IRAN EXECUTIVE SUMMARY The Islamic Republic of Iran is a constitutional, theocratic republic in which Shia Muslim clergy and political leaders vetted by the clergy dominate the key power structures. Government legitimacy is based on the twin pillars of popular sovereignty--albeit restricted--and the rule of the supreme leader of the Islamic Revolution. The current supreme leader, Ayatollah Ali Khamenei, was chosen by a directly elected body of religious leaders, the Assembly of Experts, in 1989. Khamenei’s writ dominates the legislative, executive, and judicial branches of government. He directly controls the armed forces and indirectly controls internal security forces, the judiciary, and other key institutions. The legislative branch is the popularly elected 290-seat Islamic Consultative Assembly, or Majlis. The unelected 12-member Guardian Council reviews all legislation the Majlis passes to ensure adherence to Islamic and constitutional principles; it also screens presidential and Majlis candidates for eligibility. Mahmoud Ahmadinejad was reelected president in June 2009 in a multiparty election that was generally considered neither free nor fair. There were numerous instances in which elements of the security forces acted independently of civilian control. Demonstrations by opposition groups, university students, and others increased during the first few months of the year, inspired in part by events of the Arab Spring. In February hundreds of protesters throughout the country staged rallies to show solidarity with protesters in Tunisia and Egypt. The government responded harshly to protesters and critics, arresting, torturing, and prosecuting them for their dissent. As part of its crackdown, the government increased its oppression of media and the arts, arresting and imprisoning dozens of journalists, bloggers, poets, actors, filmmakers, and artists throughout the year. -

(2) The Council underlined in particular the dramatic increase in executions in recent months and the systematic repression of Iranian citizens, who face harassment and arrests for exercising their legitimate rights to freedom of expression and peaceful assembly. The Union also reiterated its strong condemnation of the use of torture and other cruel, inhuman and degrading treatment. -

8.4.2015 EN Official Journal of the European Union L 92/91 DECISIONS COUNCIL DECISION (CFSP) 2015/555 of 7 April 2015 amending Decision 2011/235/CFSP concerning restrictive measures directed against certain persons and entities in view of the situation in Iran THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article 29 thereof, Whereas: (1) On 12 April 2011, the Council adopted Decision 2011/235/CFSP (1). (2) On the basis of a review of Decision 2011/235/CFSP, the restrictive measures therein should be renewed until 13 April 2016. (3) The Council has also concluded that the entries concerning certain persons and one entity included in the Annex to Decision 2011/235/CFSP should be updated. (4) Furthermore, there are no longer grounds for keeping two persons on the list of persons and entities subject to restrictive measures set out in the Annex to Decision 2011/235/CFSP. (5) In addition, one entry concerning a person already included in the Annex to Decision 2011/235/CFSP should be deleted. (6) Decision 2011/235/CFSP should be amended accordingly, HAS ADOPTED THIS DECISION: Article 1 Article 6(2) of Decision 2011/235/CFSP is replaced by the following: ‘2. This Decision shall apply until 13 April 2016. It shall be kept under constant review. It shall be renewed, or amended as appropriate, if the Council deems that its objectives have not been met.’. Article 2 The Annex to Decision 2011/235/CFSP is amended as set out in the Annex to this Decision. -

(2) On the basis of a review of Decision 2011/235/CFSP, the Council considers that the restrictive measures set out therein should be renewed until 13 April 2022. (3) One person designated in the Annex to Decision 2011/235/CFSP is deceased, and his entry should be removed from that Annex. The Council has also concluded that the entries concerning 34 persons and one entity included in the Annex to Decision 2011/235/CFSP should be updated. (4) Decision 2011/235/CFSP should therefore be amended accordingly, HAS ADOPTED THIS DECISION: Article 1 Decision 2011/235/CFSP is amended as follows: (1) in Article 6, paragraph 2 is replaced by the following: ‘2. This Decision shall apply until 13 April 2022. It shall be kept under constant review. It shall be renewed, or amended as appropriate, if the Council deems that its objectives have not been met.’; (2) the Annex is amended as set out in the Annex to this Decision. An elite of Shi‘a clerics, religious intellectuals and militants carefully pays attention to what is said, thought and written in Qom, Tehran and Mashhad. The "Islamic sphere" (al-hala al- islamiyya) in which they move has no borders and exists wherever individuals meet, exchange information and news they picked up elsewhere, reminisce, discuss and debate. Students of the religious sciences from all corners of the Shi‘a worlds visit Qom for a while, then leave again, taking with them knowledge and a certain idea of Islamic modernity which they will transmit to others. -

