Child First Authority (CFA) was established in 1996 as a response to a city-wide call for safe, productive learning environments for children out of school time hours. CFA’s mission is to develop youth by strengthening and reforming schools. CFA is committed to closing the opportunity gap for children in Baltimore City by providing high quality community schools and out of school time programs. With its focus on school-based community organizing and enriching learning opportunities, CFA supports positive outcomes annually for more than 3,000 students and their families.

Reports to Child First Program Director

Description: The Program Associate is responsible for ensuring that all CFA Out of School Time (OST) programs meet high standards of quality and meet the requirements of grants awarded to CFA. The associate must be known to site staff as someone who can be trusted to follow up on commitments, is knowledgeable about programming and program quality, and provides relevant assistance and supervision.

The position requires strong organizational, analytical and evaluative skills. Superb written and oral communication skills are necessary to establish and maintain effective working relationships with persons and organizations. A strong candidate will be able to function productively in a fast-paced environment, in which a wide variety of tasks are expected of each employee and the ability to work collegially with staff, school partners, and volunteers is extremely important. Integrity, discretion, self-motivation and flexibility in attitude and working style are important assets.

Responsibilities

 Provide support to Program Director to meet the organization’s goals relevant to OST programming;  Work with site coordinators to design (develop) and implement academic, cultural and recreational program activities and professional development that meet program goals;  Provide training and advice to site staff and team to implement quality programs;  Coordinate training and activity dates;  Provide administrative support to site staff and CFA ensuring that documentation from sites is submitted on a timely basis;  Develop excellent working relationships with site-based staff;  Visit sites regularly to observe their progress toward quality programming and to offer support for implementation of plans;  Maintain regular communication and serve as liaison between CFA and site- based staff;  Serve as liaison between CFA and partners;  Work with Child First organizers and BUILD organizers on actions as needed;  Work with CFA staff to plan and review site activities;  Maintain accurate records for site accountability;  Coordinate site documentation with grant reporting needs; and  Other duties as needed.

Qualifications

To be eligible for this position, an applicant must meet and verify the following required qualifications.

 Bachelor’s degree is required; however, relevant experience will be considered;  Minimum of five years program management and administrative experience;  Non-profit or government experience with increasing responsibilities as a member of a team of professionals;  Track record of developing and maintaining strong working relationships among a diverse group of actors and partners;  Experience collecting, analyzing and using data to inform decisions;  Excellent written and verbal communication skills;  Demonstrated ability to complete multiple deadlines in a timely manner; D:\Docs\2018-04-07\08a145fb80bcc447882fa0947139ba30.doc  Experience managing multiple projects and ability to manage a cadre of staff, partners, and volunteers;  Strong organizational skills, ability to work independently, and attention to detail;  Strong computer skills; and  Reliable transportation.
