Phi Sigma Pi National Honor Fraternity Kappa Chapter Operating Policy California University of Pennsylvania Spring Semester 2003

ARTICLE I: Purpose. This document outlines the policies of our chapter and the expectations of each Brother during the course of undergraduate membership. In addition to this document, the National Constitution, Fraternal Governance Document (FGD), and Kappa Chapter By-Laws contain regulations and policies that pertain to the national and local organizations.

ARTICLE II: Membership Requirements. These are the requirements that each individual member must complete for each semester.

Section 1. Scholarship Requirement: A. Must attempt to maintain a 3.00 QPA

Section 2. Service Requirements: A. At the beginning of each academic year, the Service Committee shall vote on the minimum amount of service projects required for each individual semester. B. The Service Committee Head shall submit the minimum requirements to the Executive Board (E-Board) for review. C. After E-Board reviews the minimum requirements, they shall recommend any changes they might have to the Service Committee. D. The Service Committee Head shall announce the minimum requirements to the brotherhood by the third meeting of the current academic year.

Section 3. Social Requirements: A. At the beginning of each academic year, the Social and Formal Committee shall vote on the minimum amount of social events required for each individual semester. B. The Social and Formal Committee Head shall submit the minimum requirements to the E- Board for review. C. After E-Board reviews the minimum requirements, they shall recommend any changes they might have to the Social and Formal Committee. D. The Social and Formal Committee Head shall announce the minimum requirements to the brotherhood by the third meeting of the current academic year.

Section 4. Fundraising Requirements: A. At the beginning of each academic year, the Fundraising Committee shall vote on the minimum fundraiser requirements for each individual semester. B. The Fundraising Committee Head shall submit the minimum requirements to the E-Board for review. C. After E-Board reviews the minimum requirements, they shall recommend any changes they might have to the Fundraising Committee. D. The Fundraising Committee Head shall announce the minimum requirements to the brotherhood by the third meeting of the current academic year. Section 5. Initiation Requirements: A. The Rush Advisor and Initiation Committee shall determine the minimum required Meet Nights to attend. B. All scheduled activities that involve the use of The Ritual are mandatory, unless written excusal is submitted to E-Board. C. All Active Members shall be required to spend one (1) hour per week during the initiation program in the library. The time members can log this hour shall be achieved during the time slots the initiates are given to do their library hour. D. All Active Members are required to participate in one-fourth (1/4) of the set hours for brotherhood week. E. All Active Members are required to attend one-third (1/3) of all initiation activities.

Section 6. Homecoming Pomping Requirements: A. Attendance of six (6) hours of pomping during Homecoming Week is required. B. Excused absences in written form for pomping and are subject to approval by the E-Board.

ARTICLE III: Committees.

Section 1. At the second to the last meeting of the current academic year, each member shall submit a list of three (3) preferable committee choices. Final committee positions shall be decided by the Vice-President by the last meeting of the semester and shall be announced at the last meeting of the current academic year.

Section 2. Recording Membership Requirements A. Committees are responsible for keeping attendance and records for events that are required by Article II of this Operating Policy. B. Committee heads shall submit to E-Board all attendance sheets and records for events that are required by Article II of this Operation Policy at the last meeting of each semester.

ARTICLE IV: Penalties. Failure to meet Membership Requirements shall result in the following actions.

Section 1. Participation Review A. When an Active Brother does not meet the minimum requirements stated in Article II of this Operating Policy and by the committees in a given semester, E-Board shall notify the brother they have been placed on Participation Review via phone and email. B. No Active Brother privileges shall be taken away from a brother placed on Participation Review. C. To be taken off Participation Review, the brother must meet the requirements stated in Article II of this Operating Policy and by the committees during the semester they are on Participation Review. D. If a brother does not meet the minimum requirements stated in Article II of this Operating Policy and by the committees during the semester they are on Participation Review, the brother shall be brought up on expulsion charges. E. Expulsion charges shall be conducted by the guidelines stated in Article XIII, Section 6 of the Kappa Chapter By-Laws. Section 2. Fines A. At the beginning of each academic year, the Fundraising Committee shall vote on the fine for each individual semester. B. The Fundraising Committee Head shall submit the fine to the E-Board for review. C. After E-Board reviews the fine, they shall recommend any changes they might have to the Fundraising Committee. D. The Fundraising Committee Head shall announce the fine to the brotherhood by the third meeting of the current academic year. E. If a fine is not paid by the third meeting of the next semester, the brother shall be brought up on expulsion charges. F. Expulsion charges shall be conducted by the guidelines stated in Article XIII, Section 6 of the Kappa Chapter By-Laws.

ARTICLE V: Chapter Mascot.

Section 1. Kappa Chapter has adopted the dolphin as its chapter mascot; however, the dolphin is not meant to replace the national symbol, the Tripod. The dolphin was chosen due to its intelligence and its social capabilities, which closely represent our National Tripod.

ARTICLE VI: Timed-Debate.

Section 1. Debate shall be limited to eight (8) minutes; at the end of eight (8) minutes, it shall either be voted upon or tabled.

ARTICLE VII: Initiation.

Section 1. The initiation period is the period of time which people wishing to become a member of Phi Sigma Pi pledges to become an active member of Kappa Chapter.

Section 2. People initiating shall be called initiates to prevent any type of discrimination or harassment.

Section 3. Any brother caught hazing an initiate shall be dealt with according to the National Constitution and Fraternal Governance Document (FGD).

Section 4. Any brother that has a problem with an initiate shall immediately go to the Initiate Advisor and lodge a complaint. The Initiate Advisor shall then proceed to investigate into the complaint as a mediator. In the event that the Initiate Advisor is involved in the problem, the Initiate Advisor shall immediately proceed to the Brother-at-Large, who shall act as the mediator.

Section 5. All initiate(s) are required to pay a twenty dollar ($20) induction fee by the end of the second week of the initiation program. Induction fee shall be refunded up to the third week of the initiation program upon the resignation of the following: A. The initiate withdraws from the initiation program. B. The Initiate Pin, The Scholar’s Province CD, and the Initiate Handbook are returned to the chapter.
