Terms of Reference: End of project evaluation of CCAP project (International Monitor)

1. INTRODUCTION

Contract type: Desk and field based Duration of assignment: 1 month

This consultancy is part of the “Building Capacity on Climate Change Adaptation in Coastal Areas of Pakistan” project (CCAP) financially supported by the European Union under the ENRTP budget line.

2. BACKGROUND

In January 2011, WWF Pakistan started a five year project with funds from the European Union's ‘Environment and Natural Resource Thematic Programme’ budget line (ENRTP). The project title is “Building Capacity on Climate Change Adaptation in Coastal Areas of Pakistan” project (CCAP) (see: www.wwfpak.org/ccap).

The overall project objective is that: “By 2025, coastal areas in Pakistan and neighbouring regions have climate resilient ecosystems to support the livelihoods/lives of coastal communities.” Whereas the specific objective for the 5 year period (2011-2015) of the project is that: “By 2015, government and community climate adaptation capacity is increased and water governance strengthened, to improve climate resilience of Indus Delta ecosystem processes on which coastal communities depend, supported by regional and transboundary cooperation on adaptation in river deltas.”

The CCAP project plans to implement union council level climate change adaptation plan during 2013. The project aims to improve the livelihood and conservation of coastal communities of Pakistan in the areas of Sindh and Balochistan.

From January 2013 CCAP intends to start the interventions for its target communities in the areas of Keti Bunder and Kharo Chan,district Thatta. The interventions include Disaster Risk Reduction (raised emergency support platforms and early warning systems), provision of services (cold storage tanks, pond and sand filtration, mangrove plantation, installation of solar and hybrid alternate energy units) and livelihood diversification projects (hatchery, saline agriculture and vocational trainings). 3. THE TASK

The general ToRs of the assignment are:

(a) Prepare a single “end-line evaluation” report of the CCAP project (at 54 months of its 60 months duration from 2011-2015);

(b) The evaluation will cover CCAP’s 5 Expected Results (ERs) and ask to what extent output delivery has satisfied ER descriptions and, in turn, to what extent these have contributed to the project’s short and long term goals; and,

(c) The evaluation will address not only the European Commission but also WWF- Pakistan, both of whom in different capacities will utilize the evaluation to strengthen exit strategies and follow-up work in the context of the 50 Year Vision of the Indus Ecoregion (2006-2056).

The detailed ToRs of the assignment are:

(a) The Consultant will arrange key informant/focus group meetings selectively with the following CCAP stakeholders:

i. Community from Kharo Chan, Keti Bunder, and Jiwani, covering both fishers and farmers; ii. District/provincial/federal planners or policy makers from Thatta, Karachi, and Islamabad; iii. Representatives of academia, non-governmental organizations (NGOs), private sector, fisher/farmer associations, electronic and print media, and other stakeholders formally engaged by CCAP; and, iv. Representative(s) from LEAD administered adaptation trainings.

(b) An itinerary for meetings over a weeklong period, preferably within June 2015, will be based on the above. The itinerary will include visits to pilot projects, covering: ponds, elevated houses, solar units, solar shops, sand bio filters, hand pumps, reservoirs, ice boxes, Disaster Risk Reduction (DRR) kits, mangrove plantations, and saline agriculture/climate field school plots. It will be finalized through support and in consultation with the CCAP team who will also provide review/feedback for the consultant’s survey/evaluation instruments. The CCAP team will provide logistical support for all travel and appointments.

(c) The Consultant will share an evaluation report outline. This will enable the CCAP team and Consultant to agree together weightage to assign across the project’s different “output categories” (i.e., regional engagement, policy mainstreaming, donor engagement, piloting of 11 types of interventions, community engagement, awareness raising, capacity building, studies, etc.). Both will also review together Indus for All Programme evaluation reports and PowerPoint presentations to identify tools/tables for results presentation and incorporate these into the outline.

(d) Upon submission of the 1st draft of the report, the Consultant is expected to:

Incorporate comments, if any, into the draft report based on written feedback from CCAP team, WWF-Pakistan, LEAD, WWF-UK, or, WWF Network, among others. Prepare a PowerPoint of the key findings of the evaluation and reserve one day to present these formally.

4. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

MINIMUM REQUIREMENTS

The successful consultant/contractor will meet the following minimum requirements:  Education: Degree in environmental related studies and some experience in the work on Climate Change would be an added advantage.  Preferably a PhD degree  Experience of and knowledge of climate change and climate adaptation  Previous experience of M&E  Excellent writing skills and fluency in English  Track record of publishing in international journals

 Demonstrates openness to change and ability to manage complexities;  Demonstrates ability of analytical work and excellent report writing;  Proactive and able to work with minimal supervision and high degree of initiative, reliability, flexibility, motivation, and resourcefulness;  Professionalism: flexibility to make ad-hoc changes as and when the need arises; ability to perform under stress; willingness to keep flexible working hours.
