PROFESSIONAL EXPERIENCE: Has participated widely in national, regional and international agricultural research programs as a Chief Research Officer of the Department of Research Development and has undertaken several consultances in seed industry development for the FAO of the UN, IPCC and other development agencies, both in the public and private sector. Served as Deputy Director, National Seed Quality Control Service (NSQCS), Nakuru, Kenya from 1981 to 1982 and the officer-in-charge of the Kitale substation of NSQCS from 1983 to 1984. In the Seed Quality Control Service at NSQCS, developed strong community support through involvement of community representatives in the implementation of the program. Was responsible for preparation and production of monthly progress reports and annual reports. Coordinated a team of seed inspectors and seed analysts. Also, on behalf of the director, organized annual farmers’ field days, prepared budgets and represented the service in technical meetings locally and abroad. Responsible for management of all teaching and non-teaching staff, all programs and student enrolment, Climate Change, Agricultural Education & Marketing, and Seed Industry Development issues in the School of Agriculture and Enterprise Development, Kenyatta University, Thika Road, NAIROBI, KENYA.  October 2003 – 22nd August, 2008: Chief Research Officer, Ministry of Higher Education, Science and Technology & Previously the Ministry of Research and Technology until 1999. The Department of Research Development (DRD) had previously (July, 2002) been transferred to the Ministry of Finance and Planning and later (2003) to the Ministry of Education, Science and Technology. Has deputized for the Director of Research Development (DRD) since 2001. Head of Agricultural and Allied Sciences Division of the Department (DRD). Helped in formulating and developing policy on agricultural research with particular emphasis on seed industry restructuring and development. Represented the Department of Research Development in ASIP (Agricultural Sector Investment Program) fora and affairs coordinated by the Ministry of Agriculture. Represented the Department at the Agricultural and Allied Sciences Committee of the National Council for Science and Technology (NCST). Also member of the National Biosafety Committee of NCST. Responsible for Agricultural Technology, including, seed technology, biotechnology, biosafety, irrigation technology, appropriate technology, etc. in the Ministry. As Head of Agricultural and Allied Sciences Division, was responsible for coordination of Kenya’s compliance to Agricultural Quality Management including Quality Management Systems (QMS), Good Hygienic Practices (GHP), Good Management Practices (GMP), Control and Management of Post Harvest Losses (PHL), determination of Hazard Analysis Critical Control Point (HACCP) for agricultural chemicals and all agricultural products and pesticides. In this regard, all biosafety issues including testing for GMOs came directly under the purview of my division. Assessment of Kenya’s benefits and compliance to the Cartegena Protocol on

2 Biosafety was part of the mandate of the division. I was also responsible for assessment of impacts of the various agricultural projects on crop production and food security in the country. My division was, in close liaison with Ministry of Industrialization, also responsible for implementing trade related SPS and quality systems for agribusiness. Member of the National Research/Extension Linkages Liaison Committee. In collaboration with the Ministry of Agriculture, the Agricultural Division worked closely with the National Plant Quarantine Station for issuance of International Phytosanitary Certificates for exportation and importation of agricultural products and to ensure that non-indigenous pests were not introduced in the country. As Head of the Agricultural and Allied Sciences Division in the Ministry, I have been a board member of KARI (Kenya Agricultural Research Institute) and related research institutes, since 1997.  August 16, 1993 - December, 1995: Research Assistant in Ag. Ed.S. Department, 223 Curtiss Hall, Iowa State University; has assisted in designing, executing research for the 4-H Project; collection, analysis of research data and report writing; has made presentations on the project at state project meetings and at Annual Extension Meeting. Has written several grant proposals, involving budgeting, identification of resources, preparation of timelines, etc., for the department.  August 16, 1994 - May 15, 1995: Administrative Assistant, Iowa State University Career Services Office, 12 Alumni Hall. Has written a notebook of career services for international students with information needed for job search in the US., home country and internationally. Has prepared a brochure informing international students of career services available at Iowa State University.  October 1990 - December ‘93: Research Aide at Plant Introduction Station of Agronomy Department.  28th September, 2009- 27th May, 2010: International Seed Specialist, FAO of the United Nations, Monrovia, Liberia. Assessment of the Seed Sector in Liberia. Seed Unit Capacity Building at CARI (Central Agricultural Research Institute). Coordination of the Seed Component in the EC Food Facility Project and linkage with the Seed Value Chain (IFAD) Project. Ensuring efficient distribution of emergency farm inputs to vulnerable households

3 and formulation of a national seed policy, and seed certification/quality control framework for Liberia. Assessment of impacts of the project inputs to agricultural productivity and food security in the country.

 November, 2005 To October, 2007: Review Editor with the IPCC’s Working Group3 for Chapter 8 (Agriculture) in the Fourth Assessment Report. Was also appointed Review Editor of the whole Group 3 technical Summary of the IPCC’s 4th Assessment Report published in 2007.

 March 2004 – April, 2006: Seed Technology Consultant/General Manager, Harvest Farm Seeds Ltd. Kampala, Uganda under a programme supported by the Rockefeller Foundation. Responsible for production, quality control and marketing strategies. Also assisted in preparation of budgeting requirements and proposals for funding. Collected research data on seed production standards, certification and marketing information.  August 2001 – August 2003: Seed Production Technical Advisor for Farm Inputs Care Center Ltd (FICA), Kampala, Uganda. Responsible for technical advice on all field operations, quality control, processing, packaging and marketing of seeds. Consultancy arranged by USAID, Kampala and paid for by Africa Project Development Facility (APDF), Nairobi.  July 2001 – Dec. 2001: Reviewer of Project Proposals for the Rockefeller Foundation, Africa Regional Office, Nairobi. Evaluated proposals and submitted written reports to the Foundation.  Nov 2000 - 2002: Team member of the Medium Term Plan for Kenya Agricultural Research Institute (KARI) reviewing KARI’s research network and center mandates, preparing the institutes rationalized structure and direction for the next five years.  March - Dec 2000: Seed industry development consultant for Frescho International. Reviewed the company’s cooperation with Pioneer Hybred International and updated the memorandum of understanding between the two companies, covering variety testing and release, seed quality control and marketing.  May - June 1990: Consultant for the 5th F.A.O./Austria Seed Testing Workshop in Malkerns, Swaziland; was responsible for the overall technical content of the program; planned the activities, delivered lectures and executed practical sessions, evaluated the program and wrote a report.

4  Jan 1990 - Feb 1990: Seed Production Consultant, Abiola Farms Ltd., Nigeria; wrote recommendations for this company on how they could move into seed production; identified resources, training and budget needed.  July 1989 - Jan 1990: Seed Testing Consultant for the F.A.O. in Nigeria; installed seed testing equipment, trained seed analysts and made recommendations for an independent seed certification agency.  July - December 1988: Seed Quality Control Consultant, Food and Agriculture Organization (F.A.O.) of U.N. in Nigeria; developed a seed law and seed regulations for the country and trained seed inspectors.

FINALIST CANDIDATE FOR REGIONAL ORGANIZATION APPOINTMENT  Was one of the three finalist candidates for the post of Director of Agriculture and Environment of IGAD (Intergovernmental Authority on Development) and was guest of the IGAD Secretariat in Djibouti, Djibouti for the final interview in September, 1998.
