OFFICIAL MINUTES GENESEE VALLEY CENTRAL SCHOOL BOARD OF EDUCATION BUDGET HEARING & REGULAR MEETING MONDAY, MAY 12, 2014- 7:00 P.M. – MEDIA CENTER (5:30 p.m. – Building Tour, 6:30 p.m. – Meet the BOE Candidates)
The meeting was called to order at 7:00 p.m. by Amber Christensen, President presiding. Roll Call was taken by District Clerk: Members Present: Amber Christensen, President; Steve Presutti, Vice-President; Fred Grusendorf, Dean McKnight, Josh Shannon, Tim Hand, Pat Johnson District Personnel Present: Brian Schmitt, Superintendent; Brian Edmister, Principal; Brian LeBaron, Principal; Lynn Manning, District Treasurer; Penny Miller, District Clerk Staff Members: Holly Burger, Carol McCarville, Chris Chamberlain, Lyn VanTassel, Jenn Turybury, Linda Warner, Nicole Norasethaporn Guests: Amy Werner, Dave George, Jeremy Watson, Brian Quinn (Wellsville Reporter), Nikki Scholes, David Haggstrom, Erin Ostrander, Barb Zlomek, 4 students, Tammy Gordon, Jill Bennett, Molly Weinman The Pledge of Allegiance was recited. LIBRARY PRESENTATIONS: Barb Zlomek from Belmont Town Library and Dave Haggstrom from Angelica Town Library, reviewed the library budgets and handed out copies of the budget.
BUDGET HEARING: The 2014-15 School Year Budget presentation was given by Dr. Brian Schmitt, Superintendent. He reviewed expenditures and revenues noting that the 12% increase in spending is a result of the capital project.
ANNOUNCE VOTING INFORMATION – Mrs. Christensen, Board President announced:
The Annual Budget Vote and election of Board of Education members will be held on Tuesday, May 20, 2014 from 12:00 Noon until 8:00 p.m. at the GVCS Building, pool vestibule for all Angelica & Belmont residents. Residents will vote on the 2014-15 budget, proposition to establish a Transportation Reserve Fund, proposition for increase in library aid for Angelica Town Library, proposition for increase in library aid for Belmont Town Library and vote for three Board of Education members. Petitions have been filed by Jeremy Watson, Amy Werner, Joshua Shannon and Dean McKnight.
APPROVE MINUTES: Motion made by Josh Shannon, seconded by Patrick Johnson - BE IT RESOLVED that the Board of Education of Genesee Valley Central School approves the Board of Education minutes of the Regular Board Meeting dated April 22, 2014 as submitted. VOTE: Yes 7, No 0, Abs. 0 Motion carried. ADMINISTRATORS’ REPORTS: Paper reports provided FINANCIAL REPORTS: Business Office/District Treasurer’s Report by given by Mrs. Manning on: NYS Comptroller’s Audit will be given next week.
ACCEPT TREASURER’S REPORTS: Motion made by Tim Hand, seconded by Steve Presutti - BE IT RESOLVED that the Board of Education of Genesee Valley Central School accepts the following Treasurer’s Reports as submitted: Payroll Account 3/1-3/31/14, Agency Account 3/1-3/31/14, Special Aid Account 4/1-4/30/14, Payroll Account 4/1-4/30/14, Agency Account 4/1-4/30/14, Extra-Curricular Activity Account 4/1-4/30/14. VOTE: Yes 7, No 0, Abs. 0 Motion carried. ACCEPT WARRANT REPORTS: Motion made by Steve Presutti, seconded by Dean McKnight - BE IT RESOLVED that the Board of Education of Genesee Valley Central School accepts the following Accounts Payable Warrant Reports as submitted: School Lunch Fund #9, Federal Fund #9, Capital Fund (HRNV)#12, and General Fund #12. VOTE: Yes 7, No 0, Abs. 0 Motion carried. APPROVE BOCES COOPERATIVE PURCHASING: Motion made by Patrick Johnson, seconded by Tim Hand - BE IT RESOLVED that the Board of Education of Genesee Valley Central School approves the BOCES Cooperative Purchasing Resolution as follows: WHEREAS, It is the plan of a number of public school districts in Cattaraugus/Allegany County, New York, to bid jointly for various supplies, commodities, and/or services in the 2014-2015 fiscal year.
