Emerging Philanthropists Program GRANT GUIDELINES

The Emerging Philanthropists Program (EPP) is a joint project of The Foundation for Enhancing Communities (TFEC) and Harrisburg Young Professionals (HYP). TFEC and HYP have partnered together to provide an opportunity for emerging leaders in the Harrisburg community to become actively engaged with the power of philanthropy, and is in its third year. The Emerging Philanthropists Program seeks to engage Harrisburg’s emerging business and community leaders with the great possibilities that lie within philanthropic endeavors in Harrisburg. The program will help emerging philanthropists answer questions such as: What does it mean to be philanthropic?; How do I understand the needs of our community?; and What can I do to make an impact? The Emerging Philanthropists Program will provide resources and educational opportunities for Harrisburg’s developing leaders who wish to be actively engaged in giving back to their community.

FUNDING PRIORITY  Nonprofit organizations serving Harrisburg City with programs that provide education and/or reintegration services for diverse populations with behavioral health and addiction needs.  The EPP participants will give priority to programs with a proven track record of success in the focus areas and can demonstrate measurable outcomes.  Applicants may be requested to complete an interview and/or a site visit with the EPP participants prior to the grant being awarded.

SIZE OF GRANTS One (1) $5,000 grant will be awarded to the chosen organization; EPP is unable to fund 100% of any project.

WHAT WE DO NOT FUND In general, EPP does not fund:  Advertising  Capital campaigns  Direct lobbying to influence legislation or funding appropriations  Individuals  National and statewide umbrella organizations that cannot demonstrate a local presence  New staff positions without a substantial plan for sustainability  Religious organizations for religious purposes  Retroactive projects

CRITERIA FOR EVALUATING PROPOSALS The criteria used by EPP Participants to make the award decision are collaboration, capacity, creativity, diversity, relevance, sustainability, and results. For more information, please see the detailed description of the evaluation criteria in the attached “Criteria for Evaluating Proposals”.

SUBMITTING AN APPLICATION  The proposal deadline is August 12, 2016.Prior to submitting an application, applicants are invited to contact Jennifer Strechay, Program Officer for Community Investment, at 717.236.5040 to have a preliminary discussion about your project.  The provided Word document templates must be used for the Grant Summary Sheet, Proposal Narrative, Program Logic Model, Budget Worksheet, and Board Resolution.  Applicants must either be a registered 501(c)(3) nonprofit organization, or have a registered 501(c)(3) nonprofit organization act as a fiscal sponsor for the proposed project.

APPLICATION PACKETS Please provide one complete packet, containing original signatures, in the following order:  Grant Summary Sheet  Board Resolution  Proposal Narrative  Program Logic Model  Budget Worksheet  Board of Directors List with professional affiliations (i.e. current work position)  Three letters of support with original signatures*  If you have indicated Collaboration with other Agencies, include letters with original signatures* documenting the nature of the collaboration. ** One copy of each of the following; these documents will follow the items listed above and are REQUIRED.  IRS 501(c)(3) determination letter  Your most recent audit or financial statement In addition  Do not include brochures, photos, newspaper articles etc. Materials should be bound together with a paper clip only and should not be submitted in individual folders or binders. Do not double side applications.  Failure to follow the steps outlined in these Grant Guidelines may cause your application to be rejected.  Please note, nonprofit organizations with current grant awards from TFEC who are non-compliant with submission of grant evaluations in a timely manner may have subsequent grant applications denied.  All application materials are due by 4:00pm on the proposal deadline. Packets must be received, not postmarked, by 4:00pm on the proposal deadline. Application materials will not be accepted after 4:00pm; incomplete or incorrect applications will be eliminated from consideration.

*Original Signatures are required. Scanned or copied signatures will not be accepted (with the exception of the copied packets). Failure to submit original signatures where required will cause your application to be incomplete and incorrect and your application will be eliminated from consideration. Letters of support from applicant Board Members will not be accepted. **Letters documenting the nature of Collaboration are required for all projects indicating collaboration with other agencies. You should include one (1) letter from each agency indicated in your Proposal Narrative. Failure to submit letters indicating the nature of collaboration will cause your application to be incomplete and incorrect and your application will be eliminated from consideration.

FOR APPLICANTS WHO UTILIZE A FISCAL SPONSOR  On the Grant Summary Sheet, you will be required to provide information regarding the organization who is acting as your Fiscal Sponsor. Within this question, name and contact information should be for the Executive Leader of the organization who is acting as your Fiscal Sponsor.  Your organization is the applicant organization and all other questions on the application should include information relating to your organization and not the organization who is acting as your Fiscal Sponsor.  If applicable, provide the Board of Directors List for both your organization and your Fiscal Sponsor.  If applicable, provide the most recent audit or financial statement from both your organization and your Fiscal Sponsor.  Provide the IRS 501(c)(3) determination letter of your Fiscal Sponsor.

Your application should also include a letter signed by the Executive Leader of the organization who is acting as your Fiscal Sponsor indicating their agreement to act as your Fiscal Sponsor. An original signature is required. The letter should be mailed along with Letters of Support and Collaboration. The organization acting as your Fiscal Sponsor will receive notification of whether or not a grant has been awarded; if a grant is awarded they will be required to execute the Grant Agreement; and the grant funds will be sent to the Fiscal Sponsor to be allocated to your organization appropriately. Your Fiscal Sponsor will be responsible for ensuring the funds are used as indicated in the original proposal and/or grant agreement. Emerging Philanthropists Program CRITERIA FOR EVALUATING PROPOSALS

These criteria were developed to aid in assessing the impact of the Foundation’s investments in programs and projects of promise that lead to tangible improvements in the quality of life in the region. Its overarching goal is to establish both quantifiable and qualitative “return on investment” for The Foundation.

COLLABORATION: Does the project foster cooperation between the applicant organization and others providing the same, similar or complementary services?

CAPACITY: Does the organization have the means to carry out the project effectively, including professional expertise and experience, fiscal, and staff resources?

CREATIVITY: Does the project use a new or original approach? Is the organization willing to think differently about its audience, partners and programs in order to achieve concrete, lasting results?

DIVERSITY: Diversity is defined as the differences that significantly affect the way people understand themselves and are treated or understood by others. It encompasses such things as ethnicity, race, gender, sexual orientation, socioeconomic status, and physical and mental abilities. Is diversity, equity and inclusion reflected in the project?

RELEVANCE: Is the organization or project rooted in the community, responding to a documented need or concern in a timely way? Is the audience or population served involved in the overall program design, delivery and evaluation? Does the project add to the resources or services in the community?

SUSTAINABILITY: Is the organization involved dedicated to the project beyond the Foundation’s initial investment? Have other funding sources been identified or secured, and in what ways can the Foundation’s support be used to leverage the contributions of other funding sources?

RESULTS: Is the project well-planned, logical and feasible? Does evaluation include measuring the effectiveness of process and outcome, with a clear definition of what constitutes success? Are outcomes clearly articulated and can they produce valuable lessons learned and potential replication for other organizations and affected communities? Methods of Measurement Outcome and Evaluation
