Approval of Minutes: Minutes for May 19, 2006 - Approved

MCR Discussion items:

MCR #4 – Information/fact gathering/recommendation for issues first identified in PCR #21 Summer of 2003  Need to add additional tracking code “CAR” as part of the Policy.  A/R Module to recommend changes to final MCR #4, MOCC will forward to BAC for review and confirmation, then forward to BOR for approval. Briefly reviewed this MCR.

MCR #20 – Immunizations  Committee has been established - Laura Crosley  Their findings will go to MOCC  Then finalize MCR 20  Procedures need to be written  Committee questions  Jim Shekleton’s Immunization email  RIS response to Immunization report availability email  Mumps – Requirement Question Policies are inconsistent and need reviewed.

MCR #26 – Certificates/Certifications FINAL  Resolve content majors (DOE) with Lynda/Lesta o Ranny is still working with Lynda, and Carla for “E” coding. Lynda will be gathering information during her university site visits. Lynda and Lesta may join call at 10:15 AM.  Procedures being written and revised Lesta, Lynda, and Carla joined the call for MCR #26. The existing spreadsheet was inaccurate and outdated. Lynda visited the campuses prior to Memorial Day to review academic Certificates/Certifications and created a new spreadsheet.

We reviewed the spreadsheet. The worksheet notes tab contains an index of the other tabs. The CERTUF is a list of Certifications that were converted to Certificates. The University tabs contain the details for the Certificates in the CERTUF tab.

It was suggested we use non-course codes, which are recorded in the extract, can be used in degree audit, and don't show up as a major on our transcript. Campuses can certify content even if not offered on campus. If we didn't train them, that must be clear on the transcript. They shouldn't be included in our reports if we didn't train them.

Follow-up: Confirm codes for SDSU Early Childhood/Elem Ed coop students. Do they show up on Teacher Ed Reports?

Carla - check on USD Masters Degree

Ranny summarized, 3 levels 1. Academic certification 2. Baccalaureate 3. Grad content area

There is still a lot of confusion. There needs to be a procedural instruction sheet that clearly defines requirements for admission and completion. Coding should be developed to meet reporting and transcripting requirements. Questions need to be answered - should prior degrees be transferred in?

Lynda will coordinate with Lesta, Ranny and Carla to draft a document. Lynda will send existing documents for review: 1. BOR item for academic certificate 2. Table of teacher certification only from catalogs

Carla may need to change some procedures for MCR 27.

MCR #28 – Enrollment Reporting (BOR Policy 2:24)  AAC accepted MOCC recommendation, forwarded to COPS pending final action by BOR in June meeting.  Guidelines are to be written and reviewed.

MCR #31 – SD Technical Institutes Program to Program Implementation Guidelines  The latest draft has been forwarded to ASCC, MOCC and AAC for review and comments. Comments due to Ranny Jones by June 7. Final draft will be submitted to AAC in June. Ranny will join call at 10:15 AM. Ranny will forward to AAC.

MCR #33 – Coordination scheduling of the calendar on ADPA, catalog on Programs and the catalog on Degree Audits.  Registrar's Module and Degree Audit Module will draft a proposal that is then reviewed by ASCC and MOCC. Matt Aschenbrener, lead.

Merrill Page 2 4/3/2018 MOCC – June 9, 2006 MCR #34 - In researching a third party vendor for ordering transcripts on line, it became evident that the current fee structure cannot be supported.  A statement of support for changing the current fee structure to a flat fee is needed. Don will take this request to the technical group.

MCR #35 – Initiate MCR with project request to RIS regarding the electronic check in/attendance requirement.  Pam Thomas will work on this item.

Discussion Items: 1. System Academic Calendar Issues There was a consensus that 15 business days are needed between the Fall and Spring term. We've already lost the 15 days between Spring-Summer and Summer-Fall. MOCC took a very firm stand that the 15 days are crucial between the Fall and Spring term and that a Winter Interim was unacceptable. A winter interim would be more tolerable if it were for non-credit classes only. If we offered a Winter Interim, would students really take classes, or would we do all this work for nothing. Do we need to survey the students to determine interest? Would faculty be willing to teach? How would faculty be paid? How would this affect 7-10 reporting, NCAA and NAIA reporting and requirements, the SD opportunity scholarship requirements . . . If even one course is offered on one campus, we would be required to deal with all the changes and issues. o Winter Interim Issue Draft o Winter Interim – MOCC Statement of Concern o Business Days Required o AAC May Meeting Response o MOCC Response to AAC May Meeting request o ASCC Response to AAC May Meeting request 2. General Education Restrictions – Ranny will provide update. CPG1 and CPG2 hold registration. AAC changed CGE1 to tracking only - will not hold registration. CPG1 will be reviewed to determine if it should continue to hold registration. MOCC members may want to review this with their VPAA. 3. Admissions – First Time Freshman/Non-Accredited – IPEDS impact – MOCC Comment draft by Mike/Rose, lead. Recommend item to be MCR #36 - Review and discuss on next call. 4. South Dakota Opportunity Scholarship a. BOR Office will be directing and monitoring progress and direction of SDOS procedures. Will assign SDBOR Intern to work on part of project. b. High School GPA – request by BOR Staff to add both the High School GPA as printed on the high school transcript and the recalculated, unweighted GPA on Colleague and move both to the SDOS database. Note: Policy on recalculation of high school retakes. (One Attachment) c. SDOP AP/CLEP credit d. H igh School Units that Meet South Dakota Opportunity Scholarship - Lesta – I sent the email below and Dr. Perry has responded that we need the additional information on high school courses. Just the number of units is not enough. Our database (Colleague and SDOS) will need to include the additional information

The SDOS meeting on February 16, 2006 determined there may be a way to capture course number and description linked to student name and school in the SSTR screen for accomplishing most of the BOR request. Still determining whether reporting options will meet BOR requirements.