WHEREAS, The Genesee Valley Central School is desirous of participating with other school districts in Cattaraugus/Allegany County in the joint bidding of all or some of the supplies, commodities, and/or services as mentioned above, as authorized by General Municipal Law, Section 119-0, and as determined by district need, and
WHEREAS, The Board of Cooperative Educational Services and Boards of Education wish to appoint a committee to assume the responsibility for drafting of specifications, advertising for bids, accepting and opening bids, tabulating bids, reporting of the results to the Board of Cooperative Educational Services and Boards of Education and making recommendations thereon; therefore,
BE IT RESOLVED, That the Genesee Valley Central School Board of Education hereby appoints the Cattaraugus/Allegany Board of Cooperative Educational Services to represent it in all matters related above, and,
BE IT FURTHER RESOLVED, That the Genesee Valley Central School Board of Education authorizes the above mentioned committee to represent it in all matters leading up to the entering into a contract for the purchase of the above mentioned supplies, commodities, and/or services, and,
BE IT FURTHER RESOLVED, That the Genesee Valley Central School Board of Education agrees to assume its equitable share of the costs of the cooperative bidding, and,
BE IT FURTHER RESOLVED, That the Genesee Valley Central School Board of Education agrees (1) to abide by the majority decisions of the participating districts on quality standards; (2) that unless all bids are rejected, it will award contracts according to the recommendations of the committee; (3) that after award of contract(s) it will conduct all negotiations with the successful bidder(s).

APPROVE NEW ACCOUNT: Motion made by Josh Shannon, seconded by Steve Presutti - BE IT RESOLVED that the Board of Education of Genesee Valley Central School approves to create a sub account under the name of Garden Group in the Extra-Curricular Activity Account and Mary Guilford approved as volunteer advisor. VOTE: Yes 7, No 0, Abs. 0 Motion carried.
APPROVE CONSENT AGENDA: Motion made by Tim Hand, seconded by Steve Presutti - BE IT RESOLVED that the Board of Education of Genesee Valley Central School approves the consent agenda items as follows: 1. Approve CSE/CPSE recommendations as submitted. 2. Approve to excess textbooks, Expresate 1A, Copyright 2008, ISBN 978-0-030-45133-1, 50 student copies, 1 teacher edition. VOTE: Yes 7, No 0, Abs. 0 Motion carried.
APPOINT WEBSITE DESIGNER: Acting on the recommendation of the Superintendent – Motion made by Josh Shannon, seconded by Patrick Johnson - BE IT RESOLVED that the Board of Education of Genesee Valley Central School appoints Chris Gyr as Website Designer for the 2014-15 school year, pay shall be $3,000. VOTE: Yes 7, No 0, Abs. 0 Motion carried. APPOINT SUBSTITUTE CALLER: Acting on the recommendation of the Superintendent – Motion made by Steve Presutti, seconded by Tim Hand - BE IT RESOLVED that the Board of Education of Genesee Valley Central School appoints Linda Warner as Substitute Caller for the 2014-15 school year, pay shall be $4,300. VOTE: Yes 7, No 0, Abs. 0 Motion carried. APPOINT INTERNAL CLAIMS AUDITOR: Acting on the recommendation of the Superintendent – Motion made by Tim Hand, seconded by Steve Presutti - BE IT RESOLVED that the Board of Education of Genesee Valley Central School appoints Pam Winterhalter as Internal Claims Auditor for the 2014- 15 school year, pay shall be $2,117. VOTE: Yes 7, No 0, Abs. 0 Motion carried. APPOINT MEDICAID CERTIFICATION: Acting on the recommendation of the Superintendent – Motion made by Patrick Johnson, seconded by Dean McKnight - BE IT RESOLVED that the Board of Education of Genesee Valley Central School appoints Erin Graham to process Medicaid claims and receive a stipend of $3,375 for NYS and national licensure to file claims for the 2014-15 school year. VOTE: Yes 6, No 0, Abs. 1 (Tim Hand) Motion carried. APPOINT EXTRA-CURRICULAR ACTIVITY OVERSIGHT MANAGER: Acting on the recommendation of the Superintendent – Motion made by Josh Shannon, seconded by Tim Hand - BE IT RESOLVED that the Board of Education of Genesee Valley Central School appoints Linda Presutti as Extra-Curricular Activity Account Oversight Manager for the 2014-15 school year, pay shall be $3,000. VOTE: Yes 6, No 0, Abs. 1 (Steve Presutti) Motion carried. CREATE JAG NEWS EDITOR POSITION: Acting on the recommendation of the Superintendent – Motion made by Steve Presutti, seconded by Patrick Johnson - BE IT RESOLVED that the Board of Education of Genesee Valley Central School creates the position of Jag News Editor effective July 1, 2014. VOTE: Yes 7, No 0, Abs. 0 Motion carried.
