Club donations and charity contribution must be handled by the President. Donation of funds will be limited to members, spouse and immediate family only. The President will inform the members on all donations and charity contributions.

SECTION II : The President and the Tournament Director will be responsible for the publication of all club articles and newsletters. The Facebook Coordinator will take pictures or video during tournaments and award ceremonies and post it in the club website, YouTube and facebook for members to see.

ARTICLE 9: RECRUITMENT OF NEW MEMBERS:

SECTION I: Members must invite their prospective member to play as a guest three times or more before they are qualified to join the club. This will allow the prospect to observe and evaluate the club and vice versa.

SECTION II: New members must play with the club five times before he/she is assigned a Parshooters Handicap Index and SCGA index. The Handicap Index Director can assign him/her a temporary index using the SCGA index as the reference.

SECTION III: CHRISTMAS PARTY. The Club will have a Christmas Party every year to induct our Elected Officers, honor and awards our Champions, Player of the Year and Rookie of the Year.

ARTICLE 10: SCGA RECOMMENDED HANDICAP ADJUSTMENT PROCEDURES:

SECTION I: The SCGA Recommended Handicap Adjustment Procedures shall be used by the Investigatory Committee and Handicap Committee as guidelines to advice, counsel or discipline members who are abusing or manipulating the USGA Handicap System.

SECTION II: RULES & INVESTIGATORY COMMITTEE. Composed of the Vice-President, four Board of Governors and other appointed members. They will be responsible for responsible for investigating complaints, inquiries or protest from a member towards another member. ARTICLE 11: REPEALING AND AMENDING THE BY-LAWS:

SECTION I: It will take 2/3 votes of the members to repeal the Constitution and By-Laws.

SECTION II: It will take a majority vote by the members to amend the Constitution, By-Laws, Playbook, Tournaments and Awards. The Handicap Committee may add an addendum to our Constitution and By-Laws.
