MINUTES OF THE MUNICIPALITY OF GLENELLA-LANSDOWNE REGULAR MEETING OF COUNCIL WEDNESDAY, JUNE 14th, 2017
Present: Reeve Richard Funk, Councillors Greg McConnell, Roland Marohn, Don Boxall, Dave Baskerville, Arnie Suski, John Pottinger and CAO Wendy Wutzke.
Call to order Reeve Funk called the meeting to order at 9:00 a.m.
Adoption of the Agenda Pottinger - Baskerville 2017/113 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the agenda with additions. Carried. Confirmation of Minutes Baskerville - Pottinger 2017/114 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the minutes of May 12th, 2017, Public Hearing minutes of May 12th, 2017, and minutes of special meeting of May 31st, 2017, Public Hearing minutes of May 31st, 2017, as read and circulated. Carried Financial Statement Pottinger - Baskerville 2017/115 Be it resolved that the Council of the Municipality of Glenella-Lansdowne approve the monthly financial statement and bank reconciliation for the months ended May 31st, 2017, as read and circulated. Carried Delegations Loren Huck, Gord Olstad and Nancy Jo Moller from Westlake Employment Centre attended to request a grant from the municipality using a proposed municipal contribution schedule which would see funding from five municipalities. This grant would allow them to keep the office open five days/week as compared to the four days/week they are currently open.
Pottinger - Baskerville 2017/116 Whereas Westlake Employment has proposed a municipal contribution schedule for period August 2017 to July 2018 between the Municipality/Town of Neepawa, Rosedale, Westlake-Gladstone and Glenella – Lansdowne and whereas the Municipality of Glenella – Lansdowne share of that contribution would be $1183.55 , therefore be it resolved Council of the Municipality of Glenella – Lansdowne agree to contribute to Westlake Employment Centre as per the proposed municipal contribution schedule as long as the Town of Neepawa also agrees to contribute as per the proposed municipal contribution schedule. Carried
June 14th, 2017 minutes Page 1 Murray Smith, Howard Besser, Aaron Schmidt and Jason Schmidt attended to discuss drainage concerns in their area, and request assistance from Council to not approve any more drainage permits which would result in an increase in water drainage in their area.
Glen Bell, Municipal Assessor, attended to discuss the tax impact due to reassessment 2018.
By-laws Baskerville - Pottinger 2017/117 Be it resolved that Council of the Municipality of Glenella – Lansdowne hereby give first reading to Bylaw 5/2017, being a bylaw of the Municipality of Glenella – Lansdowne for the expenditure and borrowing of funds to enable the municipality to purchase gravel crushing equipment. Carried Pottinger - Baskerville 2017/118 Be it resolved that Council of the Municipality of Glenella – Lansdowne hereby give first reading to Bylaw 7/2017, being a bylaw of the Municipality of Glenella – Lansdowne for the expenditure and borrowing of funds to enable the municipality to install a Manganese Greensand Filter System in the Glenella Water Plant. Carried
Suski - Pottinger 2017/119 Be it resolved that Council of the Municipality of Glenella – Lansdowne hereby give first reading to Bylaw 8/2017, being a bylaw of the Municipality of Glenella – Lansdowne for the expenditure and borrowing of funds to enable the municipality to pay for rural waterline expansion. Carried
Council stayed the Regular meeting of Council at 1:00 pm to hold Public Hearings to hear representation to Conditional Use Order File CU-02-2017 (Leona Bays) the Variation and Conditional Use Order V-CU-02-2017 (Tom Madsen), and the Conditional Use Order CU-03-2017 (Odessa Colony)
The Regular Meeting of Council resumed after the Public Hearings.
Boxall - Marohn 2017/120 Be it resolved that Council of the Municipality of Glenella – Lansdowne approve the application for conditional use order CU-02-2017 (Leona Bay) to allow for the location of the rural non-farm single family dwelling within the “AG80” Agricultural General Zone, under the former RM of Lansdowne Zoning Bylaw #2074-00, as amended, providing a development agreement be signed and registered at land titles. Carried Marohn - Boxall 2017/121 Be it resolved that Council of the Municipality of Glenella – Lansdowne approve the application for variation order #V-CU-02-2017 (Tom Madsen), under the former RM of Lansdowne Zoning Bylaw #2074-00, as amended: Varied to allow the required setback June 14th, 2017 minutes Page 2 in the “AG-80” Agricultural General Zone for the required site area of 10 acres be increased to 10.35 acres; and further be it resolved Council of the Municipality of Glenella – Lansdowne approve the application for conditional use to allow for the location of the rural non-farm single family dwelling within the “AG80” Agricultural General Zone, providing a development agreement be signed and registered at land titles. Carried
McConnell - Boxall 2017/122 Be it resolved that Council of the Municipality of Glenella – Lansdowne approve the application for conditional use order CU-03-2017 (Odessa Colony) to allow for the location of a waste disposal grounds within the AG-80 Agriculture General Zone to allow for the location of a waste disposal lagoon to serve the developing colony, under the former RM of Lansdowne Zoning Bylaw #2074-00, as amended. Carried
Suski - Pottinger 2017/123 Be it resolved that Council of the Municipality of Glenella – Lansdowne support Odessa Colony proposed residential development at SE14-15-13wpm Carried Correspondence
AMM sent news bulletins dated May 18th, and June 2nd, 2017. – filed
RCMP sent the mayors report for May 2017. – filed
Neepawa 4H Fat Stock Association sent a request for a grant towards their Neepawa Fat Stock Show & Sale.