APPOINT JAG NEWS EDITOR: Acting on the recommendation of the Superintendent – Motion made by Steve Presutti, seconded by Josh Shannon - BE IT RESOLVED that the Board of Education of Genesee Valley Central School appoints Penny Miller as Jag News Editor for the 2014-15 school year, pay shall be $1,800. VOTE: Yes 7, No 0, Abs. 0 Motion carried.
AUTHORIZE SUMMER HOURS: Acting on the recommendation of the Superintendent – Motion made by Tim Hand, seconded by Dean McKnight- BE IT RESOLVED that the Board of Education of Genesee Valley Central School authorizes 2014 summer work hours for the following: Chris Gyr – 40 days, Heidi Stroud–5 days, Deb Knapp – 2 days, Jennifer Turybury-10 days, Josie Preston-10 days, pay shall be as per GVEA contract. VOTE: Yes 7, No 0, Abs. 0 Motion carried.
APPOINT SUMMER SCHOOL BUS MONITOR: Acting on the recommendation of the Superintendent – Motion made by Tim Hand, seconded by Steve Presutti- BE IT RESOLVED that the Board of Education of Genesee Valley Central School appoints Kim McDowell as summer school bus monitor from July 7, 2014 – August 15, 2014, rate of pay shall be $8.50 per hour, estimated 3 hours per day. VOTE: Yes 7, No 0, Abs. 0 Motion carried.
APPOINT SUMMER SCHOOL BUS DRIVER: Acting on the recommendation of the Superintendent – Motion made by Patrick Johnson, seconded by Josh Shannon - BE IT RESOLVED that the Board of Education of Genesee Valley Central School appoints Arlene McCaslin as summer school bus driver from July 7, 2014 – August 15, 2014, rate of pay shall be as per CSEA contract, 2014-15 hourly rate of pay, estimated 3 hours per day. VOTE: Yes 7, No 0, Abs. 0 Motion carried.
APPOINT SUMMER SCHOOL TEACHER AIDES: Acting on the recommendation of the Superintendent – Motion made by Tim Hand, seconded by Josh Shannon - BE IT RESOLVED that the Board of Education of Genesee Valley Central School appoints Courtney Lewis and Noelle DeTine as summer school teacher aides from July 7, 2014 – August 15, 2014, rate of pay shall be as per CSEA contract, 2014-15 rate of pay per hour, approximately 17.5 hours per week. VOTE: Yes 7, No 0, Abs. 0 Motion carried.
APPOINT SUMMER SCHOOL TEACHER: Acting on the recommendation of the Superintendent – Motion made by Steve Presutti, seconded by Dean McKnight - BE IT RESOLVED that the Board of Education of Genesee Valley Central School appoints Lynn Kunz as summer school teacher from July 7, 2014 – August 15, 2014, rate of pay shall be 1/200th of salary, pro-rated to hourly rate, up to 20 hours per week. VOTE: Yes 7, No 0, Abs. 0 Motion carried.
