Village of Dousman Board Proceedings October 10, 2016

PRESENT: Pres. Nissen, H. Dessart, R. Hawk, C. Queen & D. Geiger ABSENT: None ALSO PRESENT: J. Kitelinger, Utilities Superintendent

The meeting was called to order by Pres. Nissen and the confirmation of public meeting notice was affirmed by Clerk Nissen

PLEDGE OF ALLEGIANCE

PUBLIC COMMENT

Greg Gunderson from MSA Professional Services was present at the meeting. They are filling out an RFP for the Sludge Maintenance project and wanted to introduce himself to the Board and give some background of his company.

The consent agenda which includes the following was approved on a motion by R. Hawk. C. Queen seconded. CHIEF BOWEN; DOUSMAN FIRE DISTRICT UPDATE

Chief Bowen was not present at the meeting.

POLICE DEPARTMENT

Chief Hartert handed out the monthly report and updated any issues since the report was made.

The Board discussed the issues that the Village had with the Duathalon this year. There was a representative from the Duathalon here and they talked to him about Main Street closure and the parking issues that they had. Pres. Nissen said that they should sit down with the Chief and J. Kitelinger a couple months before the event to get these issues figured out for next year’s event. Ken from Deb’s Diner stated that it brought a lot of business into the Village. Village of Dousman Board Meeting Minutes October 10, 2016 Page 2.

DPW/SEWER/WATER DEPARTMENT

J. Kitelinger discussed the issue of the mowing fee that the Village is charging for public lots. The village is currently charging $50/hour to mow any property not abiding by the ordinance. The Village Board agreed that this should be higher. The Clerk was instructed to work with Attorney Larson to get the Ordinance revised. The Village will now have a landscaping company come to mow the property and the bill will be charged back to the homeowner.

J. Kitelinger discussed the RFP’s for the sludge upgrade at treatment plant. The RFP’s need to be to the Village by November 11th and Joe would like a meeting after that to go through them with the Board. The Clerk stated that we are planning the Budget Hearing on November 22nd at 6 and we could do it after that. Clerk was instructed to check with Attorney Larson to see if we could go into closed session for this item.

J. Kitelinger reported that the sidewalks are almost done being sealed.

The Bio Filter should be done before the end of the year according to Dave Arnott who was present at the meeting. They are working with the contractor, We Energies and the DNR to get it done.

PURCHASE OF 2016 GMC PICKUP

J. Kitelinger presented a proposal for a new truck for the sewer/water that was discussed at the last budget meeting. The price will be $36,900. He stated that he will keep the Dodge and send it to auction.

R. Hawk made a motion to $36,900 for the new 2016 GMC truck to be split between water/sewer. C. Queen seconded. Carried.

CLERK’S OFFICE

The Clerk just went over the meeting schedule with the Board. October 26th Fire Meeting and November 22nd Budget Hearing and meeting for RFP review that was discussed above.

NEW BUSINESS

LAND O’LEAGUES BASEBALL GRADES 5 & 6 BASEBALL FOR 2017

M. Moldenhauer present at the meeting to talk about youth sports. He spoke about the way some of the other programs are working. He would like to reward effort, athletic ability, equal teams. Instead of so much into the only thing is to win.

Looking for 5 home games. Practice starts in May. (Mon Wed) Need a place to play and a place to practice. Softball diamonds are being used 2 days week but hardball diamond is not.

He was instructed to call KMRA to schedule or they would be able to use the hard ball diamond except on Wednesday nights and Sundays.

CONTRACTED SERVICES RE: ROTROFF JEANSON COMPANY 2016 AUDIT & ACCOUNTING SERVICES

R. Hawk made a motion to approve the 2016 Audit & Accounting Services with Rotroff Jeanson Company. C. Queen seconded. Carried.

BOARD OF APPEALS APPOINTMENTS; D. LONGLEY & J. KECK

Pres. Nissen made a motion to approve appointment of D. Longley and J. Keck to another term to the Board of Appeals. C. Queen seconded. Carried.

2016 TAX COLLECTION AGREEMENT WITH WAUKESHA COUNTY

Pres. Nissen made a motion to approve the 2016 Tax Collection Agreement with Waukesha county. R. Hawk seconded. Carried.

STORMWATER AGREEMENT; SETTLEMENT AT UTICA LAKE ADDITION NO. 1; BIELINSKI HOMES

D. Arnott from Ruekert and Mielke was present at the meeting in G. Powell’s absence. He went over the Stormwater Agreement and stated that the Village Engineer and Village Attorney have approved this version of the agreement. The Board discussed the concerns in regards to the Homeowner’s Association and making sure that it is not the same problem that we have in the first phase. D. Arnott stated that G. Powell is very aware of that issue.

Pres. Nissen made a motion to approve the Settlement at Utica Lake 1st Addition Storm Water Management Practice Maintenance Agreement. R. Hawk seconded. Carried. Village of Dousman Board Meeting Minutes October 10, 2016 Page 4.

RELEASE OF AGREEMENT AND DEED RESTRICTION; BIELINSKI HOMES, INC.

This document is a release of an agreement for the deed restriction that is in place with Utica Lake LLC. This Exhibit F will be a new exhibit in the new deed restrictions with Bielinski Homes.

Pres. Nissen made a motion subject to the Engineers approval and the Attorney’s letter dated 10/10/16 the approval of the Release of Agreement and Deed Restriction. C. Queen seconded. Carried.
