FPDS Data Quality Plan Details
NASA Center: ______Primary FPDS Val/Ver Point of Contact: ______Alternate Point of Contact: ______
Please describe the activities your center plans to perform to validate its FPDS data. Please describe these activities under the applicable headings below in as much detail as necessary to provide a clear explanation.
1. If Center Procurement Divisions/Branches are held accountable for data accuracy, describe how and the actions taken if accuracy is not achieved
2. Describe how individuals are held accountable for data accuracy
3. Processes and/or steps taken at your Center to validate data upon entry
4. What steps (if any) are taken to validate data after initial entry ( other than conducting the statistical sample of FPDS data as required by OFPP and NFS 1804.604 )
5. Identify and describe any other steps, plans or processes planned at the Center to improve the accuracy of data entered into PRISM/CMM and FPDS
6. Who will select samples of FPDS records? The NASA Headquarters Office of Procurement will select samples from the records of each Center in FPDS for the period being evaluated using the random integer generator at http://www.random.org/. Each Center will receive a list of the records selected. 7. How will statistical validity of sample be determined? Centers will use the Binomial Confidence Intervals calculator at http://statpages.org/confint.html to determine if they have achieved an error rate of no more than 5% in accordance with OFPP guidance. Below is a sample computation:
Binomial Confidence Intervals
Numerator: 12 Denominator: 385
Proportion: 0.0312 0.0000 0.0500 Exact Confidence Interval: to Confidence Level: 95 % Area in Upper Tail: 5 % Area in Lower Tail: 0
The Numerator equals the total number of errors found and the Denominator equals the total number of data elements reviewed. The Exact Confidence Interval computed for this example shows that there is 95% confidence that the error rate is 5% which is within the tolerance level set forth in the guidance.
8. Given that each sampled contract action record must be validated against the associated contract file by an individual other than the contracting officer who awarded the contract or the person entering the contract data for that contract action record, who will conduct the independent reviews of FPDS data quality at this Center?
