United Nations: Poverty rate in Iraq, 23 percent Baghdad – Mada Newspaper, Irakna News Net, Voice of Iraq News Net, Sumaria News Site & Hurria TV, Nov. 17 The United Nations Mission in Iraq, on Wednesday, said the poverty rate in Iraq is up to 23%, confirming they are working on creating job opportunities for young people in the oil and gas field and building the capacity of government institutions to benefit from the experience.

The Country Director of UNDP in Iraq Peter Batchelor during a press conference at United Nations Headquarters in Baghdad said that “the proportion of poverty in Iraq, according to numbers registered with the United Nations is up to 23%,” indicating that “the United Nations is working to create jobs for citizens in

1 oil and gas. “

He explained that “the mission is building the capacity of government institutions and the provincial councils to take advantage of them,” noting that “one of the biggest challenges that Iraq faces is the lack of technical capabilities that frame to provide assistance to the beneficiaries and there is a gap in technical capacity to provide assistance.”

He added that “today our program works great on supporting the national reconciliation process in Iraq, especially in the Iraqi parliament as the MPs representing different denominations; we see that if the parliamentarians committed themselves to support the national reconciliation that will reflect positively on the government’s commitment to this endeavor.”

Diyala poverty increasing as insecurity stalls investment Diyala – AKnews Agency, Nov. 14 Local officials in Diyala said the rising poverty and stalled investment in the province is due to the lack of security and stability. They warned of the painful consequences.

The rate of poverty in Diyala reached 37% of the province's 1.5 million people. The majority are concentrated in rural areas according to statistics by the Ministry of Planning issued last year.

Deputy Governor of Diyala for Planning and Budget issues Talal al-Jabbouri told AKnews that "the increasing rates of poverty will increase corruption, organized crime and the threat of armed groups. There is a need to prepare and implement effective projects to reduce the poverty rate."

Jabbouri attributed the reasons for the high poverty rates in Diyala to the "terrorist" acts which affected the province during past years, remnants of the former regime, and neglecting various social segments. He called for directing the wealth of Iraq to eliminate poverty, the presence of which has become unacceptable.

"The government is able to address poverty and improve the living standards of the citizen in all the provinces because of our economic prosperity, considering that the poverty rate in Diyala and the province is under control. The end of the U.S. withdrawal from the country will be a positive factor in achieving economic progress that will bring down the rates of poverty and unemployment and improve the lives of citizens. "

A number of Iraqi economists assured AKnews on Sunday that Iraq failed to fulfill projects in the 2011 budget to decrease the poverty while the ministry says that Iraq needs US$ 6.8 bn to reduce the level of poverty in the country.

Foreign Ministry statement said Zebari discussed, during a meeting with a UN delegation led by Assistant Secretary General, Amat Al Alim Alsoswa, cooperation horizons in the co-financing field for the rehabilitation of the educational sector in Iraq, particularly building schools and teachers training.

He added "the value of the UN program in Iraq allocated for building schools and teachers’ training is $250 million."

The UN delegation's visit to Iraq takes place to mark the elapse of 35 years since the start of the UNDP work in Iraq.

Meeting to implement the program of health promoting schools Baghdad – Mada Newspaper, Nov. 16 The Department of Primary Health Care of the Department of Health of Baghdad - Rusafa has held a meeting included a number of education supervisors and health coordinators in the Departments of Education of Rusafa, First, Second and Third for the purpose of applying the program of health-promoting 3 schools.

The director of the media in the department, Abbas Radhi, yesterday said that the meeting discussed the obstacles face the work of the health coordinators in the Ministry of Education as they considers a link between the ministries of health and education.

For his part, the Director of the Division of Health Promotion explained that the main objective of the health coordinators is to work to spread awareness in order to activate the program of health-promoting schools, which began in 6 schools, indicating the importance of the program to deliver information of health without any difficulties, stressing that the department adopts the program of health-promoting schools in 6 schools in Rusafa.

