FLAG DAY COLLECTIONS 2006/2007

1. Introduction

The Sub Committee is requested to select those organisations, which are to be allowed to hold Street Collections (Flag Days) in Blackpool during 2006/2007.

At the meeting of the Environmental Health and Public Protection Committee on 16th October 1973, it was agreed to adopt the policy of the former County Borough Council's Public Safety Committee in relation to Street Collections. This policy originally restricted the number of Street Collections held in any one year to 14, but in 1984 the Environmental Health and Public Protection Committee agreed to increase this number to 16. It has been the usual practice to allow these collections on Saturdays.

2. Rota of Organisations

A number of organisations are granted collections on a Rota basis, either annually, two years out of three, or one year out of three. The rota system was last revised in 1978 and the allocation of street collections to those organisations is set out in Annex `A' showing previous and future allocation.

3. Organisations that are due to be allowed a Collection In 2006/2007 according to the Rota

If the Sub Committee wishes to continue to allocate collections on the basis of the agreed Rota the following organisations should be granted permission to hold Street Collections in 2006/2007:

3.1. Royal British Legion

3.2. British Red Cross Society

3.3. The Salvation Army

3.4. Blackpool Sea Cadets

1 The following organisations are on the rota system for a collection for 2006/2007, but have indicated that they that they do not wish to hold a flag day for this year:

Blackpool, Fylde and Wyre Society for the Blind

National Childrens Home

RSPCA

Trinity, the Hospice in the Fylde

4. Other Organisations that have applied

If the Sub Committee agrees to recommend that the four organisations set out in Paragraph 3, be granted collections, a further twelve days will remain for allocation amongst other organisations which have applied and which are detailed within Annex ‘B’.

5. Sale of Brochure - Illuminations Switch-On

It is proposed to provide another brochure this year for sale to the public on the evening of the Switch-On of the 2006 Autumn Illuminations on Friday, 1st September 2006 and the Sub Committee will be requested to authorise the grant of a permit under the Street Collections Regulations to permit the sale.

6. Recommendations

The Sub Committee will be requested: -

6.1. To agree that according to the rota system the organisations set out in paragraph 3 of the report be granted a day to undertake a Street Collection in the 12 month period ending 31st March 2007;

6.2 Subject to (6.1) above to nominate further organisations, to a maximum of 16, from those listed in Annex B to be allocated a day to undertake a Street Collection in the 12 month period ending 31st March 2007

6.3. To delegate to the Head of Legal and Democratic Services authority to issue further suitable organisations with permits to the agreed maximum annual total of 16; and

6.4. To authorise the grant of a permit under the Street Collections Regulations to permit the sale to the public of a brochure on the evening of the Switch-On of the 2006 Autumn Illuminations on Friday, 1st September 2006.