For the first time since the Islamic revolution, the president is planning to allow women become ministers in his government. The president has nominated Fatemeh Ajorloo for welfare and social affairs minister, Dr. Marzieh Vahid Dastjerdi for health minister, and Dr. Sousan Keshavarz for education minister. Ajorloo, 43, a psychologist by trade, is currently a member of the Majles. She formerly served in various positions in the Revolutionary Guards, the students’ Basij, and various Majles committees. Dastjerdi, 50, a physician by trade and former Majles member, formerly served in senior positions in the Health Ministry and was the director of several hospitals. Keshavarz, who holds a doctorate in the philosophy of education, was formerly the deputy minister of education. PolicyWatch #1567 Militarization of the Iranian Judiciary By Mehdi Khalaji August 13, 2009 Widespread reports suggest that Sadeq Larijani, a young and inexperienced cleric with close ties to Iran's military and intelligence agencies, will officially replace Mahmoud Hashemi Shahroudi as head of the Iranian judiciary on August 16. This appointment is particularly significant, since the judiciary in Iran wields considerable power -- albeit through the approval of Iran's top leader, Ayatollah Ali Khamenei -- and has a great deal of latitude to make decisions without reference to law or Islamic concepts, especially when "safeguarding the interests of the regime" is deemed necessary. Who is Sadeq Larijani? Born in 1960 in Najaf, Iraq, Sadeq Larijani is the son of Grand Ayatollah Hashem Amoli and the son-in-law of Grand Ayatollah Hossein Vahid Khorasani, currently one of the most widely followed marjas, "sources of emulation" whose rulings are regarded as binding by devout Shiite believers. Larijani's two older and well-known brothers -- Ali Larijani, speaker of the Majlis (Iranian parliament) and former nuclear negotiator, and Mohammad Javad Larijani, the deputy head of the judiciary, former deputy foreign affairs minister, and mathematics graduate from the University of California, Berkeley -- are also married into respected clerical families: Ali is the son-in-law of the late Morteza Motahhari, an ideologue of the Islamic government, and Mohammad Javad is the son-in-law of Hassan Hassanzadeh, an ayatollah in Qom. Khamenei, at one point the supervisor of the Islamic Revolutionary Guard Corps (IRGC), became intimate with the Larijani family during Ali's several-year post as deputy commander of the IRGC. -

Iran: Internal Politics and U.S. Policy and Options Updated April 30, 2019 Congressional Research Service https://crsreports.congress.gov RL32048 Iran: Internal Politics and U.S. Policy and Options Summary The United States and Iran have been at odds, with varying degrees of intensity, since the 1979 Islamic Revolution there. U.S. officials have identified Iran’s support for militant Middle East groups as a significant threat to U.S. interests and allies, but Iran’s nuclear program took precedence in U.S. policy after 2002 as that program advanced. In 2010, the Obama Administration led a campaign of broad international economic pressure on Iran to persuade it to agree to strict limits on the program—an effort that contributed to the June 2013 election of the relatively moderate Hassan Rouhani as president of Iran and the July 2015 multilateral nuclear agreement—the “Joint Comprehensive Plan of Action” (JCPOA). That agreement exchanged sanctions relief for limits on Iran’s nuclear program, but did not contain binding limits on Iran’s ballistic missile program or on its regional influence or human rights abuses. The Trump Administration cited the deficiencies of the JCPOA in its May 8, 2018, announcement that the United States would exit the JCPOA and re-impose all U.S. secondary sanctions. The stated intent of that step, as well as subsequent actions such as the April 2019 designation of the Islamic Revolutionary Guard Corps (IRGC) as a foreign terrorist organization (FTO), is to apply “maximum pressure” on Iran to compel it to change its behavior. A stated goal of the policy is to reduce Iran’s support for pro-Iranian regimes and armed factions. -

Reports Iran’s Revolutionary Guard: A Strong Family of Four Generations *Fatima Alsmadi 7 August 2019 Al Jazeera Centre for Studies Tel: +974-40158384 [email protected] http://studies.aljazeera.n Iran's Revolutionary Guard [Reuters] The Iranian Revolutionary Guard has seized an oil tanker carrying 700,000 liters of "smuggled fuel" in the Gulf late July 2019, according to Iranian state media. The tanker was identified to be “Iraqi” and was seized in a northern part of the strait of Hormuz with a cargo of 700,000 litres of oil bound for neighbouring Arab states. This incident showcases a further escalation of tensions between Tehran and Washington and its regional allies after Trump’s White House decided to sanction Iran's foreign minister Mohammad Javad Zarif. Iranian President Hassan Rouhani ridiculed the decision in his statement: "They (Americans) are resorting to childish behaviour ... they were claiming every day: 'we want to talk, with no preconditions' ... and then they sanction the foreign minister.” Earlier in July, the Iranians seized a British vessel came after Britain’s seizure of an Iranian oil tanker near the Strait of Gibraltar. Retired admiral of Britain’s Royal Navy Alan West expressed serious concerns as “some powerful groups in Israel, Saudi Arabia and the United States want war and think a precision strike against key parts of Iran’s military capability would lead to regime change.” Earlier, the head of Iran's elite Revolutionary Guard said the United States is also worried about the prospect of war with Iran and has instead pursued an economic conflict.