Radhi said that the current time is witnessing the spread of some viruses, and requires taking all necessary precautions, especially in schools which is one of the places where the infection moves quickly to a large number of children.

During the meeting, it was emphasized on the significant role to be undertaken by the health coordinators in the Ministry of Education by providing advice and guidance in schools in order to get healthy students and create a healthy environment in schools through a plan of cleaning reflected positively on the health of students, and that there is a joint work plan between the Division of Health Promotion and the Division of Media to transfer health programs to the citizens through various media in order to get a society free of diseases. Ministry flattens Kirkuk mud schools Kirkuk – AKnews Agency, Nov. 15 The Iraqi Ministry of Education has ordered the leveling of the mud schools in the suburbs of Kirkuk province, an official said.

Fawziya Awanis, Kirkuk deputy general director, told AKnews that there are still 39 mud schools in the province which will be razed to the ground in the next six months.

During a visit to the province earlier, Mohammed Tamim, the education minister, promised that his office will replace the mud schools across the province and Iraq in general with modern establishments. Low level of education in Maysan caused by lack of school buildings Maysan – Mada Newspaper, Nov. 15 Member of the Provincial Council of Maysan, Suhair al-Minshidawi revealed the formation of a committee to prepare a fact file about the educational in the province.

Al-Minshidawi said the goal of this step is to improve the educational process and preview the school buildings and their capacity for students, noting that the Director General of Education Department had previously announced the need of the province for 214 new schools to end the overcrowded faced by the Department of Education, which is one of the main reasons for low level of education.

Regarding the lagging of school building projects, al-Minshidawi noted that they should be followed-up by the Education Committee of the Council as they suffer from delay of implementation for a long time, including 50 schools within the recovery plan of the marshes and 3 schools within the grant of Kuwait. A statement by the ministry said today that the company contracted with the Ministry of Education to build schools in a manner of turnkey construction and that 132 schools have been forwarded to the implementation in the province of Anbar and Karkh district in Baghdad, noting that 167 more schools are under the referral in the province of Diyala and Rusafa in Baghdad. Garmiyan to teach school children traffic rules Garmiyan – AKnews Agency, Nov. 15 In order to fight the high numbers of casualties in traffic accidents, Garmiyan started a month-long awareness campaign to teach school children how to behave in traffic.

The traffic police of Garmiyan will teach children in primary schools the traffic rules, Naser Ahmed, police chief in Garmiyan, said.

Garmiyan's educational director, Fryad Hussein, praised the campaign. "The cities are constantly enlarged and the number of cars raised, therefore, the students should become aware of rules that regulate the traffic and ensure their safety," he said.

In June, KRG reported that 300 people died, 3,000 were injured in traffic accidents in the Kurdistan Region in the first six months of the year. It remained unclear if these numbers were higher or lower than in previous years.

5 Health centers lack of BCG vaccine Baghdad – Assabah Newspaper, Nov. 16 An official source at the Ministry of Health assured the lack of most health centers in Baghdad and the provinces currently to BCG vaccine, adding that the ministry recently received 500.000 doses of the vaccine from Japan and are currently under chemical and physical testing in the Institute of serums and vaccines in preparation for distribution on health centers, expressing hope that the coming days will witness providing of the vaccine in the centers for vaccination of children.

He added that the vaccine should be given to children in less than a year because scientific studies have proven it is not effective after that period, calling on parents to vaccinate their children with vaccines available in health centers, including the vaccine of virus hepatitis, typhoid, and not only the BCG vaccine.

The source explained that this vaccine is included in the national routine vaccination schedule for children and is used to prevent complications of tuberculosis disease when it occurs for children in the first year of age, pointing out that the ministry has joint coordination with UNICEF to provide vaccines.

He stressed that the ministry had vaccinated a large number of children during the last term after distributing 500.000 doses of vaccine at the beginning of last May when the National Center for Pharmaceutical Control completed tests on the vaccine, including that it is free of radiation.

