Minutes of the Meeting of Osmotherley Area Parish Council held at Osmotherley Village Hall On Thursday 15th September 2016

1. Present, Cllrs Mr T Swales (Chairman), Mr T Wood, Mr N Coward, Mr D Manging Mr Robin Harker, Mr M Stafford, Mr M Laverick, Mr M Read and HDC ward Member Cllr D Hugill

2. Apologies received from, Mr D Harland, Mr N Ward and Mrs A Atkinson

3. Public Forum 5 members of the public attended to discuss two matters. The first was the state of the pavement at North End. The Chairman confirmed that Highways had been informed and would look into the issue. The second issue concerned the Osmotherley Community Bus and issues surrounding the overnight parking. Volunteers were concerned that the current site was causing issues with a neighbour and asked for help from the PC to find a solution to the problems.

4. Minutes of the meeting of 21st July 2016 were approved with an amendment and signed by the Chairman and Matters arising:

4.2 Police matters A written report was provided in absentia by PCSO Donna-Lise Taylor and read to members for consideration by the clerk. 2 incidents of anti-social behaviour occurred during the period since the last report (at Sheepwash) and there was 1 incident of theft (Thimbleby Hall clay pigeon trap). MR reported on a shooting incident that had occurred in Thimbleby one evening but the police had been informed but had not followed up the incident due to lack of evidence. The clerk confirmed that arrangements for Novembers Remembrance Day parade road closure had been agreed with the police and other bodies.

4.5 HDC and NPA The Chairman reported on the Sheepwash Action Group recent meeting and confirmed that two bridges would need to be installed at the North eastern end of the reservoir and that Sheepwash action group would be looking for grant support. The path around the reservoir had been resurfaced and it was noted that some of the trees were diseased and would need replacing in due time. The clerk was asked to write to YW to thank them on behalf of the community for the improvements to the paths and tree thinning also for supporting ranger and volunteer activity in the Sheepwash area. The NPA have released information regarding a Local Plan Review, closing date 18th November 2016, and it was agreed that a sub group of the PC would meet to discuss. DH reported that the HDC Local Plan was going to cabinet for approval very shortly. 4.6 Maintenance > In a recent annual survey of the Clock tower, carried out by Smiths of Derby, at St.Peters Church it was determined that restoration of the dial would be required. The clerk reported on the progression of this project and confirmed that he has applied for a NYM grant, contacted the PCC and applied for a Faculty. > The church wall restoration has been completed in line with the original specification and the clerk confirmed that he would progress the application for grant payment asap. > It was reported that residents had requested that the tarmac driveway at South End is in need of repair.

4.7 Village Hall Nothing to report

4.8 Playground Lease YW have sent in a revised legal lease agreement for the PC to consider. NC had collated the past papers and had looked into the agreement on behalf of the PC. He concluded that the agreement had been compiled incorrectly and suggested that a professional be appointed to look into agreeing the lease going forward. To this end he had contacted a company in Stockton to undertake this work at a cost of £350 and asked that the PC endorse the action. This was carried unanimously and it was agreed that the clerk and NC visit the solicitors as soon as convenient for all parties.

5. Correspondence Most correspondence is now electronic and is forwarded when received so Members can therefore raise concerns or comments by email to the Clerk should it need to be an agenda item. These items will only be minuted if they are discussed at a meeting. Other items received by mail included: Graham House –NYM have been consulted to clarify recently raised issues and the PC are awaiting a report from them. Following on from the last meeting when a letter regarding biodiversity in grass cutting had been discussed, a further letter had been received from a concerned resident putting a slightly differing point of view. The PC discussed the matter and noted its content. A further letter had been received from the Coordinator of the Osmotherley Community Group regarding a proposal to utilise donations to provide planters to be placed around the village. It was agreed that this matter would be discussed further at a future village Public Forum and combined with the suggested tree planting as agreed with the Osmotherley Gardening Club discussed at an earlier meeting.

6. Planning a) Applications 6.1 Oaktree Farm, Bullamoor Road 16/01406/FUL – erection of mixed use B2/B8 building (approval given during August by email) 6.2 Clack Bungalow – single storey side extension roof materials (approval given during August by email) 6.3 9 (The Cobbles) North End NYM/2016/0582/FL - alterations including installation of replacement double glazed timber windows and timber doors together with construction of 2 no. dormer windows (approval given during August with comments given regarding suitability of windows and front door) 6.4 NYM/2015/0703/FL - land off Quarry Lane, Osmotherley (Notification of Planning Appeal) – The PC continue to oppose the application in line with NPA concerns 6.5 Kirby Sigston Manor, Chester Lane, Sowerby Under Cotcliffe – Listed Building consent for creation of ancillary guest accommodation - Agreed b) Decisions Oaktree Farm – Construction of Mixed Use Building - Granted c) Enforcement Graham House – requested NPA to confirm renovation in line with application

8. Any Other Business RH raised an issue of whether anyone was aware of any grants available to repair Kirby Sigston village hall wall. DH volunteered to raise the matter with HDC. MR raised the issue of Miss Thompsons shop front following concerns raised by a number of residents as to the condition of the shop front. It was resolved that this be included as an item for discussion at next month’s meeting. DM raised the issue of parking on cobbles and green areas had increased and this in turn raised the issue of car parking in general in the village. It was agreed that this be a topic on the next Village Forum. MS raised the matter of drilling a permanent tunnel under the road to house electrics for the Christmas tree lights on the village green and it was agreed that he investigate further.
