SPENCER BOARD OF ALDERMEN MEETING JANUARY 10, 2017 7:00 P.M.
MEMBERS PRESENT: Mayor Jim Gobbel Mayor Pro-Tem Sylvia Chillcott Aldermen: Mike Boone Kevin Jones David Lamanno David Smith Howard White
Also present were Town Manager Reid Walters and Attorney Rivers Lawther. Mayor Gobbel opened the meeting by asking Alderman Jones to pray. Mayor Gobbel then lead the pledge of allegiance.
RECOGNITION—Mayor Pro-Tem Chilloctt recognized the Public Works Department for their proficient ability to help clear the Town streets from the recent snow storm.
STUDENT APPRECIATION AWARDS were presented to Tiana Turner, North Rowan Middle School; and Tori Lowe, North Rowan High School.
1. ADDITIONS / DELETIONS AND ADOPTION OF AGENDA
MOTION WAS MADE BY ALDERMAN SMITH TO APPROVE THE AGENDA MOTION SECONDED BY ALDERMAN BOONE AND CARRIED UNANIMOUSLY.
2. APPROVAL OF MINUTES
MOTION WAS MADE BY ALDERMAN JONES TO APPROVE THE MINUTES OF THE REGULAR MONTHLY MEETING ON DECEMBER 13, 2016, AND THE SPECIAL CALLED MEETING ON DECEMBER 21, 2016. MOTION SECONDED BY ALDERMAN SMITH AND CARRIED UNANIMOUSLY.
3. DEPARTMENTAL REPORTS were given by Police Chief Mike James, Fire Chief Gray Grubb, Public Works Director Joel Taylor, Land Management Director Troy Powell, and Town Clerk Tori Lowe.
4. TOWN MANAGER REPORT – Town Manager Walters reported that the Town of Spencer will host the annual Rowan County Municipal Meetings to be held at Trinity Oaks, starting January 26, 2017. He also informed the board of a reimbursement received for the Spencer Woods project, along with a possible 100% funded Bike and Ped project that would provide a greenway from Grants Creek to Highway 29 right next to the Davidson County line. He also provided the board with two dates in February for the upcoming annual Planning Retreat. Of the two, February 4th and 18th, the board chose February 18th to hold the event. 5. MAYORAL & DELEGATE REPORTS – Mayor Gobbel spoke of attending a class at UNC- Chapel Hill School of Government on January 6.

NEW BUSINESS
7. RESOLUTION – ROWAN COUNTY DELCLARATION OF INTERDEPENDENCE Chair of the County Commission, Greg Edds, presented Rowan County’s Declaration of Inter dependence, which is to support economical growth in Rowan by keeping the upcoming generation living and working in Rowan county. The Board of Aldermen gave their full support for this declaration and welcomed the opportunity to do so.
8. PROCLAMATION – MARTIN LUTHER KING JR. DAY
MOTION WAS MADE BY ALDERMAN JONES TO ADOPT THE ATTACHED PROCLAMATION ESTABLISHING JANUARY 16, 2017 AS MARTIN LUTHER KING JR. DAY IN THE TOWN OF SPENCER. MOTION SECONDED BY ALDERMAN SMITH AND CARRIED UNANIMOUSLY.
9. RESOLUTION – BLACK HISTORY MONTH
MOTION WAS MADE BY ALDERMAN JONES TO ADOPT THE ATTACHED RESOLUTION PROCLAMING FEBRUARY, 2017 AS BLACK HISTORY MONTH. MOTION WAS SECONDED BY ALDERMAN SMITH AND CARRIED UNANIMOUSLY.
10. REQUEST TO ADDRESS THE BOARD – COMMUNITY APPEARANCE COMMISSION Marla Gobbel from the Community Appearance Commission and Beth Nance, owner of Spencer Doll and Toy Museum came before the board to share the results from the $8000 art grant applied for last month. They received a grant in the amount of $2000, leaving $1000 needed to purchase one of the two pieces they were considering. It was decided that the commission would look for ways to help raise the remaining $1000 needed in order to complete the purchase.
11. CENTRALINA COG APPOINTMENT
MOTION WAS MADE BY ALDERMAN LAMANNO TO APPOINT MAYOR PRO-TEM CHILLCOTT AS THE TOWN’S CENTRALINA COG DELEGATE AND ALDERMAN JONES AS THE ALTERNATE. MOTION SECONDED BY ALDERMAN SMITH AND CARRIED UNANIMOUSLY.
12. TOWN HALL MEETINGS SCHEDULE FOR 2017
MOTION WAS MADE BY ALDERMAN JONES TO APPROVE THE MEETING SCHEDULE FOR 2017 AND ALLOW THE DUTIES OF THE PLANNING BOARD AND ZONING BOARD OF ADJUSTMENT TO BE PERFORMED ON ALTERNATE MONTHS AS LISTED. MOTION SECONDED BY ALDERMAN LAMANNO AND CARRIED UNANIMOUSLY.
13. OVERVIEW OF FINANCIAL REPORT – EDDIE CARRICK Eddie Carrick gave an overview of the Town’s Financial Statement for the 2015/16 fiscal year. Revenues were up 70k from last year and expenditures were also up 11%. Approximately 165k was added to the fund balance and there was 71k spent on street improvements. Our collection rate was at 95.7%, slightly above the average of 71%. The town’s overall net positon increased by 343k due to the conservative spending in the general fund.
With no further business, Mayor Gobbel adjourned the meeting at 8:27 p.m.
