- Promoting social inclusion and shared EU values through formal and non-formal learning

- Mainstreaming and further developing multilingual pedagogies in school education (e.g. working in multilingual classrooms / with bilingual children) and supporting teachers and their training to deal with diversity in classrooms

- Digital assessment: identifying best practices across educational sectors and countries and scaling up of best practices and experimentation

- VET teachers and trainers in work-based learning/apprenticeship (VET)

- Implementation of Upskilling Pathways for adults without an upper secondary qualification or equivalent

- Policies and incentives to support innovative teaching and pedagogical training in higher education, including through open and digital education; - Creation of a European-wide hub for online learning, blended/ virtual mobility, virtual campuses and collaborative exchange of best practices

Relevance of the project

3.1 Rationale of the proposal Please identify and describe the specific need you intend to address through the policy measure that you are proposing to be tested, linking it to:

 The policies of the EU in the specific area addressed by the proposal and the work under the Open Methods Coordination in education and training (ET 2020)  The policies in the countries participating in the proposal  The objectives of this call  The call priority theme selected under Part 1

3.2 Policy measure to be tested Please describe the policy measure that you are proposing to be tested, its objectives, its consistency with European and country-specific policy objectives, its appropriateness for the target groups and stakeholders involved, and its innovative character.

3.3 Target groups Please describe the target groups that would benefit from the policy measure to be tested

3.4 European added value Please describe the results expected of the transnational cooperation that could not be achieved at national level alone, and the potential of transferring the results to other countries, not involved in the project or other sectors. Please explain how the project will contribute to bring forward the European policy agendas in the education and training fields and the broader EU policy priorities.

3.5 Experimentation methodology Please describe the experimentation methodology proposed and its relevance to the objectives of the measure to be tested and to the target groups.

3.6 Leading role of responsible public authorities and relevant expertise Please explain how responsible public authorities are involved in the proposal, their relevance to the call requirements in terms of responsibility in the specific education and training or youth area addressed by the proposal, and indicate all relevant expertise available in the partnership to allow achieving the stated objectives.
