Smith, Sottile, Southard, Spires, Stavrinakis, Stringer, Tallon, Taylor, Thayer, Toole, 20 Vick, Weeks, Wells, Whipper, White, Whitmire, Williams, Willis and Wood 21 Document Path: l:\council\bills\gm\29552cm13.docx 22 Companion/Similar bill(s): 385 23 24 Introduced in the House on February 19, 2013 25 Adopted by the House on February 19, 2013 26 27 Summary: Piedmont Technical College 28 29 30 HISTORY OF LEGISLATIVE ACTIONS 31 32 Date Body Action Description with journal page number 33 2/19/2013 House Introduced and adopted ( House Journalpage 15) 34 35 36 VERSIONS OF THIS BILL 37 38 2/19/2013 39 1 2 3 4 5 6 7 8 9 A HOUSE RESOLUTION 10 11 TO RECOGNIZE AND HONOR PIEDMONT TECHNICAL 12 COLLEGE FOR THE INSTITUTION’S USE OF LEAN IN 13 HIGHER EDUCATION AND TO CONGRATULATE THE 14 STUDENTS, FACULTY, AND ADMINISTRATION FOR 15 BEING AWARDED THE PRESTIGIOUS 2013 BELLWETHER 16 AWARD. 17 18 Whereas, the members of the South Carolina House of 19 Representatives are pleased to learn that Piedmont Technical 20 College was awarded the celebrated 2013 Bellwether Award at the 21 Community College Futures Assembly (CCFA) annual meeting in 22 Orlando, Florida, on January 29, 2013; and 23 24 Whereas, given annually since 1995, the award focuses on 25 cuttingedge, trendsetting programs that other colleges might find 26 worthy of replicating and recognizes outstanding and innovative 27 programs in communitycollege education in three categories: 28 Instructional Programs & Services; Planning, Governance & 29 Finance; and Workforce Development; and 30 31 Whereas, chosen out of a pool of hundreds of entries from all over 32 the United States, Piedmont Technical College is the first and only 33 college from the Palmetto State to be recognized with this award; 34 and 35 36 Whereas, for the institution’s program, entitled Lean in Higher 37 Education: How It Continues to Change Our Culture, Piedmont 38 Technical College won in the Planning, Governance & Finance 39 category, which recognizes programs or activities that improve 40 efficiency and effectiveness in the community college; and 41

[3550] 2 1 Whereas, Lean, a methodology made famous by Toyota and 2 widely adopted throughout the private sector, is designed to 3 increase efficiency, decrease waste, and use empirical methods to 4 redesign processes that produce the maximum value; and 5 6 Whereas, beginning its organizational change with the Lean 7 program in the summer of 2008, the college focused its 8 presentation on the cost savings and efficiencies gained over the 9 course of its Lean implementation and presented a roadmap for 10 implementation at other colleges; and 11 12 Whereas, Piedmont administrators felt that Lean was the right tool 13 to help the institution move forward because Lean focuses on 14 eliminating waste and increasing efficiency, which are two critical 15 factors in the current national and statewide economy; and 16 17 Whereas, grounded in datadriven, problemsolving processes and 18 the empowerment of faculty and staff to drive change, Lean 19 methodology has allowed the college to increase efficiency, trim 20 costs without cutting services, and be more responsive to students 21 and customer needs; and 22 23 Whereas, the members of the South Carolina House of 24 Representatives appreciate the pride and recognition that Piedmont 25 Technical College has brought to their institution, their 26 community, and our State, and they expect to hear of continued 27 success in the future through their effective implementation of 28 innovative programs. Now, therefore, 29 30 Be it resolved by the House of Representatives: 31 32 That the members of the South Carolina House of Representatives, 33 by this resolution, recognize and honor Piedmont Technical 34 College for the institution’s use of Lean in Higher Education and 35 congratulate the students, faculty, and administration for being 36 awarded the prestigious 2013 Bellwether Award. 37 38 Be it further resolved that a copy of this resolution be provided to 39 Dr. Ray Brooks, President of Piedmont Technical College. 40 XX 41
