1 Call to order, introduction of attendees and approval of agenda

The Chairman called the meeting to order and introduced the attendees shown in the table below. The agenda was read and approved.

2 Discussion of RTCM standard 12301.1, petition to FCC (Paper 157-2009- SC123-PET ) and the plan to further develop RTCM 12301.1

Ghassan Khalek announced that the RTCM petition to the FCC for approval of RTCM 12301.1 has been moved forward for final FCC approval. In the interim, manufacturers may apply to the FCC for a waiver to add this capability to their current equipment authorizations in accordance with this RTCM standard. The Chairman stated that the purpose of this meeting was to confirm our plans for the further development of RTCM 12301.1, by annexes, to describe extended AIS applications and VHF Data Exchange (VDE) on VHF maritime frequency channels that are not already specifically designated for data transmission, considering the relevant actions of IALA and ITU. Special guest Joe Hersey from the USCG was invited to present the need for a supplemental standard to the AIS standard Recommendation ITU-R M.1371-4 that would facilitate: 1.) EAIS (Encrypted AIS) on a 3rd channel in addition to AIS 1 and AIS 2; 2.) OTAR (Over-The-Air-Rekeying) of EAIS encryption codes; and 3.) AIS transmission by aircraft in addition to SAR aircraft. SC123 discussed various ways to accomplish this and decided that RTCM 12301.1 could be revised with a new Annex 1 describing this extended AIS application to meet this need. SC123 also decided to provide an additional Annex 2 that would describe VDE applications in accordance with Recommendation ITU-R M.1842-1.

3 Discussion of IALA E-Navigation Committee’s plans related to VHF Data Exchange (VDE) and extended AIS applications ( RTCM paper 095-2012- SC121-071 ) .

The Chairman presented IALA’s plan for a next-generation AIS that would provide extended AIS applications and VDE on additional channels.

4 Discussion of the ITU World Radio Conference modifications and agenda for further modification of RR Appendix 18 related to VDE and extended AIS applications (RTCM papers 095-2012-SC121-071 and 097-2012-SC121-073 ).

The Chairman presented a summary of ITU actions in WRC-12 and agenda items for future WRC-15 and WRC-18 for frequency arrangements to support the IALA plans above.

5 Initial drafting of RTCM 12301.1 Annexes.

This work has been on-hold and now SC123 has decided to commence work on Annex 1 to describe extended AIS applications on a 3rd channel that would meet the need expressed by the USCG and also provide for commercial applications. Work on Annex 2 will commence when Annex 1 is complete.

6 Based upon discussions under agenda items 2 through 5; development of the future work plan for SC123 (homework assignments)