APPOINT SUMMER SCHOOL SPEECH TEACHER: Acting on the recommendation of the Superintendent – Motion made by Tim Hand, seconded by Patrick Johnson - BE IT RESOLVED that the Board of Education of Genesee Valley Central School appoints Jacci Rizzo as summer school speech teacher from July 7, 2014 – August 15, 2014, rate of pay shall be 1/200th of salary, pro-rated to hourly rate, up to 20 hours per week. VOTE: Yes 7, No 0, Abs. 0 Motion carried. APPOINT SUBSTITUTES: Acting on the recommendation of the Superintendent – Motion made by Steve Presutti, seconded by Dean McKnight - BE IT RESOLVED that the Board of Education of Genesee Valley Central School appoints the following substitutes for the 2014-15 school year, pay as per Board policy: - Mark Middaugh of Belmont as substitute cleaner, pending fingerprint clearance. - Veronica Phillips of Angelica as substitute in the areas of teacher aide, teacher assistant and cafeteria, pending fingerprint clearance. - Heather Aronson of Belmont as substitute in the areas of non-certified teacher (all areas), teacher aide, clerical and cafeteria, pending fingerprint clearance. - Megan Bliven of Belmont as substitute in the areas of teacher aide and clerical, pending fingerprint clearance. - Deborah Bliven of Belmont as substitute in the areas of teacher aide and clerical, pending fingerprint clearance. - Danielle Broughton of Angelica as non-certified substitute teacher and teacher aide in all areas, pending receipt of fingerprint clearance. APPOINT 2014-15 ADVISORS: Acting on the recommendation of the Superintendent – Motion made by Josh Shannon, seconded by Steve Presutti - BE IT RESOLVED that the Board of Education of Genesee Valley Central School appoints the following advisors for the 2014-15 school year, pay shall be as per GVEA contract: (Note-coaches will be appointed at the June 16 Board meeting) CLASS ADVISORS: 9th Grade Class Advisor – Casey Goll 10th Grade Class Advisor – Kathy Johnson, Lynn Kunz (co-advisors, share pay) 11th Grade Class Advisors – 2 – Sara Donlon, Paul Abdo 12th Grade Class Advisors – 2 – Alva Robbins, Rollie Duttweiler

APPOINT LONG-TERM SUBSTITUTE TECHNOLOGY TEACHER: Acting on the recommendation of the Superintendent – Motion made by Josh Shannon, seconded by Steve Presutti - BE IT RESOLVED that the Board of Education of Genesee Valley Central School appoints Blair Buchholz as long-term substitute Technology Teacher for Caitlin Bowen effective September 1-26, 2014. Rate of pay shall be $100 per day with no benefits. This is a non-probationary position. VOTE: Yes 7, No 0, Abs. 0 Motion carried.
CREATE SUMMER POSITION: Acting on the recommendation of the Superintendent – Motion made by Tim Hand, seconded by Steve Presutti - BE IT RESOLVED that the Board of Education of Genesee Valley Central School creates the position of Summer Online Credit Recovery and Accrual Monitor for the period of July 14 – August 7, 2014, Monday – Thursday, 8:00 – 12:00 noon, pay shall be $14.25 per hour. VOTE: Yes 7, No 0, Abs. 0 Motion carried. INFORMATIONAL/DISCUSSION: Upcoming Board Meetings: - District Vote is Tuesday, May 20, 2014 from 12:00 Noon – 8:00 p.m. at GVCS pool vestibule for all Angelica & Belmont residents. - Accept Vote Results on Wednesday, May 21, 2014 at 5:30 p.m. Appointments to the positions of Transportation Supervisor and Business Manager will be made. - Regular Meeting on Monday, June 16, 2014 at 5:30 p.m. - Discussion on coaching appointments being made all at once for entire school year or before each season (fall, winter, spring). Brian Schmitt explained the coaching selection process.