Launching the second round of the vaccination campaign against polio Baghdad – Assabah Newspaper & Iraq Hurr Radio, Nov. 13 Ministry of Health launched, today, the second round of the autumn comprehensive campaign of vaccination against polio across the country.

The director of the expanded program of immunization in the ministry, Dr. Moataz Mohammed Abbas told Assabah that the campaign is complementary to the routine vaccination schedule prepared by the Ministry and to complete the ministry's plan aimed to vaccinate all children in Iraq with various vaccines until 2015.

He explained that the second round of five-day targets the vaccination of about five million children in the country under the age of five.

He said the first round, which started during the last month has achieved good results, as the percentage of coverage reached to more than 90%, drawing attention that the ministry had not record any new cases of polio for the tenth year respectively. The official of the technical section of the hospital, Dr. Ahmed al-Sarraj said that the hospital receives these numbers of new infections of cancer annually out of about 80 thousand visitors.

Al-Sarraj added that scheduling long terms for scan of patients due to cumulative matter, and that the devices that were used in the tests were old, saying that five diagnostic centers were diagnostic recently and working in the provinces of Basra, Babil, Anbar and Baghdad and that will reduce the momentum on the hospital and reduce the dates of tests. More than 200 doctors and pharmacists killed since 2003 in Iraq Baghdad – Voice of Iraq News, AKnews Agency & Sawa Radio, Nov. 17 Ministry of Health held a memorial ceremony for the Head of Pharmacy Division of the Inspector General Department Fadhil al-Shujairi, who was assassinated with an adhesive bomb installed in his car a few days ago, continuing the series of doctors and pharmacists assassination in Iraq.

The inspector general at the ministry, Adel Muhsin suggested the involvement of someone who imported expired drugs with the killing of al-Shujairi who was investigating the files relating to this issue.

Muhsin pointed to the deaths of more than 200 doctors and pharmacists since 2003, calling the security forces to provide security for the health sector.

The Parliamentary Committee on Health and Environment had already discussed proposals to arm doctors and pharmacists to reduce their risk of assassinations, but these proposals met with strong rejection. Iraq, part of diabetic pandemic Duhok – AKnews Agency, Nov.15 According to the most recent statistics, one in ten Iraqis is diabetic.

Abdullah Saeed, Duhok health director, told AKnews that the Iraqis and Iraqi Kurds do not have a healthy diet and generally do not exercise. These two factors are known to increase the risk of developing the disease.

The World Health Organization (WHO) estimates there are 346 million people suffering from diabetes worldwide. It is a chronic disease that either when the body does not produce enough insulin, the chemical that helps the body breaks down sugar, or what insulin is produced cannot be used properly.

According to the WHO symptoms of the disease can include excessive urination, thirst, constant hunger,

Medic murdered in Mosul Ninawa – AKnews Agency, Sumaria News Site & Forat TV, Nov. 15 A doctor has been killed in his clinic in Gayyara District, 30 km south of Mosul.

This is a grim echo of the violence perpetrated against medical staff following the 2003 U.S. invasion when Iraq's doctors fled the country in thousands.

195 infected with pandemic influenza Baghdad – Mada Newspaper, Nov. 13 The Ministry of Health registered 195 infected with pandemic flu across the country until last Mid-August.

A source in the ministry said in a telephone call to Mada Newspaper that the cumulative number until mid- August had reached to 195 cases, 15 of them died, indicating that the deaths were 8 in Baghdad, 4 in Basra and one in each of the governorates of Erbil, Najaf and Diwaniya.

Iraqi and U.S. citizens lead a campaign to improve the situation of orphans in Iraq Baghdad – Sawa Radio & Voice of Iraq News, Nov. 17 Iraqi pilot Fareed Lafta and U.S. citizen Kent Couch plan to fly in the sky of Baghdad in a unique way, in a move designed to improve the situation of orphans in Iraq.

