NETLEY SAILING CLUB

Routine for the Officer of the Day

1. Please note the OOD is responsible for the overall safety of the membership. However, safety of any training session and the participants of the training session is the sole responsibility of the Senior Instructor. 2. Under no circumstances should any expenses be paid out of the Bar/Till. All expenses must be paid for and claimed back from the Treasurer.

Entry 1. Enter the club through the seafront doors into the wet room. 2. Undo the padlock which is fitted to the swing doors in wet area– code available from the Club Co-ordinator (This lock operates by setting the code on the base and then squeezing the hasp towards the lock body, when released it will open – it sometimes sticks!). 3. Undo the two top bolts.

Opening up 1. Undo combination bolt to lounge - code available from the Club Co-ordinator 2. Open the lounge and cancel the burglar alarm - code available from the Club Co-ordinator. 3. Open the key safe next to alarm- same code. 4. Remove the Bar key. 5. Open Bar-stock room 6. The safe is located on floor under sink in bar-stock room - code available from the Club Co-ordinator. 7. Remove the OOD keys and give the bar float to your OOD assistant to count (make note of opening balance for OOD return form,). 8. Undo the Chubb lock on the front door (this must be opened when the whole club is in use for possible evacuation in an emergency).

Suggested sequence of events 1. Obtain the weather forecast – which includes wind speed direction and sea state and general synopsis; either from own source / touch screen computer in wet area / Radio Solent 96.1 FM 2. Write up the forecast and set the clocks for the times of the tides on the blackboard in the wet area. 3. Issue keys as required. These may include Boat shed, Race box and Fuel locker. 4. Provide each RIB crew with their RIB Safety equipment checklist which MUST be completed before and after their shift. You can find these in the OOD folder 5. On their arrival provide Bar duty with the Bar Return Form You can find these in the OOD folder 6. Please ensure you collect the RIB and Bar return at end of duty and place in OOD folder for collection!!!

Delegate to the OOD assistant: 1 Count till floats before bar opening, record opening balance for OOD return form 2 Open up the lounge and draw back curtains. 3 Meter reading for OOD return form (in cupboard in mens changing rooms) 4 Help with getting RIBs afloat 5 If boats are hired out run through pre/post check sheet on boat before/after hire (sheets available in ODD folder) 6 Checking any guests are signed in. 7. Visit the campsite to confirm all visitors are signed in and paid for.( a list will be provided of those paid for online) 8. At end of day - Close curtains, turn off TV/radio/cd and tidy lounge, lock patio doors, turn off all lights and heaters, close and secure shutters to lounge and patio. 9. Clear away any Kitchen items into the kitchen and ensure the shutter are closed and the Urn I turned off. 10. Count closing till floats. Ensure the cash details from the till, fees and any other expenses incurred including receipts are recorded on the OOD return form.

Closing up at 17.00hrs 1 1. Check the fuel locker, boat shed; brown shed; race box etc are all locked at end of day 2. Email OOD financial return on the day to [email protected] (if possible also email Bar return and RIB checklist) 3. Secure the key press. Return the OOD keys and bar float to the safe - code available from the Club Co- ordinator 4. Lock the bar stock room door. 5. Replace the bar key into key safe – scramble code. 6. Set the alarm and leave promptly- code available from the Club Co-ordinator 7. Ensure the top bolt to the left hand door is secured – the wind can cause the alarm to go off. 8. Lock combination lock to the lounge 9. Bolt and lock padlock to the swing doors – Scramble the code first on the base and then squeeze the hasp closed 10. Lock Clubhouse.

Addtional Information: 1. Spare toilet rolls are kept in the cupboard at the top of the stairs on the way to the ladies changing area. The keys are in the key press in the bar. 2. A separate sheet is contained in the OOD folder which gives contact numbers for emergencies – ie plumbing, electrical, alarm faults etc. 3. Spare membership application forms and guides to Netley Club are attached to the notice board in the wet area opposite the kitchen hatch.(DO NOT TAKE ANY PAYMENT FOR MEMBERSHIPS)

General The function of The Officer of the Day (OOD) is to act on behalf of the Committee to ensure the smooth and safe running of the club. The list of tasks above is a guide to those things that need to be done. It is requested that you are proactive in and around the club premises and use your duty time to the best effect.

The major area that you should monitor is safety during sailing/racing although safety of all boats sailing should be considered.

