PROCEEDINGS OF THE BEADLE COUNTY COMMISSION MARCH 13, 2012

The Board of Beadle County Commissioners met Tuesday, March 13, 2012 pursuant to adjournment of March 6, 2012 with members present: Chair Benson, Drake, Mattke and Werner. Absent: Marcus. The minutes of March 1, 2012 were approved. Emergency Management Director, Tom Moeding met with the board to discuss Foster Township’s desire to apply for a Grant through Beadle County for a Hydrologic Study of middle Pearl Creek at the crossing of 201st Street and 416th Avenue, Foster Township, Beadle County, South Dakota. Tom will contact John Clem of 3rd District Planning and get all the final information needed for the Grant. Moved by Werner, seconded by Mattke. Motion carried. To approve quote of Snyder Construction to install 16” plexiglass at 1110 3rd Street SW Huron, SD; in the amount of $1,715.00. Richard Rathjen met with the board to discuss his concerns about the Oscar\Bixler\Peterson Spink County Drainage Permit to install drain tile (N 1/2, SE 1/4 33 & S 80 acres of NE 1/4 33-114-62). The commission informed Mr. Rathjen that at this time they do not have any issues with the drainage proposal, unless there is something in writing from either the Township Board or DENR (Department of Environment & Natural Resources) Mayor David McGirr met with the Commissioners to discuss office space for the 4-H Youth Advisor & Office Administrator. There is space available with Central Park LLC there would be an initial cost $11,906.28 which is from a quote that the city already had. The first 3 years would be rent free including shared use and Janitorial Services for Common Areas, restrooms and occasional use of Conference Room also includes heating, air conditioning and electricity. Mayor McGirr also discussed the possibility of the City & the County entering into an agreement/contract for prosecuting services. Moved by Werner, seconded by Mattke. Motion carried, pending approval of the 4-H Leaders Association, to approve 4- H Lease Proposal with Central Park LLC. The Board adjourned to meet next on March 20, 2012 at 9:00 a.m.
