Approximately 300 people attended each event at QCC, with many speakers making presentations in opposition to the proposed bylaw. In a telephone interview on November 30, Jim Abram confirmed that Draft Two cannot move forward without his support. He stated that he would withdraw the bylaw at the December 1 regional district board meeting.