Pottinger - Suski 2017/124 Be it resolved that Council of the Municipality of Glenella – Lansdowne approve a grant in the amount of $100 to the Neepawa 4H Fat Stock Show & Sale. Carried
Yellowhead Centre sent a request for assistance towards their capital project of purchasing new arena boards - tabled
MGRA sent information regarding their 2017 Annual Competition - filed
Glenella Gofers sent a letter regarding their disbanding. They offered to donate their sound system, grill and Christmas decorations to the municipality, and requested the municipality pay the outstanding balance at HK Lumber of $48150 from the construction of the gazebo.
Suski - Pottinger 2017/125 Be it resolved that Council of the Municipality of Glenella – Lansdowne accept the donation of the sound system, grill and Christmas decorations from the Glenella Gofers, June 14th, 2017 minutes Page 3 and further be it resolved Council of the Municipality of Glenella – Lansdowne agree to pay the outstanding balance of the gazebo built in the Glenella Gofer Park at HK Lumber in the amount of $481.50. Carried Accounts Pottinger - Marohn 2017/126 Be it resolved that cheques numbered 2389 to 2455 in the amount of $223,238.05, Glenella Recreation cheques #986 in the amount of $100.00, and payroll direct deposit accounts in the amount of $34,670.57 having been certified by the Finance Committee, be approved for payment. Carried.
McConnell - Marohn 2017/127 Be it resolved that Council Indemnity accounts amounting to $6,589.10 be hereby approved for payment by direct deposit. Carried.
Suski - Marohn 2017/128 Be it resolved that Council of the Municipality of Glenella – Lansdowne approve payment for beavers trapped per edit list in the amount of $3,773.50. Carried.
New Business Reeve Funk declared a conflict and left the chair. Deputy Reeve Pottinger assumed the chair.
Pottinger - McConnell 2017/129 Be it resolved Council of the Municipality of Glenella – Lansdowne agree to purchase a 2007 Hyundai HL780-7A Wheel Loader purchased by Reeve Funk on behalf of the Municipality through Ritchie Bros Auctioneers at a total cost of $105,598.50. Carried. Reeve Funk returned and assumed the chair.
Boxall - Marohn 2017/130 Whereas Council of the Municipality of Glenella – Lansdowne approve the installation of Arden/Lansdowne Museum signs on the two existing Lansdowne Campground Signs that are on Highway 16, on the east side of PR352 and west side of PR352, therefore be it resolved the CAO is hereby authorized to apply to Department of Infrastructure and Transportation for approval for the sign installations. Carried Marohn - Boxall 2017/132 Be it resolved Council of the Municipality of Glenella-Lansdowne approve Rempel Backhoe & Gravels quote to replace the holding tank at the Glenella Community Hall with a 2500 gallon tank for $6,075 plus taxes. Carried
June 14th, 2017 minutes Page 4 Pottinger - Baskerville 2017/133 Whereas the cost of water and sewer hookup for properties located in Arden is currently set at $15,000.00, and whereas the cost of a curb stop only is currently set at $8,525.00; therefore be it resolved new customers have the option to pay this connection fee over a ten year period, 6% interest rate, to be billed with the tax notices and due on October 31, and further be it resolved if these costs are not paid by December 31 of the year billed, they will be added to taxes and collected accordingly. Carried
Unfinished Business Boxall - Marohn 2017/134 Be it resolved that Council for the Municipality of Glenella-Lansdowne hire Capp Transport as per his Lone Spruce Clay Capping Quote. Carried
Committee Reports
Minister of Indigenous and Municipal Relations sent a contribution agreement under the Clean Water and Wastewater Fund with the Government of Manitoba
Suski - Marohn 2017/135 Be it resolved Council of the Municipality of Glenella – Lansdowne approve the Reeve and CAO sign the contribution agreement under the Clean Water and Wastewater Fund with the Government of Manitoba, as represented by the Minister of Indigenous and Municipal Relations. Carried
Marohn - Boxall 2017/136 Be it resolved that Council of the Municipality of Glenella – Lansdowne request the MWSB provide technical and financial assistance to complete the Rural Waterline expansion project. Carried
Baskerville - Pottinger 2017/137 Whereas MWSB has assigned Cory Vitt to perform the Engineering Reassessment of the Public Water Systems required by the ODO for the Yellowhead Regional Water System, and whereas the Arden PWS also requires a self-assessment to renew their operating license, therefore be it resolved Council of the Municipality of Glenella – Lansdowne hereby approve Cory Vitt to also do the self-assessment on the Arden PWS.

June 14th, 2017 minutes Page 5 Marohn - Boxall 2017/138 Be it resolved that Council of the Municipality of Glenella – Lansdowne approve the Reeve and CAO sign the agreement between the MWSB and the Municipality of Glenella – Lansdowne respecting installation of a manganese greensand filtration system in the Glenella water plant. Carried
Whitemud Watershed sent minutes from their board meeting held April 27th, 2017, and a letter to Council regarding snow removal in WWCD drains - filed
Neepawa & Area Planning District sent a copy of the audited financial statements for the year ended, December 31, 2016 – forward to auditors
Yellowhead Regional Water Coop sent a copy of the minutes from their annual general meeting held June 5, 2017. The audited financial statements are not finished. - filed
LHRTC and Arden Museum Sub Committee sent a copy of the minutes from their committee meetings held May 17th, 2017 - filed
Village of Arden sent a copy of the minutes from their meeting held June 5, 2017.
Marohn - Boxall 2017/139 Be it resolved Council of the Municipality of Glenella – Lansdowne agree to hire Morgan Paramor as a casual summer student in the Village of Arden at hourly rate of $11/hour. Carried

Council reviewed the Grader hours and fuel report for the five months ending May 31st, 2017, along with the Gravel Report.
Council discussed issues relating to the unaccounted water in Arden and the TCM levels.
Council discussed issues relating to the gravel crushing and hauling.