There should be adequate safety cover for the conditions and if you are not satisfied do not allow racing to go ahead, if required 3 RIBs are available to provide cover although typically only 1 crew will be on roster for club racing.

The OOD may request volunteers to launch additional boats if required. The level of safety cover should be decided between the Race Officer, the OOD and the Safety Boat Drivers. There are hand held VHF radios, these should be used for communication between the shore and afloat. The VHF can be found in the white cupboard behind the bar stockroom door.

Outside club racing times the OOD is asked to make a RIB accessible for non-racing members that may need access to safety assistance throughout your duty period. Such availability should always be subject to available persons to safely launch and recover the RIB and the state of tide that permits launch and recovery.

If any boat is observed to be in difficulty or distress within the local area of NSC the OOD is asked to make best efforts to provide NSC safety cover or notify emergency authorities.

The OOD is asked to monitor security of the premises, making sure that the bar is locked when not staffed and the club and all outbuildings are locked with the burglar alarm set at the end of each day.

The OOD is asked to ensure the bar is run in accordance with the law.

The OOD is asked to challenge, or notify a committee member, if any person on the premises is not recognised in order to establish their status as a club member you can ask for their membership card.

Tour of Duty Your tour of duty is from 0900 hrs (or at least 2hrs before the start of any racing) to between 1600 and 1700 hrs (depending on the time of year) on the agreed date. NETLEY SAILING CLUB

Accident or Near Miss In the event of a serious incident occurring, an accident or near miss a separate sheet is included in the OOD folder kept in the bar stock room. Please fill in the Accident/Near miss book and then remove the section containing the person/persons personal data and post this in the addressed and stamped envelope provided. Then fill in the summary sheet.

The Bar and Entertainment If no-one turns up to do their duty – you can do one of the following: 1* Find somebody to open the bar 2* Open it yourself 3* Do not open the bar until somebody offers 4* Do not open the bar

If there is private evening entertainment, it will have been arranged or agreed with the committee. The coordinator will inform the daytime OOD. The responsibility should be handed over to those members organising it - you then do not need to be present, those running the event will have been made aware of the rules and know how to lock up properly afterwards. The OOD should record who the responsibility has been handed over to in both the OOD book and on the OOD return form.

Other Responsibilities Health and Safety Familiarise yourself with the Health and Safety rules and regulations and ensure that any breaches are duly noted in the OOD book. Please initial the relevant box on the OOD return to confirm you have read and met the Health and Safety requirements.

The OOD assistant is a duty to help the OOD. Please delegate whatever you think that will help you eg.taking responsibility for the hire of the club boats; helping sailors (in particular the single-handers) with their trolleys when launching and recovering. The assistant could collect rubbish from the foreshore, club grounds and empty the bins as required. The assistant is responsible for reporting any faults with the club boats to you.

Fuel We have members who ensure there is fuel for the patrol boats. It is the responsibility of the OOD to ensure there is enough fuel to cover the sailing for the day.

Money You are responsible for the money during your shift. Make sure the OOD assistant records the opening and closing balance on the OOD return form. The OOD return form should be emailed to [email protected]. Under no circumstances should any expenses be paid out of the Bar/Till. All expenses must be paid for and claimed back from the Treasurer.

Other Occurrences Please enter any special events in the OOD book kept in the bar. If an incident occurs which requires further action you are to ensure you inform the Club Coordinator, or a Club Flag Officer at the earliest opportunity. Do not record bar takings in this book.

Visitors and Temporary Membership:

All visitors either a temporary member or a day visitor must enter their details in the visitor’s book which is kept on the bar and pay the required fees to the barman or assistant OOD. This is a requirement by law and we do not wish to jeopardize our licence Temporary Membership is a person who is not a member and wishes to use the club’s facilities both ashore and afloat.

3 A Shore Visitor is a guest of a full member who is visiting the club and using shore side facilities. A Sailing Visitor is a guest of a full member who is visiting the club to sail. A Camping visitor is a guest of a full member who is visiting the club to camp overnight. A visiting Campervan/Motorhome is per vehicle per night -2 people included. All fees include children under the age of 16. All visitors are to be accompanied by a full member and the member is responsible for that person at all times. If the member leaves then they are to ensure their visitor leaves as well. Where the same visitor has visited the club three times in the season he/ she is required to take out temporary or full membership on his next visit.
