INSTRUCTIONS FOR MBE/WBE AND SECTION 3 REPORTS

In conjunction with the close out of your project, please submit the following two reports, the MBE/WBE and Section 3 reports. We need to submit this information to HUD at the end of the year. The forms are enclosed. A brief description of each report follows:

Minority Business Enterprises (MBE) and Woman Business Enterprises (WBE) Report

One of the requirements of the State, as the HOME Participating Jurisdiction, is to report to HUD on the dollar amount of Minority and Woman Owned Business contracts/subcontracts associated with HOME funded projects.

On the enclosed form, please provide information on all contractors and subcontractors, whether MBE/WBE or not. Report contract and subcontract activities of $10,000 or more. Contracts and subcontracts of less than $10,000 need be reported only if such contracts represent a significant portion of your total contracting activity. Include all contract/subcontract activity throughout the time of development, not just during the past year.

Section 3 Report

Another requirement of the State is to report to HUD on the efforts that have been taken to meet Section 3 of the Housing and Urban Development Act of 1968. OHCS is required to report to HUD whether any employment opportunities were generated by the HOME assistance that you received, and if so, if these employment opportunities were provided to low-income persons. HUD considers employment opportunities to be any positions hired in your agency as a result of the HOME investment, or any positions hired by a contractor performing work on the project.

Please take the time to fill out the enclosed form, parts I & II. Provide information on hiring activity that happened throughout the time of development. Please complete and submit the form to us even if no employment opportunities were generated by either your agency or the contractors.

Please return these reports to your Loan Officer along with your project close out materials, and no later than December 31.
