Board of Fire Commissioners Windsor Locks Fire Department Minutes – Thursday, November 15, 2012
1. Call to Order -The meeting of November 15, 2012 was called to order by Commissioner David Montemerlo at 7:30 p.m.
2. Pledge of Allegiance
3. Roll Call -Commissioners present: David Montemerlo and Pat Courtney -Commissioner absent: Dan Riley, and Steve Brown
4. Public Input – None.
5. Secretary’s Report
Commissioner Montemerlo entertained a motion to approve the Secretary’s Report for the meeting on October 10, 2012. Motion was made by Commissioner Montemerlo and seconded by Commissioner Courtney to approve the minutes as submitted. All Commissioners voted in favor of the motion.
6. Report of Officers -Fire Marshal report – -There were 24 inspections and 5 plan reviews (1 construction and 4 site). -Fire on Fairview Street, in the basement of the house believed to be of accidental origin. Dollar loss not yet available. -DFM Jack Lougrhan has officially retired from the Fire Marshal’s Office as of November 2, 2012. -Certificates of Occupancy issued this period: H&M and Century Spa
-Chief report -There were 31 alarms and 3 drills during October. -The Tower 1 Truck Committee has finalized the specs and has sent them to Seagrave awaiting their review and quote. Thank you to this Committee for a job well done. -On October 23rd the Department held the Annual Mandatory Live Burn at the brand new Hartford County Regional Fire School Class A Burn Building. -On October 29 and 30 the Department responded to several calls as a result of Hurricane Sandy. Our calls consisted of a couple of lines down, wires on poles sparking but we were relatively lucky in comparison to those along the coastline. -Our condolences to the family of Ray (Frenchy) Oullette who passed away. He was a former Fire Chief and Fire Marshal and had been with the Windsor Locks Fire Department for 22 years.
7. Standing Committees- Purchasing – Ongoing Budget – We need to begin working on next year’s budget soon. Meetings will be scheduled next month. Training- Ongoing, just finished live burn. Truck – Waiting for the quote. Human Resources- No report Building Committee – No report Ordinance – No report.
8. Old Business – None
9. New Business -FM Donahue will be contacting the Water Company regarding a fire hydrant on Green Manor Terrace that was moved and there is nothing in the area now. 10. Appointments and Promotions – None
11. Correspondence - None
12. Public Input – -A citizen of Windsor Locks wanted to share an idea he had regarding line of duty life insurance. He spoke with the Police Chief, Scott Storms and the Ambulance and they were very interested in this. He wanted to know if the Fire Department was also interested. We thought it was a very good idea. He is going to start by sending letters to area towns that recently had this happen and see what the costs were associated with burying due to death while on duty. He will pass that information on to an insurance specialist who will research policies. Once the research is complete, he will let us know. The policy would be intended to cover all the expenses associated with the death and if there was any left it would be donated to the family. He will solicit the costs, someone else will get the quotes and he will present the findings.
13. Commission Comments – -25 Year Celebration for Linda Donahue and Harley Higgins on Saturday, November 17th at the Fire House. Social at 6:00 dinner at 7:00

Commissioner David Montemerlo entertained a motion to adjourn the meeting at 8:20 p.m. Motion made by Commissioner Montemerlo and seconded by Commissioner Courtney. All Commissioners voted in favor.
