2 1. Welcome, introductions and apologies Sam Schwab
Sam Schwab (SS) welcomed everyone and introductions were made. Apologies noted from Jill Britton, Head of Commissioning & Contracts LBN.
2. Minutes and matters arising from the last meeting Sam Schwab
Minutes of meeting dated 29th October 2015 confirmed as an accurate record.
Matters arising from the previous minutes: Revised Serious Incident Policy will be presented at the next meeting on the 28th April 2016.
A Medication Policy Workshop was held with providers on the 08th January 2016, the work is ongoing and will continue to provide update.
Update on the Force Marriage Conference will be discussed as an agenda item by Mandy Oliver.
Update on the Law Commission consultation will also be discussed as an agenda item by Cathy Newcombe.
3. Future Provider Engagement/Market Position Statement Lydia Drummond
Under the Care Act, the Local Authority has a duty to provide information, advice and guidance to our customers about health and social care services available to them. There is also a duty in relation to market shaping and working with providers. LBN Adult Social Care is in the process of developing an online resource for providers to access information and support. There are three reasons for providing the information:
1. Enable local providers to understand the services that our customers need and want; 2. Assist providers to be in a position to develop their services to meet these needs / wants; and improve existing provision; 3. Support providers to be in a better position to apply for external funding.
The Information, Advice and Guidance (IAG) service will cover the following key areas: Market Position Statement Procurement - details regarding LBN Contract Standing Orders (provide a structure within which purchasing decisions are made and implemented); Contracts Finders (lets you search for information about contracts worth over £10,000 with the government and its agencies); and capitalEsourcing (secure and efficient means for managing tendering activities) Provider Forums and Newsletters – this will contain information regarding the Provider Newsletter; Strategic Provider Forum, ILSS Provider Forum, Older People (Care Homes) Provider Forum, Mental Health Provider Forum etc. Procedure Guidelines / Checklists – this will provide guidance on what procedures and processes providers should have in place and guidelines to assist providers when they are reviewing their documents. This area will also provide information regarding the Newham Micro-enterprise Project; which helps to develop support services within the health and social care market in Newham. Some of the key information that is likely to be available will include: Complaints and Compliments; Equality and Diversity; Financial Management and Reserves, Information Governance Health & Safety; Recruitment and Selection; Performance Management and Supervision; Safeguarding Adults, Medication Policy etc.