It is scheduled that the two young men are to fly using two chairs and a wide range of balloons from the Shaab Stadium in March of next year, in the presence of a large number of Iraqi youngsters and orphans.

Lafta mentioned on his website that the flight was supposed to be launched in Baghdad on Tuesday but was postponed until next spring to give an opportunity for organizations expressed interest in participating in this adventure.

Couch, who has a gas station in the American state of Oregon, had similar flights in the United States to hundreds of kilometers.

9 Ministry of Labour complained of limited reform complexes to house juveniles Baghdad – Assabah Newspaper, Nov. 16 The Ministry of Labour and Social Affairs complained of the few correction complexes to house juveniles, while the total number released during the current year was 406 juveniles.

An official source in the Juveniles Correction Department of the ministry said that 406 juveniles of both sexes were released during this year after they completed their sentences, warning at the same time that the reform complexes are experiencing contention numbers of inmates of juveniles and displaced persons reached to 1087 of males and females which the department cannot absorbed within the correction complexes, as the buildings are old (built 60 years ago) and suffer from neglect and have not been restored over the past years.

Child freed from kidnappers in Karbala Karbala - Aswat al-Iraq News Agency, Nov. 13 Karbala's security forces managed to free kidnapped child after less than two hours, as reported by the first deputy governor.

Abbas Hameed Al-Mussawi told Aswat al-Iraq that a 5-man force managed to free a kidnapped child in Saif Saad district, 4 km south of the city, and was returned to his parents.

The kidnappers were arrested during this operation.

Suicide of a young woman hanged in her home northeast of Diyala Diyala - Voice of Iraq News & Sumaria News Site, Nov. 17 According to a police source in Diyala province, Wednesday, a young woman committed suicide by hanging in her home northeast of Diyala.

The source said that "young woman at the age of 20, committed suicide, Tuesday evening, by hanging herself with a rope tied to ceiling fan, inside her home in a farming village in Muqdadiya District (35 km northeast of Diyala)."

The source, who requested anonymity, said that "A security force opened an investigation into the circumstances of the incident," without giving further details.

Sources in human rights organizations operating in Diyala province confirm recording of several suicides of civilians in different parts of the province this year, but the motives of suicides were different, most of which were due to family problems and lack of awareness of the importance of psychotherapy. 10 Iraqi women trafficked for sex London – Mada, Mashriq, Mowaten Newspapers, Iraq Hurr Radio, PUKmedia & Voice of Iraq News Site, Nov. 13 A rights group in London has claimed some Iraqi women and girls are being tricked and forced into sex work.

The Social Change through Education in the Middle East Organization has said the women, numbering in the thousands, have been forced into sexual slavery since the 2003 US-led invasion of Iraq.

The organization has further claimed that around 5,000 Iraqi women and girls have been trafficked to places such as Syria, Jordan, Lebanon, the United Arab Emirates and Saudi Arabia for sexual exploitation.

The London-based group has accused Iraqi authorities of not doing enough to address problems which await vulnerable girls and young women.

It has claimed that many young women are being offered shelter and accommodation, only to find they are living in brothels. The return of many Iraqis from Syria escaping the internal situation Baghdad - Voice of Iraq News, Ikhbariya News Agency, Mada Newspaper, Forat TV & Nawa Radio, Nov. 19 Minister of Displacement and Migration, Dindar Najman Dosky, announced the return of Iraqi families from Syria, because of internal conditions that prevailed in Damascus.

Dosky said that the ministry is seeking to register the families returning from Syria who escape the internal situation there, for fear of what will happen in the future, noting that the Syrian conditions prompted many Iraqis to return.

He noted that the ministry does not have the complete statistical number of the returnees from Syria, because it cannot ask the returnee that question on the Iraqi border, calling them to visit the headquarters of the ministry to register.
