ANNOUNCEMENT FOR COMMISIONING OF PROGRAMMES IN RESPECT OF DOORDARSHAN KENDRA, TURA FOR THE FINANCIAL YEAR, 2007-08

Doordarshan Kendra, Tura invites proposals from PrivateEmpannalled Producers of the Kendra against Garo Language only for production of programmes on Commisioning Basis for the financial year, 2007-08 in the Non-fiction category as per instructions of the Directorate General: Doordarshan, New Delhi, under the provision of the Guidelines for consideration, processing & approval of Commisioned Programmes for telecast on North East Channels of Doordarshan on the following broad based topics/subjects.

1. Communal Harmony & Nationall Integration. 2 Eminent elderly personalities having outsdanding contribution to the bigger Garo Society in various field like Art &Socio Cultural activities Education, Sports etc. (for proposal on eminent elderly personalities, the consent leter of the person concerned are to be attached with the proposal) 3. Garos living outside Meghalaya: their life, culture and their contribution to the respective Societies. 4. Significant Folk Cultural Heritage of the Garo and Non Garo Tribes of Garo Hills. 5. Religious tolerance for Peace and Progress of the Society and the Nation. 6. Role of Army and Para Military Forces in combating insurgency, establishing peace and their welfare activities for over all development of the society. 7. Issues relating to futility of violence, Govt. and publlic endeavor for rehabilitation of victims of violence as well as those returned to the mainstream of the society. 8. Global Warming, Green House effect and Envoronmemt protection. 9. Wild life protection with special emphasis to the endangered species Information Act.2005 and Consumer Protection etc. 10. Issues relating to awarenes on Disaster Management, Right to Information Act 2005 and Consumer Protection etc. 11. Role of Special Agencies like NEC, NEDFI,IDBI etc in Entrepreneurship Development, Industrial as well as overall Economic Development in Garo Hills. 12. Issues relating to Social Justice to the weaker section of the society, physically and mentally challenged people, old aged people and issues relating to children. 13. Achievements in sarva siksha abhiyan and National literacy mission in the Garo Hills. 14. Issues relating to implementation of Specific Centrally sponsored schemes and its achievemnt. 15. Achiement in Prime Ministers 15 points programmes. 16. Specific Area based agri and horticultural development, agricultural marketting scenario and rural support in Garo Hills. 17. Adventure and eco-tourism in Garo Hills. 18. Specific Health care issues treatment facilities natural and alternative medicienes safe drinking water and its problems and community healthy including HIV/AIDS. Page No. 2

The proposal shall be in Garo Language only. An approximate 49 (forty-nine) numbers of episodes of programmes are likely to be commissioned. However, Doordashan reserves the right to make changes in the number of programmes to be commissioned, their tyre/genre, themes, subjects and the number of episodes at any stages and its decision in this regard shall be final. The Commissioning will be in a Fixed Budget Basis. An amount of Rs. 1,50,000-00 (Rupees One Lakh and Fifty Thousand) only per Episode for Non- Fiction Category (with 25-20 minutes duration per Episode) will be which may be levied by the Govt. from time to time and payable by the producer.

A. All Empanelled producers (applicants) should note that:

1. Each programme proposal should contain a Non-refundable processing Fee of Rs. 5,000/- (Rupees Five Thousand) only in the form of a Crossed Bank Draft to be prepared in favour of “PBBCI, Directorate General, Doordashan, New Delhi” for each programme proposal. 2. The proposal on a particular Topic/Subject for Non-Fiction Based programme are not proposed for more than 3(three) Episodes. 3. No proposals will be valid without the required processing Fee. 4. One self Address Envelope (11” X 5” in size) is given along with the proposal. B. The following details are required to provide in all proposal. a) Themes/Subjects applied for b) Programme Category, Genre ( i,e. Fiction or Non-fiction, Documentaries, quiz etc.) c) Number of Episodes applied for, d) Language in which applied. e) For Non-fiction based programmes subject, type Broad Outline of Treatment & Script for single/all episodes as applied. f) Details of production Team including names bio-data and address of the Director, Researcher, Script Writer, Director of Photograph and music director along with written confirmation of each one, agreeing to the engaged for the production of the programmes. No change in the production team, once intimated, will be made without the prior consent of prasar Bharati. Page No. 3

g) Cost of Production containing the full details of budget break up at pre-production, production and Post production stages ( this may be in a separate sealed cover, super scribed, proposed budged inside the main cover, although the programmes are planned under Fixed Budget Basis. h) An affidavit to the effect that the shall have no objection to Cancellation of programme assignment, if any information furnished is found to be incorrect at any stage of Commissioning Programes. i) The Producer (Applicant) will produce such other documents and provide such other information at the time of presentation or any other point of time whenever required by Doordarshan. j) Unsolicited, Suo-motto and in completed proposals will not be accepted. k) Two copies of Passport size Photographs of Producers/Directors duly attested by a Gazetted Oficer on Separate Paper must be submitted. l) Proposals submitted by Producers in different Kendras, under different languages must pay separate Processing Fee.

Each proposal shall carry at its first page, an index indicating about the enclosures with their page numbers. All documents/affidavits should be submitted with the proposal. Additional time for submission for such documents will not be given. The Producers should bring their original documents when call for Oral presentation as the same are required fro verification by the Evaluation committee during Oral Presentation or any other point of time.

All proposals should be submitted BY POST and must reach the Kendra on or before 6.00P.M of 28-01-2008 No proposals will be received BY HAND under any circumstances. Proposals reaching the Kendra after the expiry of the fixed last date wil not be entertained. No appeal to receive such proposals beyond the fixed last date on account of Postal delay, Bandh, Road Blockades etc. will be entertained. Hence it wilkl be the responsibility of the Producer (applicant) to ensure submission of their proposal well in advance so that the proposal reaches the Kendra on or before the last date & time of submission.
